The Committee considered the reply dated 08.10.2008 and 13.10.2008 in response to ERC letter dated 08.09.2008 along with relevant documents available in institution file, NCTE Act, Regulations and guidelines of NCTE published from time to time and decided that Notice u/s 14(3)(b) may be issued giving 30 days time with a direction to the institution to comply the following deficiencies:

  1. List of teaching staff not countersigned by affiliating body.
  2. Experience certificate of Principal is to be submitted.
  3. Affidavit on Rs. 100/- and Rs. 10/-(individual) stamp paper regarding selection committee and teaching staff is to be submitted with supporting documents/enclosures i.e. educational qualification /experience certificate.
  4. As per the information given in institution 1+5 possess qualification as per NCTE norms but no supporting documents, certificates submitted.
  5. Area earmarked for the PTT course is not mentioned in Building Plan and building completion certificate.

 Prof. P.K.Sen Primary Teacher Training Institute, Vill/PO – Kapgari, Sub-Division – Jhargram, Dist – Paschim Medinipur, West Bengal – 721 505 (PTT) (Private-Unaided) (West Bengal Board of Primary Education)Code No. APE00629 The Committee noted that no reply to ERC Notice dated 08.09.2008 issued after LOI received and considered the relevant documents available in institution file, NCTE Act, Regulations and guidelines of NCTE published from time to time and decided that Notice u/s 14(3)(b) may be issued giving 30 days time with a direction to the institution to comply the following deficiencies:
  1. No reply to LOI dt. 04.07.2007 and Notice dt. 08.09.2008 received.
  2. Principal & 5 teachers are not qualified as per NCTE norms.
  3. The list is not countersigned by competent authority of affiliating body.
  4. Affidavit regarding land on Rs.100/- stamp paper on new format not submitted

ER – 90.6(I).12 Panchanani Nandi Memorial Primary Teachers’ Training Institute, Vill/Po/Ps-Namkhana, Sub-Div-Kakdwip, Dist-South 24 Parganas, West Bengal-743357, (Course –PTT) (West Bengal Board of Primary Education), Code No. APE00597. The Committee considered the reply dated 14.08.2008 in response to ERC letter dated 01.08.2008 along with relevant documents, NCTE Act, Regulations and guidelines of NCTE published from time to time and decided that Notice u/s 14(3)(b) may be issued giving 30 days time with a direction to the institution to comply the following deficiencies:
  1. Total area and built up area is not mentioned in the building plan and building completion certificate.
  2. 1 (one) teacher does not possess qualification as per norms.

(Private) (Ranchi University) Code No. APE00910 The Committee considered the reply received dated 27.10.2008 in response to ERC Letter of intent u/s 7(9) of Regulations 2007, dated 15.10.2008 along with relevant documents, NCTE Act, Regulations and guidelines of NCTE published from time to time and decided that recognition order under Clause 7(11) of Regulations, 2007 for annual intake of 100 for B.Ed. course from the session 2008-2009 may be issued after the institution submits the following:
  1. Affidavit on Rs. 100/- stamp papre in prescribed format regarding land and building details are to be uploaded in the website and its downloaded copy to be submitted.

  2. As per affidavit the land is on lease basis for 51 years. But the institution submitted Sale Deed. One plot no. do not tally as per Sale affidavit and land document.
  3. As per list requisite no. of teaching staff possess qualification as per NCTE Norms. As per the list of teaching staff one teacher is appointed in another College i.e. Solanki B.Ed. College namely Mr. Akash Ranjan. In view of the above it is to be clarified that the other teachers who are appointed here are not working in any other institutions.

  1. Regarding point one of the notice issued the institution has submit copy of the above mentioned notification, copy of the service book and experience certificate.

 Govt. College of Physical Education, Kalinga Stadium, Nayapalli, Bhubaneswar (Govt.) (M.P.Ed -Addl. Intake) (Utkal University) (Code No. APE00423) The Committee considered the letters received dated 22.09.2008 & 13.10.2008 in response to ERC Notice dated 10.09.2008 along with relevant documents, NCTE Act, Regulations and guidelines of NCTE published from time to time and decided that Notice u/s 15(3)(b) may be issued giving 30 days time with a direction to the institution to comply the following deficiencies:
  1. Area earmarked for M.P.Ed. course i.e. Total area, built up area not mentioned in the affidavit on Rs.100/- stamp paper submitted by the institution. Fresh affidavit in prescribed format is to be submitted.
  2. Teachers required B.P.Ed. + M.P.Ed. = 1+ Reader 2 + 8 Lecturers. On the list only 1+6 available, 4 more may be appointed.
  3. Govt. has allotted land & Building on temporary basis. Relaxation in this regard not received from NCTE Hqr.
Copy of the notice may be endorsed to CP NCTE, New Delhi.

 Vidyasagar Primary Teacher’s Training Institute, Vill – New Kandaran, PO – Kandaran, Dist – Malda, West Bengal, (PTT), (Private), (West Bengal Board of Primary Education) Code No.-APE00747 The Committee considered the reply dated 18.08.2008 in response to ERC Notice dated 01.08.2008 requesting for extension of time along with relevant documents, NCTE Act, Regulations and guidelines of NCTE published from time to time and decided that Notice u/s 14(3)(b) may be issued giving 30 days time with a direction to the institution to comply the following deficiencies:
  1. Principal & 5 teachers are not qualified as per NCTE norms.
  2. List of teaching staff submitted in prescribed format but not countersigned by affiliating body.
  3. Facilities for language learning not available.
  4. Books available in the library are inadequate as per NCTE norms.
  5. Website not yet launched as required under NCTE Regulations. Staff list and affidavit are to be uploaded in the website and downloaded copies to be submitted as per NCTE Regulations.
  6. Total area and Built up area not mentioned in completion certificate.

 Devsangha Institute of Professional Studies and Educational Research, At/PO – Devsangha-Bompas Town, Dist – Deoghat, Jharkhand - 814114 (NTT-Addl. Course ), (Private ), (Jharkhand Academic Council), Code No. APE00576 The Committee considered the letter dt. 03.10.2008 wherein the institution has stated to return the FDRs and withdraw of application for grant of permission to start NTT course along with relevant documents, NCTE Act, Regulations and guidelines of NCTE published from time to time. The Committee decided that as requested by the institution, permission to NTT (C.Ed.) course of the institution be refused for the following reasons:
  1. The institution vide its letter dt. 03.10.2008 have informed regarding withdrawal of application for NTT course and to return the FDRs.
  2. Three more teachers qualified as per NCTE norms not appointed.
  3. List of teaching staff countersigned by the competent authority of affiliating body in the prescribed format not submitted.
  4. Clarification regarding affiliating body i.e. Jharkhand Academic Council alongwith copy of the letter from the State Govt. not received.

 Mirza Ghalib Teacher’s Training College, A-7, Indrapuri Colony, Ashiyan Road, Raja Bazar, Bihar – 800014, (ETE-Addl. Course), (Private), (Bihar School Examination Board), Code No.-APE00743. The Committee considered the reply dated 22.09.2008 in response to ERC Notice dated 08.09.2008 along with relevant documents, NCTE Act, Regulations and guidelines of NCTE published from time to time and decided that Notice u/s 15(3)(b) may be issued giving 30 days time with a direction to the institution to comply the following deficiencies:
  1. List is not countersigned by the competent authority of the concerned affiliating body.
  2. Building completion certificate with total area Plot No. not given.
  3. Building plan submitted by Development Authority. All the plot No. Khata No. , total area, built up area not given in the affidavit. Certified copy of Building completion certificate by Municipal Corporation but Building plan by Development Authority, who is the competent authority cannot be ascertained.
  4. Qualification can not be ascertained. In complete and contradictory information given in list and Bio data.
  5. Built up area in affidavit and completion certificate do not tally.
  6. Plot No., Total area and Built up area not mentioned in the Building Completion Certificate.
  7. Approved building from Competent authority is to be submitted.
