ER–103.4(I).8 Jalpaiguri Dooars Primary Teacher Training Institute, Vill.- Ghagra, Po.- Alipurduar, Dist.- Jalpaiguri, West Bengal- 736 121 (PTT) (Private) (West Bengal Board of Primary Education) Code No.APE00763 The Committee considered the reply dt. 07.12.2009 received on 16.12.2009 in response to ERC letter of intent dt. 20.11.2009 along with relevant documents, NCTE Act, Regulations 2007 and guidelines of NCTE published from time to time and decided that Notice u/s 14(3) (b) may be issued giving 30 days for the following deficiencies.
  1. The institution has appointed retired principal which is not as per NCTE norms. A qualified Principal as per NCTE norms is required to be appointed.
  2. Fresh list of teaching staff not submitted. Mark Sheet and certificate in support of the qualification of the newly appointed teaching staff not submitted.
  3. The institution shall launch its website covering, inter alia, the details of the institution, its location, name of the course applied for with intake, availability of physical infrastructure (land, building, office, classrooms, and other facilities/amenities), instructional facilities (laboratory, library etc.) and the particulars of their proposed teaching and non-teaching staff etc. with photographs. The downloaded copies of the website is required to be submitted

Teacher’s Training College, At – Moti Nagar, Bara Telpa, PO – Chapra, Dist – Saran, Bihar – 841301 (B.Ed) (Private) (Jai Prakash University) Code No. APE00829 The Committee considered the reply dt. 29.11.2009 received on 07.12.2009 in response to ERC letter of intent dt. 20.11.2009 along with relevant documents, NCTE Act, Regulations 2007 and guidelines of NCTE published from time to time and decided that Notice u/s 14(3) (b) may be issued giving 30 days for the following deficiencies.
  1. Two lecturers viz Aswati Verma and Santosh Kumar do not possess qualification as per NCTE norms.
  2. The institution may be asked to clarify about the experience certificate of the Principal from recognized institution.

College) PO- Anur, Dist- Hooghly, West Bengal – 712612 (B.Ed) (Private) (University of Burdwan) Code No.APE00672 The Committee considered the reply dt. 26.11.2009 in response to ERC letter as per the appeal committee direction dt. 11.10.2009 along with relevant documents, NCTE Act, Regulations 2007 and guidelines of NCTE published from time to time and decided that Notice u/s 14(3) (b) may be issued giving 30 days for the following deficiencies.
  1. Affidavit on Rs. 100/- stamp paper regarding selection committee.
  2. Individual affidavit on Rs. 10/- stamp paper by the teaching staff.
  3. List of teaching staff in prescribed format.
  4. The institution is required to update the website displaying an affidavit in the prescribed form duly attested by Oath Commissioner/Notary Public as per clause 8 (8) and 8(9) of the NCTE Rules & Regulations alongwith the copy of an affidavits on Rs.100/- Non-Judicial stamp paper from the institution to the effect that it has appointed staff on the recommendations of the Selection Committee duly constituted as per the policy of the State Govt/Central Govt./University/UGC or the concerned affiliating body and separate staff statement on an affidavit on Rs.10/- Non-Judicial stamp paper as per the prescribed format with the details etc. as per 7(9) of the NCTE rules & regulations.
  5. The institution shall launch its website covering, inter alia, the details of the institution, its location, name of the course applied for with intake, availability of physical infrastructure (land, building, office, classrooms, and other facilities/amenities), instructional facilities (laboratory, library etc.) and the particulars of their proposed teaching and non-teaching staff etc. with photographs. The downloaded copies of the website is required to be submitted along with the mandatory disclosure format.

ER–103.4(I).22 Vidya Sagar Teacher’s Training College, Vill- Barasagardighi, PO- Kamalbari, City- Malda, Dist- Malda, West Bengal – 732103 (B.Ed) (Private) (Gourbanga University) Code No.APE00977 The Committee considered the reply dt. 07.12.2009 received on 11.12.2009 in response to ERC notice dt. 20.11.2009 along with relevant documents, NCTE Act, Regulations 2007 and guidelines of NCTE published from time to time and decided that Notice u/s 14(3) (b) may be issued giving 30 days for the following deficiencies.
  1. List of teaching in prescribed format duly attested by the affiliating university
  2. Principal is on part time basis which is not as per NCTE norms.
  3. Expert nominee of the Affiliating University is not there in the selection committee. It is not clear by which policy the selection committee is constituted.
  4. The Mandatory Disclosure Format (MDF) to uploaded on the website and downloaded copy of the same be submitted to the office.

College, Vill/Po.- Ghol Digrui, Dist.- Hooghly, West Bengal- 712 401 (B.Ed) (Private) (Calcutta University) Code No. APE00896 The Committee considered the reply dt. 12.12.2009 received on dt.17.12.2009 in response to ERC notice dt. 19.11.2009 along with relevant documents, NCTE Act, Regulations 2007 and guidelines of NCTE published from time to time and decided that Notice u/s 14(3) (b) may be issued giving 30 days for the following deficiencies.
  1. Experience certificate of the Principal from the recognized institution.
  2. The affidavit submitted by the institution regarding appointment of staff does not shown any member as an Expert nominated by the affiliating body.
  3. The Selection Committee constituted by the institution as per the policy of State / Government / University / UGC, which is not clear.
  4. The Mandatory Disclosure Format (MDF) to uploaded on the website and downloaded copy of the same be submitted to the office.
ER–103.4(I).24 Ghatsila College, Po – Ghatsila, College Road, Ps – Ghatsila, Dist – East Singhbhum, Jharkhand – 832903 (B.Ed)( Private) (Ranchi University, Ranchi) Code No. APE00863 The Committee considered the reply dt. 16.12.2009 received on dt.22.12.2009 in response to ERC Notice dt. 19.11.2009 along with relevant documents, NCTE Act, Regulations 2007 and guidelines of NCTE published from time to time and decided that letter of intent for appointment of teaching / non teaching staff supporting with required affidavits as per the format enclosed alongwith the downloaded copies of the website as per clause 7(9) of Regulations 2007 may be issued.
ER–103.4(I).25 Ghosia Teacher’s Training College, Vill – Darbhanga, PO. – Lalbagh, Bahadurpur, Dist. – Darbhanga, Bihar – 846004, Code No.APE01030 The Committee considered the letter dt. 07.12.2009 received on 17.12.2009 and 22.12.2009 along with relevant documents, NCTE Act, Regulations 2007 and guidelines of NCTE published from time to time and confirmed its earlier decision of refusal and directed that the FDR may be returned in light of the request of the institution.
ER–103.4(I).26 Narasinghapur Primary Teacher Training Institute, Vill.- Narasinghapur, Po.- Sagapara, Taluka- Jalangi, Dist.- Murshidabad, West Bengal- 742 306 (PTT) (Private) (West Bengal Board of Primary Education) Code No. APE00999 The Committee considered the reply dt. 04.12.2009 received in this office on 07.12.2009 in response to ERC letter of intent dt. 20.11.2009 along with relevant documents, NCTE Act, Regulations 2007 and guidelines of NCTE published from time to time and decided that Order under Clause 7(11) of Regulations, 2007 for annual intake of 50 for PTT (D.Ed.) Course from the session 2009-2010 as per the NCTE Regulations 2007.
ER–103.4(I).27 Vidyasagar Primary Teachers’ Training Institute, Vill –Dhamait, Po-Amdan, PS-Panskura, Dist-Purba Medinipur, West Bengal – 721 131 (APE00647) The Committee considered the reply dt. 16.12.2009 received in this office on dt.17.12.2009 in response to ERC letter 24.11.2009 along with relevant documents, NCTE Act, Regulations 2007 and guidelines of NCTE published from time to time and decided that Notice u/s 14(3) (b) may be issued giving 30 days for the following deficiencies.
  1. As per the list of teaching staff though the teachers possess qualification as per NCTE norms but are appointed on adhoc basis which is not as per NCTE norms.
  2. The basis of the policy of the constituent selection committee is not clear as per the affidavit submitted by the institution.

Code No. APE00944 The Committee considered the reply dt. 15.12.2009 received on 21.12.2009 in response to ERC notice dt. 19.11.2009 along with relevant documents, NCTE Act, Regulations 2007 and guidelines of NCTE published from time to time and decided that letter of intent for appointment of teaching / non teaching staff supporting with required affidavits as per the format enclosed alongwith the downloaded copies of the website as per clause 7(9) of NCTE Regulations, 2007 may be issued.

Women’s University) Code No. APE00740 The Committee considered the reply dt. 30.11.2009 received in this office on dt.07.12.2009 in response to ERC letter of intent under 7(9) dt. 20.11.2009 along with relevant documents, NCTE Act, Regulations 2007 and guidelines of NCTE published from time to time and decided that Notice for clarification u/s 14(3) (b) may be issued giving 30 days for the following clarifications.

(i) In the application the institution has mentioned the name as Mahila Mahavidyalaya however all the correspondence made by the institution is in the name of Mahila B.Ed. College. In the website of the institution it is also found that the name of the institution is Mahila B.Ed. College which needs clarification.
ER–103.4(I).31 Nibedita Teacher’s Training College, Vill-Narasinghapur, PO-Sagarpara, Dist-Murshidabad, West Bengal – 742306 (Code No. APE01027) The Committee considered the appeal order No. F.No.89-1145/2009-Appeal / Dated 26.11.2009 along with relevant documents, NCTE Act, Regulations 2007 and guidelines of NCTE published from time to time and decided that acceptance letter may be issued. The Visiting Team may be sent after receiving the consent for inspection of the infrastructure & instructional facilities provided for running the proposed teacher education programme as per the NCTE norms.
