(Private) (Nagaland University) Code No.APE01152 The Committee noted that no reply has been received in ERC in response to ERC Notice dated 18.07.2009 along with relevant documents, NCTE Act, Regulations and guidelines of NCTE published from time to time and decided that recognition to B.Ed. course of the institution be refused u/s 14 (3) (b) for the following reason:
  1. As per VT report the building is under construction partially.
  2. As per building completion certificate built up area is less than the requirement.
  3. The instructional Materials and furniture are not available.
  4. The facilities of Games and sports are not available.

APE00821 The Committee considered the reply dtd. 18.07.2009 in response to ERC Notice dated 30.06.2009 along with relevant documents, NCTE Act, Regulations and guidelines of NCTE published from time to time and decided that recognition to B.T.C. course of the institution be refused u/s 14 (3) (b) for the following reason:
  1. Requisite no. of teaching staff possessing qualifications as per NCTE norms have not been appointed.
  2. Built up area is less than the requirement of the NCTE norms. The institution has not submitted the building completion certificate duly approved by the competent authority and signed by the Govt. Engineer. The building completion certificate submitted by the Jr. Engineer does not contain details.
  3. The institution has not submitted downloaded copies of the website showing that all the documents has been uploaded in the website of the institution as letter as per para 7(9) of the NCTE Rules & Regulations.

(Private) (University of Kalyani) Code No.APE01028 The Committee considered the reply dtd. 23.07.2009 received in ERC office on 24.07.2009 in response to ERC Notice dated 18.07.2009 along with relevant documents, NCTE Act, Regulations and guidelines of NCTE published from time to time and decided that recognition to B.P.Ed. course of the institution be refused u/s 14 (3) (b) for the following reason:
  1. The institution has not submitted a copy of the experience certificate of the Principal.
  2. As per the affidavit, land has been purchased after the date of application & last date of the application. The institution has not clarify the same.
  3. Downloaded copies o affidavit of land, selection committee, individual list of teaching staff, mandatory disclosure formant, land documents has not been submitted by the institution.

  1. The requisite no. of teachers are not qualified as per the NCTE norms. 3 lecturers are having less marks as SC candidates. The institution has not submitted the caste certificate of 3 lecturers for which relaxation in marks has been given by the institution.

  1. Experience Certificate of the Principal not submitted.
  2. The built up area earmarked for B.Ed. section as from the certificate submitted by the institution it appears that only 930.541 Sq. Mts. of the total built up area is earmarked for the B.Ed. section
  3. The institution has not submitted the downloaded copies of the website as per the NCTE norms.

(Private) (Magadh University) Code No. APE00813 The Committee considered the reply dtd. 15.07.2009 received in ERC office on 18.07.2009 & reply dt.20.07.2009 received in ERC on dt.22.07.2009 in response to ERC notice dated 18.07.2009 along with relevant documents, NCTE Act, Regulations and guidelines of NCTE published from time to time and decided that recognition to B.Ed. course of the institution be refused u/s 14 (3) (b) for the following reason:
  1. The Building of the institution is constructed after the Visiting Team Inspection. The institution vide its letter dtd. 20.05.09 had agreed that the institution had earlier submitted the Plot No. 947, 949, 951 & 963 only and the institutions will operate Plot No. 911 & 912. Before inspection the institution has not submitted Plot No. 911 & 912 in the land document, affidavit & completion certificate. After inspection the institution submitted plot No. 911 & 912 in which the land document executed on March, 09. This is not as per NCTE Regulation.

  1. A list of requisite no. of teaching staff appointed has not been submitted by the institution.
  2. Legally valid land documents (English version of Registered lease Deed/Patta, up-to-date land revenue receipts, non encumbrance certificate for last 12/15 years in favour of the institution from the Tahasildar / Competent Revenue Authority of the Jurisdiction).

  2. The institution has submitted building plan for the science block building. As per the building plan the area is 4118 Sq. ft. which is less than the requirement as per NCTE Norms.
  3. The institution submitted building completion certificate of the science block.
  4. As per the letter of the institution the proposed program is run in the existing college building and not as the separate training college.

Women’s University) Code No. APE00740 The Committee considered the reply dtd. 16.07.2009 received in ERC office on dt.21.07.2009 and reply dt.23.05.2009 received in ERC dt.29.05.2009 in response to ERC Notice dated 30.06.2009 along with relevant documents, NCTE Act, Regulations and guidelines of NCTE published from time to time and decided that recognition to B.Ed course of the institution be refused u/s 14 (3) (b) for the following reason:
  1. Experience certificate of the Principal is not as per the NCTE norms.
  2. Built up area shown in the building plan submitted by the institution appears to be tampered.
  3. The institution has not mentioned details of marks obtained by the appointed staff in affidavit of Rs.100 stamp paper.

  1. i. Requisite no. of teaching staff not appointed as per the NCTE norms. The Principal is above 65 years age. His Experience Certificate is not clear as it is in Nepali Language. In case a retired person has been appointed on contractual basis, information regarding his status at the time of retirement not given. In this regard the institution stated that The Principal has been appointed on contractual basis for till he completes his 65 years i.e. on 04.01.2010 which is not as per NCTE Regulation.

  1. Approved Building Plan with plot No., khata No., Total area, Built up area, Khesara No. from the competent State Govt. Authority has not been submitted.
  2. Building Completion Certificate giving details of Plot No. & Khata No., total area, built up area, Khesara No. by the competent State Govt. authority has not been submitted.
  3. Certified copy of land ownership/lease documents has not been submitted as per Regulations 8(8).
  4. Supporting documents and certificate from the State Govt. that the course is not self-financed and that it is fully financed by Govt.
  5. As per the affidavit submitted, the mode of possession is not clear. If It is lease, it has to be for 30 years as per para 8(7) of the Regulations. In affidavit course mentioned as CT whereas in the application form course was mentioned as Pre-School teacher Education, which needs clarify. A fresh affidavit on Rs. 100/- stamp paper regarding land with supporting documents to be submitted

  1. Certified copy of land document as per para 8(7) and (8(8) not submitted.
  2. The institution submitted building plan without mentioning total area and built up area.
  3. Fixed Deposit Receipt of Rs. 3.00 lakhs (in original) not submitted as Reserve Fund

(Bihar School Examination Board) Code No.APE00834 The Committee considered the reply dtd. 03.07.2009 received in ERC office on 10.07.2009 in response to ERC Notice dated 02.07.2009 along with relevant documents, NCTE Act, Regulations and guidelines of NCTE published from time to time and decided that recognition to E.T.E. course of the institution be refused u/s 14 (3) (b) for the following reason:
  1. The institution has not submitted any certificate from the Govt. regarding infrastructure & instructional facilities as per the NCTE Norms.
  2. The cut off date for disposal of the cases is 31.7.2009, hence no time left for the institution to further comply with the NCTE Rules & Regulations.

(Private) (Calcutta University) Code No.APE00549 The Committee noted that no reply has been received in response to ERC letter dated 18.07.2009 and considered along with relevant documents, NCTE Act, Regulations and guidelines of NCTE published from time to time and decided that recognition to B.Ed. course of the institution be refused u/s 14 (3) (b) for the following reason:
  1. The reminder letter dt. 01.07.2009 is returned and undelivered.
  2. The affidavit submitted by the institution does not mentioned the date of registration and registering authority. The institution mentioned the Society address instead of Registering authority and date of registration and date of registration in the affidavit regarding land & building.
  3. The cut off date for disposal of the cases is 31.7.2009, hence no time left for the institution to further comply with the NCTE Rules & Regulations.
