The Committee noted that reply to ERC notice dated 16.2.2008 is awaited and considered  the relevant documents available in institution file, NCTE Act, Regulations and guidelines of NCTE published from time to time, summary report of Sub-Committee and decided that Final notice may be issued giving 30 days time with a direction to the institution to comply the following deficiencies:

  1. No reply to notice dtd. 16.2.2008 received (Copy to be enclosed.
  2. The institution has not submitted the fresh list of teaching staff.
  3. Requisite number of teachers qualified as per NCTE norms need to be appointed.
  4. Website not found. Institution is required to submit downloaded copy of staff list and affidavit for verification.

The Committee considered the reply dated 16.3.2008  in response to ERC notice dated 6.3.2008  along with relevant documents, NCTE Act, Regulations and guidelines of NCTE published from time to time, summary report of Sub-Committee and decided that notice may be issued giving 30 days time with a direction to the institution to comply the following deficiencies:

  1. List of teaching staff is not countersigned by competent      authority of affiliating body.  Hence, Rs.100/- affidavit for appointment of staff by the institution and Rs.10/- affidavit by individual academic staff may be submitted.
  2. Website is launched but staff details do not tally with list submitted by institution. Institution is required to submit downloaded copy of staff list and affidavit for verification.

The Committee considered the reply dated 20.3.2008 of the institution  in response to ERC notice dated 8.3.2008 along with relevant documents, NCTE Act, Regulations and guidelines of NCTE published from time to time, summary report of Sub-Committee and decided that recognition order under Clause 7(11) of NCTE Regulations, 2007 for B.Ed. course with an annual intake of 100 (one hundred) from the session 2008-2009 may be issued.

The Committee considered the reply dated 5.3.2008  in response to ERC letter dated 10.1.2008  along with relevant documents, NCTE Act, Regulations and guidelines of NCTE published from time to time, summary report of Sub-Committee and decided that notice may be issued giving 30 days time with a direction to the institution to comply the following deficiencies :

  1. Out of five teachers, one teacher is not qualified as per NCTE norms.
  2. List of teaching staff is not countersigned by competent authority of affiliating body. Rs. 100/- & Rs. 10/- affidavit in lieu of is to be submitted (Format to be enclosed.)        
  3. Details of Website (Mandatory Disclosure Format) not submitted.
  4. Willingness letter for running two years PTT course not received.
  5. Registered Lease Deed not submitted.

Scholastic Primary Teachers’ Training Institute, Islampur, Dist – Uttar Dinajpur, West Bengal – 733 202 (PTT) (Private) (West Bengal Board of Primary Education) Code No.APE00631

The Committee considered the reply dated 5.3.2008 of the institution in response to ERC notice dated 14.2.2008 along with relevant documents, NCTE Act, Regulations and guidelines of NCTE published from time to time, summary report of Sub-Committee and decided that, as requested by the institution, recognition to PTT (D.Ed.) course of the institution be refused for the following reasons:

  1. Principal is not qualified as not having qualification and experience as per Norms.
  2. Out of five teachers, four teachers are not qualified as per NCTE norms.
  3. Building completion certificate from the competent authority not submitted
  4. Built up area is not as per NCTE norms
  5. Website is not yet launched.
  6. Downloaded copy of staff list and affidavit is not submitted.

The Committee considered the reply dated 15.4.2008 of the institution in response to ERC letter of intent dated 11.4.2008  along with relevant documents, NCTE Act, Regulations and guidelines of NCTE published from time to time, summary report of Sub-Committee and decided that recognition order under Clause 7(11) of NCTE Regulations, 2007 for B.Ed. course with an annual intake of 100 (one hundred) from the session 2008-2009 may be issued. 

An anonymous complaint of Shri I.D. Khan was mentioned in the meeting.

Millia Fakhruddin Ali Ahmad B.Ed. Teacher’s Training College, Rambagh, Purnea, Bihar - 854301(B.Ed.) (Private) (B.N. Mandal University) Code No. APE00757.

The Committee noted that reply from the Govt. representative of Bihar is awaited and considered the reply dated 14.4.2008 of the institution  in response to ERC letter dated 14.12.2007 along with relevant documents, NCTE Act, Regulations and guidelines of NCTE published from time to time, summary report of Sub-Committee and decided that reminder may be issued to the State Govt. representative of Bihar to submit the vigilance enquiry report, if any against this institution within 15 days of the issue of the letter, failing which recognition order under Clause 7(11) of NCTE Regulations, 2007 for B.Ed. course with an annual intake of 100 (one hundred) from the session 2008-2009 may be issued after the institution submits the following within 30 days of issue of the letter:

i.  Staff list with their photographs & affidavit duly downloaded from their website is to be submitted as required under NCTE Regulations.

Further, the Committee decided that in case any negative report is received from the Govt. representative of Bihar, this case is to be discussed in the next ERC meeting.
