The Committee considered VT report dated 14.6.2008 along with relevant documents, NCTE Act, Regulations and guidelines of NCTE published from time to time, summary report of Sub-Committee and decided that notice may be issued giving 21 days time with a direction to the institution to comply the following deficiencies:

  1. Principal is not qualified as not having 5 years experience in PTTI.
  2. List of teaching staff is not countersigned by the affiliating body.
  3. Facilities in the Psychology lab are inadequate.
  4. Facilities for language learning are not available.
  5. Facilities for accessing and use of digital learning resources are inadequate.
  6. Library has no books on education and needs to be improved.
  7. Science lab needs to be developed, apparatus and chemical need to be procured.

The Committee considered VT report dated 14.6.2008 along with relevant documents, NCTE Act, Regulations and guidelines of NCTE published from time to time, summary report of Sub-Committee and decided that letter of intent prior to recognition under Clause 7(9) of Regulations, 2007 may be issued with a direction to the institution to comply the following deficiencies :

  1. The institution has submitted a list of teaching staff which is countersigned by the Joint Director, Educational Research & Training, Meghalaya, Shillong. As per the list there is one Principal & 11 teachers. Only two lecturers are qualified as per NCTE Norms.  Qualified teachers as required under NCTE norms need to be appointed. 
  2. Downloaded copies of the teaching staff with photographs from website have not been submitted.
  3. Building completion certificate & land documents have not been submitted. The institution has submitted handing over taking over of the building also indicating the completion of land.
  4. Internet not accessed.
  5. Teachers for Art & Physical Education are not available.
  6. Library does not have adequate books.
  7. As per affidavit the land is on ownership basis for 10 years (2007-2016), which should be as per NCTE Regulations.
  8. The comments of the State Govt. in response to ERC letter No.  7432 dt. 17.04.2007 is still awaited.

The Committee considered VT report dated 14.5.2008 along with relevant documents, NCTE Act, Regulations and guidelines of NCTE published from time to time, summary report of Sub-Committee and decided that recognition order under Clause 7(11) of NCTE Regulations, 2007 for B.Ed. course with an annual intake of 100 (one hundred) from the session 2008-2009 may be issued after the institution submits the following:

  1. Original list of teaching staff countersigned by the Registrar is to be submitted or affidavit in lieu of to be submitted.
  2. Website address given by the institution is not opening.  Staff list and affidavit are to be uploaded in the website and downloaded copies to be submitted as per NCTE Regulations.

The Committee considered VT report dated 3.7.2008 along with relevant documents, NCTE Act, Regulations and guidelines of NCTE published from time to time, summary report of Sub-Committee and decided that recognition to B.Ed. course of the institution be refused for the following reasons:

  1. Built-up area is less than the requirements of NCTE norms.
  2. Building is under construction.
  3. Instructional Space is not available as per norms.
  4. List of teachers & biodata are not properly filled in, hence their qualifications could not be ascertained.
  5. Psychology laboratory is not available.
  6. The institution does not have its own playground.
  7. Facilities for language learning are not available.

The Committee considered VT report dated 1.7.2008 along with relevant documents, NCTE Act, Regulations and guidelines of NCTE published from time to time, summary report of Sub-Committee and decided that notice may be issued giving 21 days time with a direction to the institution to comply the following deficiencies:

  1. Certificate of teachers are not enclosed hence their eligibility could not be determined.
  2. Facilities for language learning are not available.
  3. List of teaching staff is not uploaded in website.  Staff list and affidavit are to be uploaded in the website and downloaded copies to be submitted as per NCTE Regulations.
  4. Principal room is not completed.
  5. Teachers for teaching Physical Education, Art, Work Experience and IT Literacy not identified/appointed.
  6. The building is shared with high school, which needs clarification.

  1. Principal & 5 teachers are not qualified as per NCTE norms.
  2. List of teaching staff submitted in prescribed format but not countersigned by affiliating body. 
  3. Facilities for language learning not available.
  4. Books available in the library are inadequate as per NCTE norms.

  1. As per the list submitted, Principal is not qualified.
  2. Required number of teachers qualified as per NCTE norms need to be appointed.
  3. Downloaded copies of the teaching staff with photographs from website have not been submitted.
  4. Library does not have adequate books.
  5. The institution has 8855 Sq. ft. building which is less than the requirement as per NCTE Norms. As per the building plan, the built up area is 5650 Sq. Ft. which is less than the requirement, which needs clarification.
  6. As per the building completion certificate submitted by the institution, only ground floor is completed.

  1. Principal’s experience certificate not attached, hence qualification cannot be ascertained.

The Committee considered  the reply dated 7.4.2008 in response to ERC notice dated 8.3.2008 along with relevant documents, NCTE Act, Regulations and guidelines of NCTE published from time to time, summary report of Sub-Committee and decided that Notice u/s 7(12) of Regulations 2007 may be issued giving 21 days time with a direction to the institution to comply the following deficiency:

  1. The civil construction made by the institution increasing the built up area needs to be verified by visiting team.

      Further, the institution is required to deposit Rs.40,000/- processing fee for re-inspection of the institution as per NCTE Regulations.

  1. Required number of teachers as per NCTE norms not appointed.

  3. The list is not countersigned by Competent authority of affiliating body.
