  2. Affidavit on Rs. 100/- and Rs. 10/- stamp paper regarding teaching staff with educational qualification certificate not submitted.
  3. As per VT remarks instructional facilities needs to be improved.

  1. The institution is required to improve the laboratories as per the NCTE Rules & Regulations and norms thereof.
  2. Science lab has no chemical & consumables in the required quantity
  3. Reserve Fund not maintained by the institution.
  4. Additional Construction work of the building is at final stage. The institution is required to submit building completion certificate.

S.Wakil Ahmad Teacher Training College, Darbhanga – L.P.A. No.23 / 2005 filed by NCTE. The Committee considered the case of the institution and noted that in reference to decision of 97th ERC meeting held on 22nd -23rd June, 2009, the Advocate vide letter No.575 dt.16.07.2009 was asked to clarify the contradictory report given by him. But nothing has been received yet. The Committee decided that legal opinion from the advocate should be obtained immediately and suitable follow up action taken urgently as per his legal advice.

A complaint has been received from Shri Bidhu Bhusan Mishra regarding advertisement on the daily new papers for the post of Lecturer (B.Ed.) of Vinoba Bhabe University, Hazaribag, Jharkhand which is placed on the table may please be seen. The Complainant vide its letter dated nil which is received by this office on 30.10.2009 has mentioned that “Vinoba Bhave University has advertised for the post of Lecturer (B.Ed.) 11th months Contractual, on local daily news paper. On the basis of the previous (Old Norms). But the qualification for the same has been changed accordingly to the new norms, which is effective from 31st August, 2009 as shown your website. So Vinoba Bhave University directly violate the norms prescribed by the NCTE having malafied intention” The Committee considered the case of the institution, complaint received in ERC, original file along with relevant documents, NCTE Act, Regulations 2007 and guidelines of NCTE published from time to time and decided that a Clarification letter may be issued to the Registrar of the University seeking comments on the Complaint.

Miscellaneous Case: DETAILS OF THE INSTIUTIONS AS PER THE PUBLIC NOTICE ISSUED FOR COMPLIANCE OF THE NCTE RULES & REGULATIONS Present Status of recognized institutions as per recognition order. Agenda Item No. ER-102(1S).9(II).1 to ER-102(1S).9(II).22 (as per decision on agenda) placed on the meeting for the Present Status of recognized institutions as per recognition order. The Committee observed the status of the files as per Agenda Item No. ER-102(2S).9(II).1 to ER-102(2S).9(II).93 placed on the table and decided that a letter may be issued to the recognized institutions for compliance of the condition as stipulated in public notice and letter issued from Hqrs. regarding transfer of land in favour of institution and copy of public notice and letter from Hqrs. may be annexed giving 90 days time. The ERC also decided that office of the ERC should issue the letter to all recognized institutions in same pattern & after completing 90 days the matter may be placed before the ERC.

Agenda item 102(3S).10.1: Nomination of names of Visiting Team Experts for forthcoming Inspections :-
The Committee considered the list of the institution which are ready for inspection and selected a panel of 4 names of visiting team experts for visit of the institution. Out of 4 experts 2 experts may be sent as a Visiting Team.
It has been decided that the office may communicate with the experts as shown in the panel of each of the institution and date of inspection be fixed after obtaining the consent from the 2 experts out of 4 experts and the V.T. may be sent accordingly.
However, in case of non-availability of any of the experts mentioned in one panel, the office of the ERC may consider the other name of experts as approved for other institution panel, if the members give their consent for the visit of the institution.
The Committee also approved the following panel of experts for visit of the institution in case of emergent decision of deciding the V.T. in case of the orders of the Hon’ble High Court/Appellate Authority/NCTE Hqrs. etc. and authorize the Regional Director, ERC for selecting the same out of the following approved panel.
