        Inspection of the institution was conducted on 28.11.2010 and VT report was received in ERC office on 6.12.2010.  In their report, the visiting team have mentioned that these deficiencies were duly complied by the institution and in all other aspects their report was positive.

     After perusal of original file, VTR, CD, recommendation of visiting team members and in light of provisions of NCTE Act, Rules & Regulations, directions/guidelines issued by the NCTE Hqrs. from time to time, the Committee  decided that Letter of Intent prior to recognition under Clause 7(9) of NCTE Regulations 2009 be issued immediately.

The application of the institution for D.El.Ed. course was submitted on 24.10.2009.  Letter to the State Govt. was issued on 25.11.2009.  Letter of deficiency was issued on 22.12.2009 and reminder issued on 24.3.2010.  No reply to deficiency letter was received and recognition was refused  vide order dated 15.5.2010 as per decision of ERC in its 107^th meeting held on 5-8 May, 2010.  The institution preferred an appeal and Appellate Authority vide order dated 15.9.2010 accepted the appeal and reversed ERC’s order dated 15.5.2010 with direction to ERC for examining the reply and taking appropriate decision on merit.   As per decision of ERC in its 112^th Meeting held on 30 Sept – 1 Oct, 2010, clarification was sought from the institution on certain points vide letter dated 15.10.2010.  The reply dt.8.11.2010 from the institution was considered in 114^th ERC meeting held on 19-21 December, 2010 and as per decision of ERC visiting team was constituted.  The inspection was conducted on 14.3.2011 and VT report was received in ERC office on 17.3.2011.   

        After perusal of original file, VTR, CD, recommendation of visiting team members and in light of provisions of NCTE Act, Rules & Regulations, directions/guidelines issued NCTE Hqrs. issued from time to time, the Committee made the following observations:

(i)      Three storeyed library is under construction within the premises.  Some portion of the room shown in CD as the library, racks with few books are available, which is not appropriate library for teacher training course. There is no internet facility in the library.  No seating space in the library available as per NCTE norms.

(ii)     Principal’s office is not appropriate for teachers training institution.

(iii)    Basic Science Lab. as seen in CD appears like a medical/ pharmacy lab.

(iv)    Multipurpose hall is not shown in the CD submitted by the institution to the VT members at the time of inspection.

(v)     Arts and Crafts Resource Centre, Health and Physical Education Resource Centre, and Science & Mathematics Resource Centre not developed at all.

(vi)    Multipurpose play field not developed at all.

(vii)   Teaching learning materials for Language Lab. not developed.

Therefore, the Committee decided that the show cause notice under section 14(3)(b) of the NCTE Act, 1993 be issued to the institution on the above grounds for a reply within 30 days.

Steel City College of Education, Vill – City Centre, P.H – II,  PO – Durgapur, Dist – Bardhaman, West Bengal – 713 208. (B.Ed.) (Private) (The University of Burdwan ) (Code No. ERCAPP364)

The application of the institution for B.Ed. course was received on 10.11.2009.  Letter to the State Govt. was issued on 22.12.2009 and reminder issued on 31.3.2010.  Letter of deficiency was issued on 22.12.2009.  Reply of deficiency letter was not received in time  and the recognition of the institution was refused vide order dated 15.5.2010 as per decision of 107^th ERC meeting held on 5-8 May 2010.   The institution preferred appeal and Appellate Authority vide order dated 27.8.2010 remanded back the case for examination of the reply submitted by the institution.   As per the order of Appellate Authority, the reply of the institution was considered in the 112^th Meeting held on 30 Sept – 1 Oct, 2010 and clarification was sought from the institution vide letter dated 25.10.2010.  The reply of the clarification was submitted by the institution vide letter dt.18.11.2010 and it was considered in 114^th ERC meeting held on 19-21 December, 2010 and decided to send VT with the direction that the documents to be examined and verified by the visiting team.  The inspection was conducted on 10.3.2011 and VT report was received in ERC office on 17.3.2011.  

After perusal of original file, VTR, CD, recommendation of visiting team members and in light of provisions of NCTE Act, Rules & Regulations, directions/guidelines issued by the NCTE Hqrs. from time to time, the Committee made the following observations:

(i)        The Science Lab has not been developed. Only few electrical battery displayed on classroom’s table. The equipment/ instruments kept in the Science lab were inadequate and there is no fixed structure of experimental table with attached sink associated water and drainage system.

(ii)       None of the labs have been properly developed. 

(iii)      Health and Physical Education Resource Centre and Art and Craft Resource Centre not developed.

(iv)      The size of the Multipurpose Hall is only 1100 sq.ft. as against the required dimension of 2000 sq.ft.

(v)       Number of titles of books in the library are only 450 which is less as per requirement of NCTE norms for 1000.

(vi)      Number of encyclopaedia, journals and reference books are inadequate as per NCTE norms.

(vii)     A list of 20 number of schools have been submitted by the institution for practice teaching.  However, a certificate from the schools for conducting practice teaching not submitted.

Therefore, the Committee decided that the show cause notice under section 14(3)(b) of the NCTE Act, 1993 be issued to the institution on the above grounds for a reply within 30 days.

The application of the institution for B.Ed. course was received on  30.10.2009.  Letter to the State Govt. was issued on 22.12.2009 and reminder issued on 24.3.2010.  Letter of deficiency was issued on 22.12.2009. Reply to deficiency letter was received from the institution on 8.2.2010. ERC in its 107^th meeting held on 5-8 May 2010 decided that VT may be sent and as per decision of 110^th ERC meeting held on 15-16 July, 2010, VT constituted.  Further, ERC in its 111^th meeting held on 16-17 September, 2010 further decided that the existing and identified deficiencies be verified for specific comments of visiting team besides the reports.  The inspection was conducted on 26.3.2011 and VT report was received in ERC office on 31.3.2011.  

    After perusal of original file, VTR, CD, recommendation of visiting team members and in light of provisions of NCTE Act, Rules & Regulations, directions/guidelines issued by the NCTE Hqrs. from time to time, the Committee made the following observations:

(i)    The size of the Multipurpose Hall is only 1540 sq.ft. as against the required dimension of 2000 sq.ft.

(ii)   Library-cum-reading room not  developed as per NCTE norms.

(iii)  ICT Resource centre has not been developed as per the recommendations of the NCTE’s Manual ‘Organising Teaching Learning Resources in Teacher Education Institutions: A Manual for the Teacher Education Institutions and Teacher Educators’.

(iv)  Art & Craft material/equipments were placed on the removable tables.  There is no storage space.

(v)   None of the Labs. have been developed properly.

(vi)  The Science Lab has not been properly developed  with fixed structure of experimental table with attached sink associated water and drainage system.

(vii)   The number of instruments kept in the Science lab inadequate.

(viii)  Language Learning lab. not developed at all.

Therefore, the Committee decided that the show cause notice under section 14(3)(b) of the NCTE Act, 1993 be issued to the institution on the above grounds for a reply within 30 days.

The application of the institution for B.Ed. course was received on  30.10.2009.  Letter to the State Govt. was issued on 22.12.2009 and reminder issued on 31.3.2010.  Letter of deficiency was issued on 22.12.2009. Reply to deficiency letter was received from the institution on 22.2.2010. ERC in its 107^th meeting held on 5-8 May 2010 decided that VT may be sent and ERC in its 111^th meeting held on 16-17 September, 2010 constituted VT with direction that existing and identified deficiencies be verified for specific comments of visiting team besides the reports.  The inspection was conducted on 30.12.2010 and VT report was received in ERC office on 19.1.2011.  

    The original file of the institution was sent to NCTE Hqrs. vide this office letter dated 20 Dec. 2010, as desired by the Review Committee and received in ERC office vide letter dated 21.2.2011, without any remark/ observation.

      After perusal of original file, VTR, CD, recommendation of visiting team members and in light of provisions of NCTE Act, Rules & Regulations, directions/guidelines issued by the NCTE Hqrs. from time to time, the Committee decided that Letter of Intent prior to recognition under clause 7(9) of NCTE Regulations 2009 be issued immediately.

The application of the institution for B.Ed. course was received on 22.10.2009.  Letter to the State Govt. was issued on 25.11.2009 and reminder issued on 24.3.2010.  Letter of deficiency was issued on 21.12.2009.  Reply of deficiency letter was submitted on 12.2.2010. The recognition of the institution was refused vide order dated 15.5.2010 as per decision of 107^th ERC meeting held on 5-8 May 2010.   The institution preferred appeal and Appellate Authority vide order dated 27.8.2010 remanded back the case to ERC for further processing on merit.  ERC in its 112^th Meeting held on 30 Sept – 1 Oct, 2010 considered the matter and as decided show cause notice dated 19.10.2010 was issued to the institution. The reply of show cause notice dated 15.11.2010 of the institution was considered by ERC in its 114^th meeting held on 19-21 December, 2010 and as per decision VT was constituted with the direction to VT experts to examine and verify the identified deficiencies for specific comments besides the reports.  The inspection was conducted on 16.3.2011 & 17.03.2011 and VT report was received in ERC office on 31.3.2011.  

After perusal of original file, VTR, CD, recommendation of visiting team members and in light of provisions of NCTE Act, Rules & Regulations, directions/guidelines issued by the NCTE Hqrs. from time to time, the Committee made the following observations:

(i)      Number of titles in the library are only 387 which is less as per requirement of NCTE norms for 1000.

(ii)     Library is not computerized at all.

(iii)    Facility of photocopy is not available in the institution.

(iv)    There is less number of Psychological tests and equipments. There is no storage capacity to store the equipments.

(v)     There is less number of computers and consoles.

(vi)    Science and Mathematics Resource Centre not developed.

Therefore, the Committee decided that the show cause notice under section 14(3)(b) of the NCTE Act, 1993 be issued to the institution on the above grounds for a reply within 30 days.

Saraswati Devi Institute of B.Ed., Vill- Ghanashyampur, Po- Purandarpur, City- Kandi, Dist.- Murshidabad, West Bengal- 742171 (B.Ed)           (Private) (Kalyani University) (Code No. ERCAPP236)

The application of the institution for B.Ed. course was received on 29.10.2009.  Letter to the State Govt. was issued on 22.12.2009 and reminder issued on 24.3.2010.  Letter of deficiency was issued on 22.12.2009.  Reply of deficiency letter was received on 17.2.2010. The recognition of the institution was refused vide order dated 15.5.2010 as per decision of 107^th ERC meeting held on 5-8 May 2010.   The institution preferred appeal and Appellate Authority vide order dated 27.8.2010 remanded back the case to ERC for conducting an inspection of the institution and for further action thereafter.  ERC in its 112^th Meeting held on 30 Sept – 1 Oct, 2010 considered the matter and decided to send VT with the direction to VT experts to examine and verify the identified deficiencies for specific comments besides the reports.  The report of visiting team dated 11.1.2011 received in ERC office on 1.2.2011

       After perusal of original file, and one page report of visiting team members, the Committee observed the report of VT members and found that the institution is no more interested in running B.Ed. course and would not receive the visiting team at their college and the college would remain closed at the time of inspection. Under the circumstances, it was not possible for VT members to visit the institute.

Therefore, the Committee decided that the show cause notice under section 14(3)(b) of the NCTE Act, 1993 be issued to the institution on the above ground for a reply within 30 days.

Sanghamitra Teacher Training College, Vill- Manatu, Po.- Ormanjhi, Tehsil/Taluka- Ormanjhi, Dist- Ranchi, Jharkhand – 835219 (B.Ed.) (Private) (Ranchi University) (Code No. ERCAPP41)

The application of the institution for B.Ed. course was received on 20.10.2009.  Letter to the State Govt. was issued on 24.11.2009 and reminder issued on 24.3.2010.  Letter of deficiency was issued on 22.12.2009.  No reply to deficiency letter was received and recognition was refused  vide order dated 18.5.2010 as per decision of ERC in its 107^th meeting held on 5-8 May, 2010.  The institution preferred appeal and Appellate Authority vide order dated 24.9.2010 reversed ERC’s order dated 18.5.2010 with the direction to ERC to issue the letter of deficiency afresh to the institution and take further decision thereafter.  As per decision of ERC in its 113^th meeting held on 19-20 November, 2010, fresh letter of deficiency dated 29.11.2010 was issued to the institution. The reply dated 27.12.2010 to deficiency letter was considered by ERC in its 115^th meeting held on 22-24 February, 2011 and decided to send visiting team for conduct of inspection of the institution.  The inspection was conducted on 2.4.2011 and VT report was received in ERC office on 7.4.2011.  

After perusal of original file, VTR, CD, recommendation of visiting team members and in light of provisions of NCTE Act, Rules & Regulations, directions/guidelines issued by the NCTE Hqrs. from time to time, the Committee felt that the report is in order and decided that Letter of Intent prior to recognition under Clause 7(9) of NCTE Regulations 2009 be issued immediately.

The application of the institution for B.Ed. course was received on 28.10.2009.  Letter to the State Govt. was issued on 23.1.2010 and reminder issued on 31.3.2010.  Letter of deficiency was issued on 23.1.2010. Reply of deficiency letter dated 15.3.2010 was considered by ERC in its 107^th meeting held on 5-8 May, 2010 and decided that visiting team may be sent.  Inspection of the institution was conducted on 7.7.2010 and VT report was received in ERC office on 14.7.2010. ERC in its 111^th meeting held on 16-17 September, 2010 considered the original file, VTR, CD and all other documents/records and as per decision, Show Cause Notice was issued on 25.9.2010.  Reply dated 11.10.2010 of institution to show cause notice was considered by ERC in its 114^th meeting held on 19-21 December, 2010 and decided that Letter of Intent under clause 7(9) of NCTE Regulations 2009 be issued.  However, the ERC office pointed out a large number of discrepancies to point out that the requirement of NCTE Norms have not met in this case and therefore, issue of 7(9) was not in order.  This case was reviewed in 115^th ERC meeting held on 22-24 February,2011 and the Committee observed that the decisions to conduct the inspection was taken by ERC before receipt of the reply of the institution to the letter of deficiency and decided that a visiting team be sent again to verify the veracity of the reply to the Deficiency Letter.  Accordingly, Inspection of the institution for the second time was conducted on 1.4.2011 and VT report was received in ERC office on 7.4.2011.  

After perusal of original file, VTR, CD, recommendation of visiting team members and in light of provisions of NCTE Act, Rules & Regulations, directions/guidelines issued by the NCTE Hqrs. from time to time, the Committee made the following observations:

(i)    The Science Lab has not been properly developed with fixed structure of experimental table with attached sink associated water and drainage system.

(ii)   The institution is not having adequate number of Educational Encyclopaedia, Year Book, Electronic publications (CD-ROM) and minimum five journals of education and subscription of five other related disciplines which is mandatory as per the NCTE norms.

(iii)  There is no Psychology Resource Centre  with apparatus for simple experiment related to educational psychology.

(iv)  Teaching Learning resource and Arts and Craft Resource Centre have not been developed at all.  Some of the gardening / wood work equipments displayed on removable table.

Therefore, the Committee decided that the show cause notice under section 14(3)(b) of the NCTE Act, 1993 be issued to the institution on the above ground for a reply within 30 days.

The institution was given recognition for conducting B.Ed. course with 100 seats vide order dated 4.7.2007.  The institution was given permission on the land of 30 years lease basis.  The institution has applied for changing its functioning from given new premises.  The inspection of the new campus/ premises was got conducted on 4.4.2011.

After perusal of original file, VTR, CD, recommendation of visiting team members and in light of provisions of NCTE Act, Rules & Regulations, directions/guidelines issued by the NCTE Hqrs. from time to time, the Committee made the following observations:

(ii)   The faculty number is only five which is less in number as per NCTE norms (1 Principal + six faculty)

The institution was granted recognition for conducting  P.T.T.(D.Ed.) course vide order dated  30.5.2009.  NCTE Hqrs. vide its letter dated 17.06.2010 directed to conduct inspection of the institution u/s 17 of the NCTE Act on the basis of complaint received against the institution.  ERC in its 112^th meeting held 30 Sept- 1^st Oct, 2010 decided to conduct inspection u/s 17 and VT constituted.  The inspection u/s 17 was got conducted on 5.4.2011 and VT report received in ERC office on 8.4.2011.

         After perusal of original file, VTR u/s 17, recommendation of visiting team members and in light of provisions of NCTE Act, Rules & Regulations, directions/guidelines issued by the NCTE Hqrs. from time to time, the Committee made the following observations:

1.     Approved building plan not submitted by the institution to the VT members at the time of inspection.

2.     Website’s home page not submitted by the institution to the VT members.

3.     Permission of the competent authority to use the land for educational purposes not submitted by the institution at the time of inspection.

4.     Multipurpose Hall is under construction at the time of inspection.

5.     The institution  could not produce the certificate of the faculty to VT at the time of inspection.

6.     The library of the institution having only 500 books which is much less than the NCTE Norms of 1000 for D.Ed. course.

7.     Journals, periodicals, encyclopaedia, reference books, year books are not available in the library.

8.     Principal’s post is vacant as there is no principal as per the VT report.

9.     Health & Physical Education, Art and Craft & ICT/ET Resource Centre have not been developed so far as per the NCTE norms.

10.  Existing laboratories are without furniture.

11.  The Science Lab has not been properly developed with fixed structure of experimental table with attached associated water and drainage system.

13.  There is Language Learning lab  room only, not materials.

14.  Salaries are paid in cash not by cheque to the staff members.

    The application for recognition of B.Ed. course was submitted by the institution on 29.10.2009.  Letter to state govt. was issued on 22.12.2009 with reminder on 29.03.2010. The deficiency letter to the institution was issued on 22.12.2009 and the Committee decided to constitute a visiting team in its 107^th meeting held on 5-8 May 2010 and the Committee reversed its decision in its 109^th meeting held on 21-23 June 2010 when the ERC office put up the case that the decision was not as per NCTE Regulations.  ERC again reversed the decision in 111^th meeting and decided to depute the visiting team with the direction that the new deficiencies pointed out by the office may be communicated to the visiting team members for verification.  The entire case was re-examined in the light of the observation of the Review Committee in 116^th ERC meeting held on 7-9 March, 2011 and decided to issue show cause notice.  Show cause notice was issued on 8.4.2011.  Since the letter of show cause notice was not received by the institution, and therefore, in this case, like many other institution, the reply was received on the basis of show cause notice hosted on the website of ERC.  The reply of the institution dated  2.4.2011 was received in  the ERC office dated 4.4.2011.  After careful perusal of reply of show cause notice, original file and related documents by ERC in its 117^th meeting, the Committee made following observations:-

1.  The land possessed by the institution in two different villages i.e. Charitravan and Dalsagar, which is not acceptable as per clause 8(7)(ii) of NCTE Regulations 2009 and clause 5(1)(i) of Norms and Standards for Bachelor of Education programme of NCTE Regulations, 2009.

2.  The institution has proposed the college at two khasras i.e. 427 and 188/189.  The building plan submitted with the application proposes to construct only in Khata No. 427 and a total land available in its khata is 8783.38 sq.ft. which is much less than the required land area of 2500 sq. mtrs., which is not acceptable as per Clause 8(7)(ii) of NCTE Regulations 2009 and Clause 5(1)(i) of Norms and Standards for Bachelor of Education programme of NCTE Regulations, 2009.

3.  The building plan map submitted by the institution is that of a residential building constructed on the plot area of 8783.38 sq.ft. which is proposed to be altered for the purpose of starting a B.Ed. college and even in this new building plan, the third floor of the building is proposed to be used as official residence leaving the total built up area available for the proposed institution less than the required 1500 sq.mtrs., which is not acceptable as per Clause 8(7)(ii) of NCTE Regulations 2009 and Clause 5(1)(i) of Norms and Standards for Bachelor of Education programme of NCTE Regulations, 2009.

In view of the above, the Committee decided to refuse recognition of the institution under Section 14(3)(b) of NCTE Act, 1993.

The office of the Regional Director, ER however, felt that the decision was contrary to Regulations of the NCTE and therefore, the Letter of Intent prior to recognition was yet to be issued, hence the matter was reviewed I 115^th ERC meeting. The whole matter was considered by ERC in its 115^th ERC meeting held on 22-24 February, 2011 and decided to issue show cause notice to the institution SCN was issued on 16.3.2011. 

       The reply dated 7.4.2011 of show cause notice dated 16.3.2011 was considered by ERC in its 117^th meeting. After perusal of original file, VTR, CD taken at the time of inspection and new CD submitted along with reply of show cause notice by the institution, the Committee found the reply to show cause notice is satisfactory.

     “The Committee had no objection to the  admission of 13^th candidate to the M.P.Ed.  course in Govt. College of Physical Education, Bhubaneswar, in view of the orders of the Hon’ble High Court.

      The approval for the intake of 12 students was given by NCTE in June 15, 2001.  Since then the new Regulations of NCTE 2009 provides for an intake capacity of 40 students for one basic unit of M.P.Ed. course.  As such, Govt. College of Physical Education, Bhubaneswar is entitled to apply for one basic unit of 40 students provided it has all the essential infrastructure and faculty as prescribed in NCTE Regulations 2009 (Appendix-8).  In the absence of teaching physical education, infrastructure for one basic unit, the institution cannot be allowed to continue even for 12 seats.  As such, it is incumbent on the Govt. to provide for all the requirements, as per NCTE Norms for  one basic unit, in order to avail continuance of the M.P.Ed. course in the college. A show cause Notice be issued to the institution about its available Physical and teaching Infrastructure, for a reply within 30 days.”

      With reference to the decision of the Committee the NCTE Hqrs. was also requested vide letter dt.17.03.2011 to approve the decision of the Committee so as to send a show cause notice to the institution within 30 days as per the decision of the Committee. However, the NCTE Hqrs. vide letter dt.24.03.2011 reiterated the decision of the Chairperson, NCTE to file an appeal before the Division Bench against the order dt.23.12.2010. 

In view of the above, the Committee in its 117^th meeting decides appeal may be filed as per the direction of NCTE Hqrs. and the concerned advocate may be requested for the purpose.
