  1. Principal is not in position.
  2. Particulars of teaching staff in prescribed format but in this format designation of teachers and permanent/ Temporary/ Ad-Hoc/part-Time cannot be ascertained.
  3. Documents as per point (iii) and building completion certificate of the notice not submitted.
  4. Mode of possession not clearly given in the affidavit.
  5. Website as claimed by the institution is not found launched.

Al-Habeeb Teachers Training College, Sector – VI, Bokaro Steel City, Dist – Bokaro, Jharkhand - 827006 (Private) (B.Ed.) (Vinoba Bhave University) (Code No. APE00796)

The Committee considered the reply dated 16.3.2008  in response to ERC notice dated 7.3.2008  along with relevant documents, NCTE Act, Regulations and guidelines of NCTE published from time to time, summary report of Sub-Committee and decided that Final notice may be issued giving 30 days time with a direction to the institution to comply the following deficiencies :

  1. The institution has submitted agreement of lease. It is not clear whether it is registered or not.  A copy of the un-registered sale deed where the institution will run in future has been submitted.
  2. Building completion certificate from Architect and Planners has been submitted. 
  3. Copies of staff list and affidavits downloaded through their website as required under Regulations, as asked earlier have not been furnished.

The Committee noted that reply in response to ERC letter dated 16.2.2008 regarding switching over to two year HTTC course is awaited from the institution and relaxation of duration is also awaited from NCTE Hqrs.   The Committee considered the relevant documents available in institution file, NCTE Act, Regulations and guidelines of NCTE published from time to time, summary report of Sub-Committee and decided that this case may be kept pending and reminder be issued to NCTE Hqrs. with a copy to the institution.

The Committee noted that reply in response to ERC notice dated 15.2.2008 is awaited and considered the relevant documents available in institution file, NCTE Act, Regulations and guidelines of NCTE published from time to time, summary report of Sub-Committee and decided that Final notice may be issued giving 30 days time with a direction to the institution to comply the following deficiencies :

  1. The institution has not submitted the fresh list of teaching staff. 
  2. No reply in response to ERC Notice dtd. 15.02.2008 has been received (Copy to be enclosed).
  3. Deficiencies as pointed out in notices dated 3.1.2007, 19.9.2007 & 15.2.2008 not complied with.

The Committee considered the reply of the institution dated 14.3.2008 in response to ERC Notice dated 16.2.2008 along with relevant documents, NCTE Act, Regulations and guidelines of NCTE published from time to time, summary report of Sub-Committee and decided that letter of intent prior to recognition under Clause 7(9) of NCTE Regulations, 2007 may be issued with a direction to the institution to comply the following deficiencies:

  1. Principal and 4 teachers qualified as per NCTE norms need to be  appointed.

The Committee considered the reply dated 24.3.2008  in response to ERC notice dated 7.3.2008  along with relevant documents, NCTE Act, Regulations and guidelines of NCTE published from time to time, summary report of Sub-Committee and decided that notice may be issued giving 30 days time with a direction to the institution to comply the following deficiencies :

  1. Principal is not qualified as per NCTE norms.
  2. Building completion certificate not submitted.
  3. Experience of Principal in secondary TTI is less than requirement of NCTE norms.
  4. Downloaded copies of staff list with photographs and affidavit not submitted for verification as the staff list given in website is not tallying.
  5. Staff list is not countersigned by Registrar.

The Committee considered the reply of the institution dated 14.2.2008 in response to ERC Notice dated 14.12.2007 along with relevant documents, NCTE Act, Regulations and guidelines of NCTE published from time to time, summary report of Sub-Committee and decided that letter of intent prior to recognition under Clause 7(9) of  NCTE Regulations, 2007 may be issued with a direction to the institution to comply the following deficiencies :

  1. Principal and teachers qualified as per NCTE norms need to be appointed.  Details of teaching staff in the prescribed format countersigned by competent authority of affiliating body along with bio-data and certificates are to be submitted for verification.

The Committee considered the reply of the institution dated 9.3.2008 in response to ERC Notice dated 15.2.2008 along with relevant documents along with relevant documents, NCTE Act, Regulations and guidelines of NCTE published from time to time, summary report of Sub-Committee and decided that letter of intent prior to recognition under Clause 7(9) of NCTE Regulations, 2007 may be issued with a direction to the institution to comply the following deficiencies :

  1. Principal is not qualified as having less than 5 years experience in B.Ed. college.
  2. Website is not updated with required details. Downloaded copies of staff list and affidavit are to be submitted.

The Committee considered the reply of the institution dated 5.4.2008 in response to ERC Notice dated 6.3.2008 along with relevant documents, NCTE Act, Regulations and guidelines of NCTE published from time to time, summary report of Sub-Committee and decided that letter of intent prior to recognition under Clause 7(9) of NCTE Regulations, 2007 may be issued with a direction to the institution to comply the following deficiencies:

  1. A retired person has been appointed as Principal on regular basis instead of contractual basis.  However, it is not clear whether he is retired as Reader/ Professor in Education.
  2. Website found updated with staff list without photograph. Affidavit is not uploaded, downloaded copies as asked for with Notice dt. 06.03.2008 not submitted.

 

Further, the Committee decided that letter may be issued to Dr. Chaitanya Sahoo for his comments within 30 days in the matter of working as Principal at a time in two teachers training institutions i.e. Eastern Dooars B.Ed. Training College, At-Dakshinayan, P.O. Bhatibari, P.S. Shamuktala, Dist- Jalpaiguri, West Bengal-736121 and Vishweshwaraiya B.Ed. College, Co- Samajik Kalyan sanstha, Deoli, Po – Jagalpur, Ps – Gobindpur, Dhanbad, Jharkhand.

The Committee considered the reply of the institution dated 14.3.2008 in response to ERC Notice dated 18.2.2008 along with relevant documents, NCTE Act, Regulations and guidelines of NCTE published from time to time, summary report of Sub-Committee and decided that letter of intent prior to recognition under Clause 7(9) of Regulations, 2007 may be issued with a direction to the institution to comply the following deficiencies :

  1. Principal is not qualified as per NCTE norms.
  2. Out of seven teachers, one teacher qualified as per NCTE norms is to be appointed.
