(Deptt. of University) (Visva – Bharati) Code No. APE00842 The Committee considered the reply received dated 17.03.2009 in response to ERC Notice dated 10.02.2009 along with relevant documents, NCTE Act, Regulations and guidelines of NCTE published from time to time and decided that Permission Order under Clause 7(11) of Regulations, 2007 for annual intake of 30 for M.P.Ed. course from the session 2009-2010 subject to joining of the Professor. The order may also be issued after verification of website and receipt of the downloaded copies of the website.
NOTE As per NCTE Hqrs. letter dt. 13.03.2009 regarding enforcement of provisions under Regulation 8(7) of NCTE (Recognition Norms and Procedure) Regulations, 2007 regarding possession of land by the institutions, the land should be in the name of institution concerned either on ownership basis or on lease basis from the Govt. / Govt. Institution for a period not less than 30 years and it is fee from all encumbrances. Therefore, the institution is required to comply the above Norms strictly under Regulation 8(7) of NCTE (Recognition Norms and Procedure) Regulations, 2007 and submit the required documents within 6(six) month of issue of the order.

Course from the session 2009-2010 may be issued after verification of website and receipt of the downloaded copies of the website.

(Private) (West Bengal Board of Primary Education) Code No.APE00691 The Committee noted that Letter of Intent was issued on 14.01.2009 and in response to ERC letter the institution submitted its reply on 18.2.2009. The considered the relevant documents, NCTE Act, Regulations and guidelines of NCTE published from time to time and decided that Notice u/s 14(3) (b) may be issued giving 30 days time with a direction to the institution to comply the following deficiencies. The same be issued at the correct address of the institution.
  1. The institution is required to change its nomenclature in the name of the institution as it is now proposing to run secondary level course instead of Primary Teacher Training Institute.
  2. Principal is having teaching experience of PTTI whereas the Principal should have the teaching experience at Secondary level teaching programme.
  3. Individual affidavit by the faculty on Rs.10/- stamp paper be submitted if the list of the staff is not countersigned by the concerned affiliating body.
  4. Downloaded copies of the website of the institution.

Dist – Hazaribagh, Jharkhand – 829122 (M.Ed.- Additional Course) (Private) ( Vinoba Bhave University) Code No.APE00794 The Committee considered the reply received dated 18.03.2009 in response to ERC Notice dated 13.03.2009 along with relevant documents, NCTE Act, Regulations and guidelines of NCTE published from time to time and decided that permission order under Clause 7(11) of Regulations, 2007 for annual intake of 25 for M.Ed. course from the session 2009-2010 may be issued after verification of website and receipt of downloaded copy from website.

(Private) (West Bengal Board of Primary Education) Code No.APE00696 The Committee considered the reply received dated 30.01.2009 in response to ERC letter of intent dated 14.01.2009 along with relevant documents, NCTE Act, Regulations and guidelines of NCTE published from time to time and decided that recognition order under Clause 7(11) of Regulations, 2007 for annual intake of 50 for (PTT) D.Ed. course from the session 2009-2010 may be issued after verification of website and receipt of the downloaded copies of the website and individual affidavits on Rs.10/- Non-Judicial stamp paper as per the prescribed format to be submitted by the academic staff duly selected and appointed or the institution may submit countersigned statement of staff appointed as per the NCTE norms as per approval of the concerned affiliating body.

(Private) (Vidyasagar University) Code No.APE00732 The Committee considered the reply received dt. 17.03.2009 in response to ERC Notice dt. 12.02.2009 along with relevant documents, NCTE Act, Regulations and guidelines of NCTE published from time to time and decided that Notice u/s 14(3) (b) may be issued giving 30 days time with a direction to the institution to comply the following deficiencies:
  1. The institution is required to submit the building completion certificate mentioning therein Khasra No., Plot no., details of total land area, built up area which should be as per the approved building plan & land documents of the institution and the same should be suitable to run teacher training course as per the NCTE norms duly approved by Govt. Engineer and countersigned by the authority concerned.
  2. The institution is required to submit a copy of the approved Building Plan where the proposed B.Ed. Course will be run with Khasra No./Plot No., built –up area, total land area from the concerned approved Govt. Engineer duly countersigned by the concerned authority.
  3. Affidavit on Rs.10/- stamp paper regarding land submitted instead of on Rs.100/- stamp paper.
  4. As per the affidavit, submitted Plot No. mentioned in the affidavit is not given in the Land documents.
  5. The date of approval building plan is after the date of inspection no clarification received.
  6. The Clear information regarding the Experience of the Head in a teacher training at Secondary level not given.

ER – 94.6(II) Representation of the institutions in response to show cause notice.
ER – 94.6(II).1 Bhonpur Binita College of Education, Vill-Bhonpur,Plot No- 136 & 924/2662, PO-Bhonpur, PS – Pandua, Dist-Hooghly, West Bengal-712134 (B.Ed) (Private) (University of Burdwan) Code No. APE00843 New address Bhonpur Binita College of Education, PO – Bhonpur, Via-Boinehee, PS- Pandua, Dist- Hooghly, West Bengal -712134 The Committee noted that no reply in response in response to ERC notice dt. 9.1.2009 has been received. The Committee noted that Notice dt.9.1.2009 which was returned undelivered. The Committee considered the letter dt.7.2.2009 and 23.2.2009 of the institution along with relevant documents, NCTE Act, Regulations and guidelines of NCTE published from time to time and decided that Notice u/s 14(3) (b) may be issued giving 30 days time with a direction to the institution to comply the following deficiencies. The same be issued at the correct address of the institution.
  1. Building plan and building completion certificate submitted by the institution are for a school not for the institution. Building plan and building completion certificate for the institution not given. The institution is required to submit a copy of the approved Building Plan where the proposed B.Ed. Course will be run with Khasra No./Plot No., built –up area, total land area from the concerned approved Govt. Engineer duly countersigned by the concerned authority.
  2. All the plot nos. as per the land documents are not mentioned in the building completion certificate submitted by the institution. The institution is required to submit the building completion certificate mentioning therein Khasra No., Plot no., details of total land area, built up area which should be as per the approved building plan & Regd. land documents of the institution and the same should be suitable to run teacher training course as per the NCTE norms duly approved by Govt. Engineer and countersigned by the authority concerned.
  3. Certified Regd. copy of the land documents in favour of the institution.
  4. The institution is required to arrange the Videography and provided the same to the VT. Authenticity of the CD received after receipt of the VT report cannot be ascertained. The institution is required to clarify the same.

ER – 94.6(II).2 Sree Sree Ramakrishna B.Ed. College, Nischintapur,Ps – Kulpi, Dist – 24 pargans (S), West Bengal – 743374 (B.Ed.)( Private) (University of Calcutta.) Code No. APE00749 The Committee considered reply received dated 13.02.2009 in response to ERC letter dated 05.01.2009 along with relevant documents, NCTE Act, Regulations and guidelines of NCTE published from time to time and noted that sufficient time has been allowed to the institution and the reply of the institution is still not satisfactory complying with the rules & regulations of the NCTE and does not fulfill the requirement of the NCTE norms. Therefore, the Committee decided that recognition to B.Ed. course of the institution be refused for the following reasons:
  1. Date of Registration in the affidavit and land documents submitted do not tally. The lease deed submitted by the institution has been Regd. on 3.3.2006. As per affidavit dt. of Regd. of land has been shown as 25.11.2005. The land is also on lease basis in the name of the society.
  2. Information regarding Col. 5 of the affidavit the institution given the ERC letter No. and date. Enclosure as per Col.5 of affidavit has not been submitted.
  3. Built up area mentioned in the affidavit and building plan do not tally.
  4. Khatoni number mentioned in the building plan and building completion certificate, land document do not tally
  5. CD has not been received along with VTR.
