ER – 97.8.7 Jaspuria B.Ed. College, Vill- Bisa, PO- Gatalsud. Town/Dist- Ranchi, Jharkhand – 835103 (B.Ed.) (Private) (Ranchi University) Code No.APE00989 The Committee considered the reply of the institution dtd. 01.06.2009 received in ERC office on 13.04.2009 in response to ERC consent letter dated 09.04.2009 along with relevant documents, NCTE Act, Regulations and guidelines of NCTE published from time to time and decided that the Visiting Team may be sent immediately.
ER – 97.8.8 Inter College , Tiruldih, Vill- Tiruldih, PO- Tiruldih, Dist- Saraiekala- Kharswan, Jharkhand (B.Ed.) (Private) (Ranchi University) Code No.APE01195 The Committee noted that no reply has been received in response ERC notice dated 12.05.2009 and considered other relevant documents, NCTE Act, Regulations and guidelines of NCTE published from time to time and decided that recognition to B.Ed. course of the institution be refused u/s 14(3) (b) for the following reasons:
  1. The name of the institution is an under graduate college. Name of the Teacher Training College is missing. No land is in the name of the proposed teacher training College. The institution has not clarified on the land & building in possession of the institution, the certified copy of the same as per provision under Regulation 8(7) of NCTE (Recognition Norms and Procedure) Regulations, 2007 regarding possession of land by the institutions, the land should be in the name of institution concerned either on ownership basis or on lease basis from the Govt. / Govt. Institution for a period not less than 30 years and it is fee from all encumbrances.
  2. In affidavit the institution mentioned that the Land is on Ownership/Lease basis for a period of 31 years where as the institution submitted Gift Deed which is not registered in favour of a under graduate college. The institution has not any clarification for the same.
  3. The institution has not clarified about the discrepancies pointed by the State Govt. on its report to ERC, NCTE. The necessary clarification not be submitted clarification the position of the institution on the contents of the letter received from the State Govt.
  4. Land use permission from the Competent Authority not submitted w.r.t. Col.5 of the affidavit.
  5. The State Govt. vide its letter dt.15.01.2009 received in this office on 28.01.2009 have informed that permission/ recognition to open B.Ed. College may not be granted.
ER – 97.8.9 Raj Shankar College of Education, Vill/Po. – Bare, Tehsil – Bhabua, Dist – kaimur, Bihar – 821101 (B.Ed.) (Private) (Veer Kunwar Singh University) Code No. APE01169 The Committee considered the reply of the institution dtd. 25.05.2009 received in ERC office on 02.06.2009 in response to ERC Notice dated 15.05.2009 along with relevant documents, NCTE Act, Regulations and guidelines of NCTE published from time to time and decided that the Visiting Team may be sent and a letter of consent be issued to the institution for its readiness for inspection of the infrastructure & instructional facilities provided for running the proposed teacher education programme as per the NCTE norms.
ER – 97.8.10 Swami Sahajananda Saraswati Sewa Samaj Bokaro Steel City, Po- Sector – 9, City- B.S. City, Dist- Bokaro, Jharkhand – 827009 (B.Ed.) (Private) (Vinoba Bhave University) Code No.APE01014 The Committee noted that no reply has been received in ERC and considered relevant documents, NCTE Act, Regulations and guidelines of NCTE published from time to time and decided that recognition to B.Ed. course of the institution be refused u/s 14 (3) (b) for the following reasons:
  1. The institution has submitted lease land documents which is for high school. As per NCTE regulation 8(7) of NCTE (Recognition Norms and Procedure) Regulations, 2007 regarding possession of land by the institutions, the land should be in the name of institution concerned either on ownership basis or on lease basis from the Govt. / Govt. Institution for a period not less than 30 years and it is fee from all encumbrances.
  2. Built up area 340 sq. mts. mentioned in the application is less than the requirement of NCTE norms.
  3. The institution has not submitted the building completion certificate mentioning therein Khasra No., Plot no., details of total land area, built up area which is as per the approved building plan & land documents of the institution suitable to run teacher training course as per the NCTE norms duly approved by Govt. Engineer and countersigned by the authority concerned.
  4. The building plan submitted by the institution is for the public school. Approved building plan for the proposed Teacher Training Institution not given.
  5. The State Govt. vide its letter No. 155 dtd. 15.01.2009 received in this office on 28.01.2009 has recommended that recognition should not be granted to the institution.

  6. Land use permission from the Competent Authority not submitted w.r.t. Col.5 of the affidavit.
ER – 97.8.11 Renuka Devi D.Ed college, Vill./PO- Shyam Nagar, Dist –Nadia, West Bengal -741155 (D.Ed.) (Private) (West Bengal Board Of Primary Education) (Code No. APE 01025) The Committee considered the reply of the institution dtd. 05.06.2009 received in ERC office dated 09.06.2009 in response to ERC Notice dated 09.05.2009 along with relevant documents, NCTE Act, Regulations and guidelines of NCTE published from time to time and decided that recognition to D.Ed. course of the institution be refused u/s 15 (3) (b) for the following reasons:
  1. The institution has submitted land documents dated 25.05.2009 for Plot No.256 and Plot No.254. Where as, as per the affidavit submitted by the institution the Plot Number mentioned 255 and 256. The institution has changed the premises after submission of the affidavit and after the date of application and last date of submission of application.
  2. Certified copy of land lease/ownership documents has not been submitted as per Regulation 8(8). (Duly notarized English version of land documents is required to be submitted)
  3. Approved Building Plan from competent authority with plot no. Khata No. Built up area, Total area, Khesra no. etc not submitted for the proposed D.Ed. course. As stipulated in the instructions enclosed with the application proforma prescribed under clause 5(1) of the NCTE (Recognition Norms & Procedure) Regulations, 2007 approved building plan along with completion certificate (if the building has already been constructed) from the concerned competent authority not submitted. Built up area earmarked for D.Ed. course and that of existing course not indicated clearly.
  4. Building completion certificate from the competent authority mentioning the plot no. Khata No. Built up area, Total area, Khesra no. etc not submitted for the proposed D.Ed. course (if the building has already been constructed) from the concerned competent authority is required to be submitted. Built up area earmarked for D.Ed. course and that of existing course not indicated clearly.
  5. As per the application and as per the building completion certificate the built up area is 1244.65 Sq. Mtr. which is less than required as per NCTE Norms for D.Ed. and B.Ed. Course together.
  6. Term Deposit Advice has been submitted. You are required to submit the Fixed Deposit Receipt of Rs. 5.00 lakhs (in original) not submitted as Endowment Fund. As per clause 10(1) of the NCTE Regulations, in case of self-financed institutions/courses, Fixed Deposit Receipt of Rs. five lakhs towards Endowment Fund (in original), from a Nationalized Bank of a duration of & above 5 years is required.
  7. Term Deposit Advice has been submitted. You are required to submit Fixed Deposit Receipt of Rs. 3.00 lakhs (in original) not submitted as Reserve Fund. ER – 97.8.12 Prabharani Institute of Education (B.Ed. College) Vill-Chanak, Po – Chanak, Plot No- 507,508,512, City- Berhampore, Dist – Murshidabad, West Bengal-742074 (B.Ed.) (Private) (Kalyani University) Code No.APE00886 The Committee considered the reply of the institution dtd. 03.06.2009 received in ERC office dated 10.06.2009 in response to Notice dated 09.05.2009 along with relevant documents, NCTE Act, Regulations and guidelines of NCTE published from time to time and decided that the Visiting Team may be sent and a letter of consent be issued to the institution for its readiness for inspection of the infrastructure & instructional facilities provided for running the proposed teacher education programme as per the NCTE norms. The Visiting Team may be requested to identify the exclusive land area earmarked for the existing and the proposed course.
ER – 97.8.13 Nabadwip B.Ed. College, Vill.- 164 Koler Danga Road, Po.- Mahisunra, Dist.- Nadia, West Bengal- 741 302 (B.Ed.) (Private) (University of Kalyani) Code No.APE01125 The Committee noted that no reply has been received in response to ERC notice dated 09.05.2009 and considered other relevant documents, NCTE Act, Regulations and guidelines of NCTE published from time to time and decided that recognition to B.Ed. course of the institution be refused u/s 14 (3) (b) for the following reasons:
  1. The building plan is not approved by the competent authority.
  2. Building completion certificate from the competent authority mentioning the plot no. Khata No. Built up area, Total area, Khesra no. etc not submitted for the proposed B.Ed. course (if the building has already been constructed) from the concerned competent authority is required not submitted.
  3. Land use permission from the Competent Authority not submitted w.r.t. Col.5 of the affidavit.
ER – 97.8.14 Swami Dhyananda Primary Teacher Training Institute, Suratpur, PO – Harirampur, Dist – Paschim Medinipur, West Bengal- 721 211 (D.Ed.)(Private) (WBBPE) (Code No. APE01091) The Committee considered the reply of the institution dtd. 06.05.2009 received in ERC Office on 19.05.2009 w.r.t deficiency letter issued on 21.11.2008 and reply dtd. 04.06.2009 received in ERC office on 09.06.2009 in response to ERC Notice dated 09.05.2009 along with relevant documents, NCTE Act, Regulations and guidelines of NCTE published from time to time and decided that recognition to B.Ed. course of the institution be refused u/s 14 (3) (b) for the following reasons:
  1. The institution had submitted an application as per old regulations at ERC, NCTE on 04.04.2006 which has been refused. As per the practice there is no provision of adjusting the old documents in the new file, moreover when the regulations have been changed and the requirements as per the new regulations notified in 2007 and different particularly in reference to the requirement of land. As per the new regulation land on lease from the Private party is not permissible.
  2. Certified copy of registered land lease /ownership documents has not been submitted as per Regulation 8(8) & 8(7). (If Land on lease basis it should be with Govt. Lease with private party is not accepted. Duly notarized of English version of land documents not submitted).
  3. Fixed Deposit Receipt of Rs. 5.00 lakhs (in original) not submitted as Endowment Fund. As per clause 10(1) of the NCTE Regulations, in case of self-financed institutions/courses, Fixed Deposit Receipt of Rs. five lakhs towards Endowment Fund (in original), from a Nationalized Bank of a duration of & above 5 years is required.

As stipulated in the instructions enclosed with the application proforma prescribed under clause 5(1) of the NCTE (Recognition Norms & Procedure) Regulations, 2007 approved building plan along with completion certificate (if the building has already been constructed) from the concerned competent authority is required to be submitted.
  6. Building completion certificate from the competent authority mentioning the plot no. Khata No. Built up area, Total area, Khesra no. etc not submitted for the proposed D.Ed. course (if the building has already been constructed) from the concerned competent authority is required to be submitted
  7. Built up area mentioned in the application 6589.50 Sq. Ft. is not as per the requirement of NCTE norms. Necessary steps be taken and information in relevant part of application with supporting documents to be submitted along with a fresh affidavit on Rs.100/- stamp paper duly filled in with no column left blank.
  8. Regarding mode of possession & permission of land use from the Competent Authority with reference to col.5 of the affidavit not clearly given. A fresh affidavit in prescribed format duly filled in along with the enclosure not submitted.
ER – 97.8.15 District Institute of Education and Training, Vill.- Blakoba, Po.- Prasanna Nagar, Tehsil- Jalpaiguri Sadar, Dist.- Jalpaiguri, West Bengal- 735133 (D.Ed.) (Addl. Intake) (Govt.) (West Bengal Board of Primary Education) Code No.APE01135 The Committee noted that no reply has been received in response to ERC consent clarification dated 11.05.2009 and considered other reply received on 17.04.2009 in response to ERC letter dated 23.03.2009 and considered the relevant documents, NCTE Act, Regulations and guidelines of NCTE published from time to time and decided that recognition to D.Ed. course of the institution be refused u/s 15 (3) (b) for the following reasons:
  1. The institution is already a recognized institution and as per the decision of 95th ERC meeting a permission order has been issued to the institution to admit students from the session 2009-10 in light of the fact that the West Bengal Board of Primary Education has decided to conduct a two year PTT course. Since the relaxation of conducting one year course was only permitted till the session 2004-05. The institution has listed at Sl. No. 10 of the list of recognized institution. Therefore the present application made by the institution is not accepted.
  2. A Certificate from the Govt. regarding infrastructure & instructional facilities as per the NCTE norms not submitted. Further clarification regarding processing of application also not submitted.
 
ER – 97.8.16 Rajendra College, Vill/Po. – Chapra, Dist. – Saran, Bihar – 841301 (B.Ed.) (University Deptt.) (Jai Prakash University,Chapra.) Code No. APE01144 The Committee noted that no reply has been received in response to ERC consent letter dated 11.05.2009 and considered other relevant documents, NCTE Act, Regulations and guidelines of NCTE published from time to time and decided that recognition to B.Ed. course of the institution be refused u/s 14 (3) (b) for the following reasons:
  1. The institution has neither submitted any compliance with reference to the notice dtd. 27.03.2009 nor has replied to the letter dtd. 11.05.2009.
  2. Certified copy of land document not given. As per the land document submitted lease executed in 1939 is only for 20 years. As per the affidavit extension of lease is under consideration.
  3. The institution submitted three sets of application form in old format. Three sets of application form in new format with complete information in prescribed format not submitted.
  4. Mode of possession of land not clearly given in the affidavit. Information & enclosures reg. Col. 5 of the affidavit not given. Plot No. not given in the affidavit. Therefore, affidavit on Rs. 100/- stamp paper (in original) in prescribed format with complete information not submitted.
  5. Certified copies of ownership/Lease documents of land in favour of the institution where the proposed B.Ed. Course will be opened as per para 8 (7) & 8 (8) alongwith English version of Land document duly notarized not submitted.
  6. The institution has not submitted the building completion certificate mentioning therein Khasra No., Plot no., details of total land area, built up area which should be as per the approved building plan & land documents of the institution and the same should be suitable to run teacher training course as per the NCTE norms duly approved by Govt. Engineer and countersigned by the authority concerned.
  7. The institution submitted building plan in which total area, plot No., khata no., Khesera no. not given. Built up area given which is not clear and not approved by Competent Authority. Approved Building Plan where the proposed B.Ed. Course will be opened with Plot No., Khata No, built –up area, total area, Khesera No. from the Competent State Govt. Authority is to be submitted.
  8. As per the information the institution is running a intermediate / graduate / post – graduate course also and also that the facilities available in the general college to be utilized for Teacher training college.
  9. Certificate of Registration, Memorandum of association and Bye-laws not submitted.

 Dr. Meghanad Saha College, Vill- Ranipur, Po-Tilna, Dist- Uttar Dinajpur, West Bengal-733128 (B.P.Ed.) (University of Gour Banga) Code No. APE00960 The Committee considered the reply dtd. 05.06.2009 received on 18.06.2009 in response to ERC notice dated 09.05.2009 and considered other relevant documents, NCTE Act, Regulations and guidelines of NCTE published from time to time and decided that recognition to B.P.Ed. course of the institution be refused u/s 14 (3) (b) for the following reasons:
  1. Certified copy of registered land lease /ownership documents has not been submitted as per Regulation 8(8) (if land is on lease basis it should be with Govt. lease with private party).
  2. Copy of Approved Building Plan from competent authority with plot no. Khata No. Built up area, Total area, Khesra no. etc not submitted for the proposed additional intake in B.Ed course as stipulated in the instructions enclosed with the application proforma prescribed under clause 5(1) of the NCTE (Recognition Norms & Procedure) Regulations, 2007 approved building plan along with completion certificate (if the building has already been constructed) from the concerned competent authority not submitted.
  3. As per application building will be completed in 2010.
  4. The land area mentioned in the affidavit is 4.21 acres but as per NCTE norms the total area must be 8 acres.
  5. The institution has not submitted the Building completion certificate from the competent authority mentioning the plot no. Khata No. Built up area, Total area, Khesra no. which should be as per the approved building plan & land documents of the institution and the same should be suitable to run Teacher Training course as per the NCTE norms duly approved by the govt. Engineer and countersigned by the authority concerned.

 G.M. Memorial Teacher’s Training Institute, S.T.K.K. Road, PO- Kalna, Dist- Burdwan, West Bengal – 713409 (B.Ed.) (The University Burdwan) Code No.APE00981 The Committee considered the reply of the institution dtd. 23.05.2009 received in ERC office dt 25.05.2009 in response to ERC consent/clarification letter dated 18.05.2009 along with relevant documents, NCTE Act, Regulations and guidelines of NCTE published from time to time and decided that recognition to B.Ed. course of the institution be refused u/s 14 (3) (b) for the following reasons:
  1. The institution has not submitted the requisite documents for the teachers training course as per letter dtd. 18.05.2009 and earlier notice dtd. 12.02.2009.
  2. The land document submitted by the institution submitted by the institution is for English Medium School. Building completion certificate and building Plan is submitted for the same.
ER – 97.8.19 Bara Andulia Govt. Primary Teacher’s Training Institute, Vill/Po.- Bara Andulia, Dist.- Nadia, West Bengal- 741124 (D.Ed.) (WBBPE) Code No.APE01107 The Committee noted that no reply has been received in response to ERC consent / clarification letter dated 12.05.2009 and considered other relevant documents, NCTE Act, Regulations and guidelines of NCTE published from time to time and decided that recognition to D.Ed. course of the institution be refused u/s 14 (3) (b) for the following reasons:
  1. No compliance made to the deficiency letter issued on 27.11.2008.
  2. No response received to the consent/clarification letter dtd. 12.05.2009
  3. A certificate from the Govt. regarding infrastructure & instructional facilities as per the NCTE norms not received.
ER – 97.8.20 Moulana Abdul Kalam Azad Teacher’s Training College, Vill- Bagbari, po- hahar ,Dist- Uttar Dinajpur, West Bengal-733128. (B.Ed.) (Additional intake) (University of Gour Banga, Code No. APE01097 The Committee noted that no reply has been received in response to ERC notice dated 12.05.2009 and considered other relevant documents, NCTE Act, Regulations and guidelines of NCTE published from time to time and decided that permission to B.Ed. (Additional Intake) course of the institution be refused u/s 15 (3) (b) for the following reasons:
  1. Certified copy of registered land document not submitted as per regulation 8(7).
  2. Copy of NAAC certificate with letter grade B as per para 8(4)of the regulations 2007 not submitted.
  3. Certificate of from the affiliating body regarding completion of three academic sessions of running the respect course as per para 8(3) of the regulations not submitted.
  4. Approved Building Plan from competent authority with plot no. ER – 97.8.21 Jamshedpur Women’s College, Town – Jamshedpur, PO- Bistupur, Dist- East Singhbhum, Jharkhand – 831037 (B.Ed.) (Additional Intake) (Section -15) (Govt. Aided) (Ranchi University) Code No.APE01017 The Committee noted that no reply has been received in response to ERC notice dated 12.05.2009 and considered other relevant documents, NCTE Act, Regulations and guidelines of NCTE published from time to time and decided that permission to B.Ed. course of the institution be refused u/s 15 (3) (b) for the following reasons:
  1. D.D. of Rs. 1000/- towards application fee in favour of Member secretary, NCTE payable at Bhubaneswar is not submitted.
  2. Photocopy of affidavit submitted. A fresh affidavit (In original) in prescribed format not submitted.
  3. Built up area mentioned in the application i.e. 788 Sq. ft is less than the requirement as per NCTE Norms.
  4. Certify copy of land lease/ownership documents in favour of the intuition/trust has not been submitted as per Regulation 8(8) & 8(7). (If Land on lease basis it should be with Govt. lease with private party is not accepted. Registered deed not submitted. As per the photocopy of the affidavit submitted the land is on lease basis
  5. Approved Building Plan giving details of Plot No. & Khata No., Built up area, Khesera No. by the competent State Govt authority not submitted.
  6. The institution has not submitted the building completion certificate mentioning therein Khasra No., Plot no., details of total land area, built up area which should be as per the approved building plan & land documents of the institution and the same should be suitable to run teacher training course as per the NCTE norms duly approved by Govt. Engineer and countersigned by the authority concerned not submitted.
  7. A copy of Certificate of Registration, Memorandum of Association and Bye-laws is not submitted.
  8. Since the institution is govt. aided as mentioned in the application a certificate from the state govt. of the effect that the institutions financed by Central Govt./State Govt./UT Admn. To the extent of not less than 50% of their recurring cost, a certificate of this effect from the Govt. concerned is required, not submit.
  9. Fixed Deposit Receipt of Rs. 5.00 lakhs (in original) to be submitted as Endowment Fund. As per clause 10(1) of the NCTE Regulations, in case of self-financed institutions/courses, Fixed Deposit Receipt of Rs. five lakhs towards Endowment Fund (in original), from a Nationalized Bank of a duration of & above 5 years not submitted
  10. Fixed Deposit Receipt of Rs. 3.00 lakhs (in original) to be submitted as Reserve Fund.   12. The State Govt. vide its letter No. dtd. 19.03.2009 has stated that permission for additional Intake to the institution should not be granted. As per the State Govt. letter / recommendation there is no separate building for the teacher training institution. However 5 rooms in the general college constructed by the Welfare department for Hostel are being used for Teacher Training Institution.
ER – 97.8.22 Govt. Teacher Training College, Ghantaghar, PO – Bhagalpur, Dist – Bhagalpur, Bihar – 812001 (B.Ed.) (Govt.) (T.M. Bhagalpur University.) Code No. APE00690 The Committee considered the reply of the institution dtd. 01.06.2009 received in ERC office dated 10.06.2009 in response to ERC consent letter dated 18.05.2009 along with relevant documents, NCTE Act, Regulations and guidelines of NCTE published from time to time and decided that the Visiting Team may be sent immediately. VT may be requested to collect the following documents.

The institution is already a recognized institution and as per the decision of 95th ERC meeting a permission order has been issued to the institution to admit students from the session 2009-10 in light of the fact that the West Bengal Board of Primary Education has decided to conduct a two year PTT course . Since the relaxation of conducting one year course was only permitted till the session 2004-05. The institution has listed at Sl. No. 9 of the list of recognized institution. Therefore the present application made by the institution is not accepted.
  2. A Certificate from the Govt. regarding infrastructure & instructional facilities as per the NCTE norms not submitted. Further clarification regarding processing of application also not submitted.
  3. No compliance made by the institution to the deficiency letter issued on 25.11.2008.
ER – 97.8.24 Pandua College of Education, Vill-Naimahalla, Po./City-Pandua, Dist-Hooghly, West Bengal-712149 (D.Ed.) (Additional course of D.Ed.) (Private) (West Bengal Board of Primary Education) Code No. APE01176 The Committee noted that no reply has been received in response to ERC notice dated 09.05.2009 and considered other relevant documents, NCTE Act, Regulations and guidelines of NCTE published from time to time and decided that permission to D.Ed. course of the institution be refused u/s 15 (3) (b) for the following reasons:
  1. The institution has submitted three sets of application form in old format. Three sets of application form in new format with complete information in prescribed format not submitted.
  2. Affidavit on Rs. 100/- stamp paper in prescribed format not submitted with enclosures.
  3. Certified copy of land lease /ownership documents of land in favour of the institution where the proposed D.Ed. course will be opened as per para 8(7) & 8(8) along with has not been submitted as per Regulation 8(8) & 8(7). along with of English version of land document Duly notarized not submitted.
  4. Building completion certificate where the proposed D.Ed. course will be opened with plot no. Khata No. Built up area, Total area, Khesra no. etc from the Competent State Govt. Authority not submitted.
  5. Approved Building Plan where the proposed D.Ed. course will be opened with plot no. Khata No. Built up area, Total area, Khesra no. etc from the Competent State Govt. Authority not submitted.
  6. Fixed Deposit Receipt of Rs. 5.00 lakhs (in original) not submitted as Endowment Fund. As per clause 10(1) of the NCTE Regulations, in case of self-financed institutions/courses, Fixed Deposit Receipt of Rs. five lakhs towards Endowment Fund (in original), from a Nationalized Bank of duration of & above 5 years is required, not submitted.
  7. As per clause 10(1) of the NCTE Regulations, in case of self-financed institutions/courses, Fixed Deposit Receipt of Rs. Three lakhs towards Reserve Fund (in original), from a Nationalized Bank of duration of & above 5 years is required, not submitted.

ER – 97.8.25 Govt. Women’s Primary Teacher’s Training College, Dumraon, Burur, Bihar – 802119 (TTC) (Govt.) (Bihar School Examination Board.) Code No. APE00782 The Committee noted that no reply has been received in response to ERC consent letter dated 26.03.2009 & 11.05.2009 and considered other relevant documents, NCTE Act, Regulations and guidelines of NCTE published from time to time and decided that recognition to B.Ed. course of the institution be refused u/s 14 (3) (b) for the following reasons:
  1. A certificate from the Govt. regarding infrastructure & instructional facilities as per the NCTE Norms not submitted.
  2. Built up area as per the information provided is only 200 Sq. Mtr. which is less than the required as per NCTE norms.
  3. Building Completion Certificate with plot No., Khata No., Khesera No., total area and built up area from the competent State Govt. authority not given.
  4. As per the letter from the institution dtd. 28.02.2009 received in the office on 17.03.2009 the building of the college is not constructed since new building is not constructed the department is in the process to built up the college building. Therefore the building completion certificate has not been sent.
  5. Approved Building Plan with plot No., Khata No., Khesera No., total area and built up area from the competent State Govt. authority not given.
  6. Certificate from Govt., that it is not a self financed course and is fully funded by Govt. not submitted.
  7. The application received on 27.01.2007 is still pending despite having been given enough opportunity.
ER – 97.8.26 Patel College of Education, St. Jehanabad, Vill – Patel Nagar, Dist – Jehanabad, Bihar – 808408 (B.Ed.) (Private) (Magadh University) Code No. APE00959 The Committee considered the reply of the institution dtd. 09.06.2009 received in ERC office dated 15.06.2009 in response to ERC Notice dated 18.05.2009 along with relevant documents, NCTE Act, Regulations and guidelines of NCTE published from time to time and decided that recognition to B.Ed. course of the institution be refused u/s 14 (3) (b) for the following reasons:
  1. As per Building completion certificate submitted by the institution only Ground floor is complete which is 7500 Sq. ft., less than the required. Total area not given in the Sq. Mtr. As per the letter submitted from executive Magistrate, Municipal, Jehanabad dtd. 08.06.2009 the building is for (school Bhavan)
  2. The institution has not submitted certified copy of land document.
  3. State Govt. has sent a letter pointing out the deficiencies and stating that on receipt of the proposal after compliance of the deficiency it will be possible send any recommendation. No clarification in this regard not submitted by the institution.
ER – 97.8.27 Prativa Pallavan Teacher’s Training College, Vill – Barni, Po – Barni, Town – Masaurhi, Dist. – Patna, Bihar – 804452 (B.Ed.) (Private) (Magadh University) Code No. APE01170 The Committee considered the reply of the institution dated 12.06.2009 received in ERC office dated 17.06.2009 in response to ERC Notice dated 15.05.2009 along with relevant documents, NCTE Act, Regulations and guidelines of NCTE published from time to time and decided that the Visiting Team may be sent and a letter of consent be issued to the institution for its readiness for inspection of the infrastructure & instructional facilities provided for running the proposed teacher education programme as per the NCTE norms.
ER – 97.8.28 Lichhawi Teacher’s Training College, Vill – Bandey – Bishunpur, Po – Bhagawanpur, City – Hajipur, Dist – Vaishali, Bihar – 844114 (B.Ed.) (Private) (B.R.A. University) Code No. APE001179 The Committee considered the reply of the institution dated 12.06.2009 received in ERC office dated 15.06.2009 in response to ERC Notice dated 15.05.2009 along with relevant documents, NCTE Act, Regulations and guidelines of NCTE published from time to time and decided that recognition to B.Ed. course of the institution be refused u/s 14 (3) (b) for the following reasons:
  1. An Affidavit submitted on Rs.100/- stamp paper does not contain complete information. A duly filled up affidavit in prescribed format not submitted again.
  2. The institution has submitted copy of the land document which is not legible. Certified copy of land document not submitted. Therefore, Certified copies of ownership/Lease documents of land in favour of the institution where the proposed B.Ed. Course will be opened as per para 8 (7) & 8 (8) alongwith English version of Land document duly notarized are not submitted.
  3. The institution has not submitted the building completion certificate mentioning therein Khasra No., Plot no., details of total land area, built up area which should be as per the approved building plan & land documents of the institution and the same should be suitable to run teacher training course as per the NCTE norms duly approved by Govt. Engineer and countersigned by the authority concerned.
  4. The institution submitted building plan without total area and built up area. The institution has not submitted the building plan mentioning therein Khasra No., Plot no., details of total land area, built up area which should be as per the land documents of the institution and the same should be suitable to run teacher training course as per the NCTE norms duly approved by Govt. Engineer and countersigned by the authority concerned.
  5. Fixed Deposit Receipt of Rs. 3.00 lakhs (in original) not submitted as Reserve Fund
  6. Fixed Deposit Receipt of Rs. 5.00 lakhs (in original) not submitted as Endowment Fund.
ER – 97.8.29 Cherra College of Teacher Education, Vill- Sohra, Po- Cherrapunjee, City – Sohra, Dist- East Khasi Hills, Meghalaya – 793108 (B.Ed.) (Private) (North Eastern Hills University) Code No. APE00894 The Committee noted that no reply has been received in response to ERC letter dated 21.05.2009 from the NCTE, Hqrs., State Govt. and the institution and considered other relevant documents, NCTE Act, Regulations and guidelines of NCTE published from time to time and decided that reminder may be issued to the Hqrs., State Govt. & Institution and the matter may be placed in the next ERC Meeting.
ER – 97.8.30 Raja Rammohan Roy Govt. Primary Teachers Training Institute, Vill – Radhanagar, PO – Nangalpara, Sub-Div-Arambagh, Dist – Hooghly, West Bengal ( D.Ed.) (Govt.) Code No. APE01134 The Committee noted that no reply has been received in response to ERC consent/clarification dated 21.05.2009 and considered other relevant documents, NCTE Act, Regulations and guidelines of NCTE published from time to time and decided to wait for the reply of the Govt. and the matter may be put up in the next ERC meeting.
ER – 97.8.31 B.Ed. Teachers Training College, Vill – Gadi Bishanpur, Po – Rampur, City – Lakhisarai, Dist – Lakhisarai, Bihar (B.Ed.) (Private) (T.M.Bhagalpur University) Code No. APE01183 The Committee noted that no reply has been received in response to ERC notice dated 26.03.2009 & 15.05.2009 which is received undelivered and considered other relevant documents, NCTE Act, Regulations and guidelines of NCTE published from time to time and decided that recognition to B.Ed. course of the institution be refused u/s 14 (3) (b) for the following reasons:
  1. The institution is still at deficiency stage even despite enough opportunity given
  2. The institution has not submitted clarification regarding land documents as to whether it is in possessing of the land documents as per the NCTE norms. The land documents submitted by the institution does not show the possession of land in the name of the institution. Therefore, a duly certified copy of the land documents be submitted alongwith the notarized certified copy of land documents in English (if the land documents are in some other languages).
  3. The institution has not submitted the building completion certificate mentioning therein Khasra No., Plot no., details of total land area, built up area which should be as per the approved building plan & land documents of the institution and the same should be suitable to run teacher training course as per the NCTE norms duly approved by Govt. Engineer and countersigned by the authority concerned.
  4. The institution submitted building plan approved by the Licensed Engineer. The institution has not submitted a copy of the approved Building Plan where the proposed B.Ed. Course will be run with Khasra No./Plot No., built –up area, total land area from the concerned approved Govt. Engineer duly countersigned by the concerned authority.
 
ER – 97.8.32 Jamini Kant B.Ed. College Vill- Salboni-Lapadabar, PO- Bara-Khurshi, Via- Mahulia, Dist- East Singhbhum, Jharkhand – 832304 (B.Ed.) (Govt – Aided) (Ranchi University) The Committee considered the reply of the institution dtd. 29.05.2009 received in ERC office dated 02.06.2009 in response to ERC Notice dated 11.05.2009 along with relevant documents, NCTE Act, Regulations and guidelines of NCTE published from time to time and decided that recognition to B.Ed. course of the institution be refused u/s 14 (3) (b) for the following reasons:
  1. The institution not submitted a certificate from the Education Deptt. That no other school is being run in the campus earmarked for the proposed B.Ed. college.
  2. The institution not submitted a fresh affidavit of Rs. 100/- stamp paper.
  3. The land documents submitted by the institution was in the name of Jamini Kant Mahato High School B.Ed. College. The institution has not submitted a satisfactory clarification.
  4. The State Govt. vide it s letter No. 917/971 dt. 19.03.2009 received in this office on 23.03.2009 has informed that recognition to open B.Ed. College not be given. As per the Govt. report the infrastructure of the school and high school will be used for proposed B.Ed. College.
 
ER – 97.8.33 Uttar Dinajpur Primary Teachers Training Institute, Vill.- Naoda, Po.- Baharail, Dist.- Uttar Dinajpur, West Bengal-733 134 (PTT (D.Ed.) (Private) (West Bengal Board of Primary Education) Code No.APE00717 The Committee noted that no reply from the institution has been received in ERC office in response to reminder consent letter dated 15.05.2009 along with relevant documents, NCTE Act, Regulations and guidelines of NCTE published from time to time and decided that recognition to B.Ed. course of the institution be refused u/s 14 (3) (b) for the following reasons:

(I) The consent letter to the institution was issued on 12.01.2009 as per the directions of the appeal committee. The institution vide its letter dtd. 16.02.2009 asked for extension of time. The committee granted time and subsequently another consent letter was issued on 15.05.2009. The institution has not submitted the reply to the same. The committee is of the opinion that the institution is not ready for the inspection and that it is not in a position to comments the course from this session.

(ii) Further the committee also observe the following deficiencies :
  1. iAffidavit on Rs.100/- stamp paper in prescribed format attested by Notary Public has not been submitted. As per the photocopy of the affidavit available in the file built up area is less than the required.
  2. Original FDR of 5.00 lacs towards endowment fund not submitted.
  3. Details of website including its URL (as per para 7(6), 8(7) and para 9(3) as per NCTE Regulations.
  4. Building completion certificate not submitted.
  5. English version of the land document not submitted.
