The Committee considered  the reply dated 11.08.2008 in response to ERC letter of intent u/s 7(9) of Regulations, 2007 dated 02.08.2008 along with relevant documents, NCTE Act, Regulations and guidelines of NCTE published from time to time, summary report of Sub-Committee and decided that Notice u/s 15 (3)(b) may be issued giving 30 days time with a direction to the institution to comply the following deficiencies:

  1. 5 more teachers qualified as per NCTE norms are to be appointed and related documents to be furnished.
  2. Downloaded copies of List of teaching staff, Mandatory Disclosure format, Affidavits regarding teaching staff on Rs. 100/- stamp paper & Rs. 10/-stamp paper, affidavit on Rs. 100/- stamp paper regarding land details are to be submitted.
  3. Approved building plan clearly indicating plot No., Khasra No., total area, built up area from competent authority of State Govt. is to be submitted.
  4. Building completion certificate indicating plot No., Khasra No., total area, built up area from competent authority of State Govt. is to be submitted.

The Committee considered  the reply dated 18.08.2008 in response to ERC notice dated 01.08.2008 along with relevant documents, NCTE Act, Regulations and guidelines of NCTE published from time to time, summary report of Sub-Committee and decided that Notice u/s 14(3)(b) may be issued giving 30 days time with a direction to the institution to comply the following deficiencies:

  1. Principal is above 60 years. There is no provision in D.Ed. norms for appointment of retired person. Principal appointed is not having 5 years experience in PTTI.
  2. Mode of possession is not clearly given in affidavit. As per affidavit land is both on lease and ownership basis.
  3. All the plot Nos. mentioned in the affidavit are not reflected in building plan. Building plan submitted is for plot No. 500 and 529/897.
  4. Building completion certificate submitted without mentioning the built up area and plot No.
  5. Website is not working properly. It shows “Contact Your Administrator”.
  6. Downloaded copy of staff list, Mandatory Disclosure Format, affidavit (Rs. 100/- & Rs. 10/-) is not submitted. The downloaded copy of the staff list submitted appears to be computer Print out.

The Committee noted that no reply to ERC notice dated 01.08.2008 received along with relevant documents, NCTE Act, Regulations and guidelines of NCTE published from time to time, summary report of Sub-Committee and decided that permission to M.Ed. course of the institution be refused for the following reasons.

  1. No reply in response to Notice dt. 15.02.2008 and 01.08.2008 received.
  2. Teaching staff required as per NCTE norms have not been appointed.
  3. The FDR of Rs. 5.00 lacs only in original towards Endowment Fund of a duration of and above 5 years issued by a Nationalized Bank is not submitted.
  4. Building Completion Certificate is not submitted.

The Committee noted that no reply to ERC notice dated 06.08.2008 received along with relevant documents, NCTE Act, Regulations and guidelines of NCTE published from time to time, summary report of Sub-Committee and decided that permission to  additional intake of PTT (D.Ed.) course of the institution be refused for the following reasons.

  1. No reply in response to Notice dt. 06.08.2008 received.
  2. As per the list submitted,  there is no regular Principal. Principal-in-charge and 6 teachers are not qualified as per the NCTE norms. Requisite No. of teaching staff have not been appointed.
  3.  List of teaching staff is not countersigned by the competent authority of the concerned affiliating body.
  4. The institution has not launched its website.
  5. Building Completion certificate not submitted.
  6. An affidavit on Rs. 100/- stamp paper in original attested by Notary Public on the prescribed format not submitted.
  7. Library Resources are not available.
  8. Infrastructural facilities and instructional facilities, especially language learning facilities and psychology lab, Educational Technology are to be developed.

  1. The completion of extra Built up area has not been inspected by visiting team experts.
  2. Website is not opening.
  3. The institution has also not submitted  re-inspection fee of Rs. 40000/-

  1. The institution has not submitted the list of teaching staff in prescribed format.
  2. As per affidavit submitted, total land area is less than requirement of NCTE norms.
  3. Building plan approved by competent authority not submitted.
  4. Building Completion Certificate from competent authority not submitted.
  5. Website as required under NCTE Regulations has not been launched.

  1. No reply in response to Notice dt. 01.08.2008 received.
  2. Principal is not qualified as per NCTE norms.
  3. Out of five, two lecturers qualified as per NCTE norms have not been appointed.
  4. List is not countersigned by competent authority of affiliating body.

The Committee considered  the reply dated 03.09.2008 in response to ERC Notice dated 01.08.2008  along with relevant documents, NCTE Act, Regulations and guidelines of NCTE published from time to time, summary report of Sub-Committee and decided that recognition to B.Ed. course of the institution be refused for the following reasons.

  1. No supporting documents as asked vide notice dt. 01.08.2008 received. The institution requested to return FDR of Rs. 5.00 lacs. The same may be returned.
  2. The institution has not submitted the fresh list of teaching staff.
  3. The institution has not launched its website.
  4. List of staff with photographs and affidavit duly downloaded from their website is not submitted.
  5. Building completion certificate from the competent authority is not submitted. As per VT report the building is under construction.

  1. Principal is not qualified as only 2 years 2 months experience in PTTI as per experience certificate submitted.
  2. Out of 5 lecturers 2 lecturers are not qualified as per NCTE norms.
