(Private) (West Bengal Board of Primary Education) Code No.APE01087 The Committee considered the reply dt. 20.07.2009 received in ERC office on dt.23.07.2009 in response to ERC Notice dt.01.07.2009 along with relevant documents, NCTE Act, Regulations and guidelines of NCTE published from time to time and decided that recognition to D.Ed. course of the institution be refused u/s 14 (3) (b) for the following reason:
  1. The Committee noted that the last date of disposal of the cases is 31.07.2009, and the institution come on the stage of the Visiting Team on 23.7.2009. The cut off date for disposal of the cases is 31.7.2009, hence no time left for the institution to further comply with the NCTE Rules & Regulations.
ER – 99.8.7 Cherra College of Teacher Education, Vill- Sohra, Po- Cherrapunjee, City – Sohra, Dist- East Khasi Hills, Meghalaya – 793108 (B.Ed.)(Private)( North Eastern Hills University) Code No. APE00894 The Committee noted that no reply has been received in response to ERC reminder letter dated 02.07.2009 and considered along with relevant documents, NCTE Act, Regulations and guidelines of NCTE published from time to time and decided that recognition to B.Ed. course of the institution be refused u/s 14 (3) (b) for the following reason:
  1. Built up area as per application is less than the requirement of NCTE norms.
  2. A fresh affidavit on Rs. 100/- stamp paper regarding land mentioning built up area, plot No, Khesara No. etc. to be submitted
  3. Building completion certificate giving details of Plot No. and Khata No., total area, Built up area, Khesara No by the competent State Govt. authority not submitted.
  4. Approved building Plan giving details of Plot No. and Khata No., total area, Built up area, Khesara No by the competent State Govt. authority not submitted.
  5. Certified copy of Sale deed/lease documents has not been submitted as per Regulation 8(8).
ER – 99.8.8 English And Foreign Languages University, Norh east, Campus NEHU Permanent complex, Umsing- Mawkynroh, Dist- Shillong, Meghalay-793022 (B.Ed.) (Financed by UGC) (EFL University, Hyderabad) Code No.APE01202 The Committee noted that no reply has been received in response to ERC Notice dated 18.05.2009 and considered along with relevant documents, NCTE Act, Regulations and guidelines of NCTE published from time to time and decided that recognition to B.Ed. course of the institution be refused u/s 14 (3) (b) for the following reason:
  1. An Affidavit submitted on Rs.100/- stamp paper does not contain complete information. A duly filled up affidavit in prescribed format has to be submitted again.
  2. The Registering Authority and date was not mentioned in the affidavit.
  3. Enclosure of Col. 5 was not mentioned in the affidavit.
  4. Certified copy of registered land lease /ownership documents has not been submitted as per Regulation 8(8) & 8(7). (Duly notarized English version of land documents also to be submitted)
  5. Approved Building Plan from competent authority with plot no. Khata No. Built up area, Total area, Khesra no. etc to be submitted for the proposed D.Ed. course. As stipulated in the instructions enclosed with the application proforma prescribed under clause 5(1) of the NCTE (Recognition Norms & Procedure) Regulations, 2007 approved building plan along with completion certificate (if the building has already been constructed) from the concerned competent authority is required to be submitted.
  6. Building completion certificate from the competent authority mentioning the plot no. Khata No. Built up area, Total area, Khesra no. etc to be submitted for the proposed D.Ed. course (if the building has already been constructed) from the concerned competent authority is required to be submitted.
  7. Certificate from the govt. that the course is not self-financed and that is fully financed by govt.

(Private)(Aided) (Kalyani University) Code No.APE00840 The Committee considered the reply dtd. 23.07.2009 received in ERC office on dt.24.07.2009 in response to ERC Notice dated 30.06.2009 along with relevant documents, NCTE Act, Regulations and guidelines of NCTE published from time to time and decided that Order under Clause 7(11) of Regulations, 2007 for annual intake of 100 for B.Ed. Course from the session 2009-2010 subject to condition that candidates P.G. with B.Ed will have to obtain M.Ed. degree by 2012.
ER – 99.6(I)(1S).2 Pailan College of Management & Technology, Vill- Kulerdari Gram Panchayat, Po- Joka, Plot No. – 226, Dist- Kolkata, West Bengal – 700104 (B.Ed.) (Private) (University of Calcutta ) Code No.APE00931 The Committee considered the reply dtd. 23.07.2009 received in ERC office on dt.24.07.2009 in response to ERC Notice dated 18.07.2009 along with relevant documents, NCTE Act, Regulations and guidelines of NCTE published from time to time and decided that recognition to B.Ed course of the institution be refused u/s 14 (3) (b) for the following reason:
  1. Requisite no. of teaching staff not appointed as per the NCTE norms. It is not clear that the teachers are appointed on permanent basis or temporary basis.
  2. The institution has submitted agreement of sale deed but registered document in the name of institution not submitted by the institution.
ER – 99.6(I)(1S).3 Ghosia Teacher’s Training College, Vill – Darbhanga, Po – Lalbagh, Bahadurpur, Dist – Darbhanga, Bihar – 846004. (B.Ed) (Private) (L.N.Mithila University.) Code No. APE001030 The Committee considered the reply dtd. 12.07.2009 and dt.22.06.2009 received in ERC office on dt.14.07.2009 and dt.29.07.2009 and letter from university dt.24.06.2009 received in this office on 07.07.2009. LOI was issued to the institution vide dated 30.06.2009. The committee considered along with relevant documents, NCTE Act, Regulations and guidelines of NCTE published from time to time and decided that recognition to B.Ed course of the institution be refused u/s 14 (3) (b) for the following reason:
  1. The institution has not appointed requisite number of teaching staff qualified as per NCTE norms. Committee may see the Check list annexed in the file.
  2. Downloaded copies regarding affidavit Rs. 100/- and 10/- not submitted.
  3. The representation of the Registrar, L.N.Mithila University dtd. 24.06.09 (Pg. 712) which is as follows:
    “The proposed Ghosia Teacher’s Training College, Lalbag, Bahadrupur, Darbhanga is situated in the building and campus of Darbhanga Dental College, Darbhanga and Affiliated College of this University. The Darbhanga Dental College is run by “Al-Faiz Educational Society” and the proposed Teachers Training College has been shown as running in the said building and campus. The Univesity has not yet withdrawn the affiliation granted to the Dental College.

    The Committee also noted that the Darbhanga Dental College has been under vigilance enquiry for different omission and commissions committed by the college management and perhaps the vigilance department Government of Bihar had also lodged FIR on the management/society. No final judgment in the instant matter has been pronounced by the Appropriate Court of Law.”
ER – 99.6(I)(1S).4 Govt. Teachers Training College, Samastipur, Bihar – 848101 (B.Ed.) (Govt.) (L.N.Mithila University) (Code No. APE00827 The Committee considered the reply dtd. 01.07.2009 received in ERC office on dt.16.07.2009 in response to ERC Notice dated 05.06.2009 along with relevant documents, NCTE Act, Regulations and guidelines of NCTE published from time to time and decided that recognition to B.Ed course of the institution be refused u/s 14 (3) (b) for the following reason:
  1. Psychology lab not available as per the NCTE norms.
  2. Language learning lab not available as per the NCTE Norms.
  3. Journals are not in the library. Old books are damaged. Books are not available in as per syllabus. The institution is required to provide the same as per the NCTE Norms.
  4. The built up area of the building is 10,000 Sq. ft. which is less than the required. The same shall be as per the NCTE Norms.
  5. State Govt. certificate not submitted regarding course is not self-finance basis.
  6. Two classrooms are not in a condition of teaching students. Infrastructures are broken and damaged. They are not in usable condition.
  7. The institution is required to submit an undertaking from the Director, Research and Training, Govt. of Bihar regarding removal of deficiencies as per the NCTE norms.

ER – 99.6(I)(1S).5 Primary Teacher Training College, Tarar, Po – Bhakharua More (Daud Nagar), Dist – Aurangabad, Bihar – 824113 (B.T. (In Service) (Govt.) (Bihar School Examination Board.) Code No. APE00458 The Committee noted that no reply has been received in response to ERC Notice dated 18.07.2009 and considered along with relevant documents, NCTE Act, Regulations and guidelines of NCTE published from time to time and decided that recognition to B.T. (In Service)course of the institution be refused u/s 14 (3) (b) for the following reason:
  1. Appointment of teachers by the State Govt. along with the supporting documents and list of the teaching staff in prescribed format is required to be submitted.
  2. The institution is required to update the website displaying an affidavit in the prescribed form duly attested by Oath Commissioner/Notary Public as per clause 8 (8) and 8(9) of the NCTE Rules & Regulations alongwith the copy of an affidavits on Rs.100/- Non-Judicial stamp paper from the institution to the effect that it has appointed staff on the recommendations of the Selection Committee duly constituted as per the policy of the State Govt/Central Govt./University/UGC or the concerned affiliating body and separate staff statement on an affidavit on Rs.10/- Non-Judicial stamp paper as per the prescribed format with the details etc. as per 7(9) of the NCTE rules & regulations.
  3. The institution is required to submit downloaded copies of the website showing that all the above documents has been uploaded in the website of the institution as per the NCTE Rules & Regulations.
 
ER – 99.6(I)(1S).6 Primary Teachers Education College, Vill/Po– Musaurhi, Near Musaurhi Police Station, Dist. – Patna, Bihar – 804452. (D.Ed.) (Govt.) Bihar School Examination Board, Code No. APE00864 The Committee noted that no reply has been received in response to ERC letter dated 01.07.2009 and considered along with relevant documents, NCTE Act, Regulations and guidelines of NCTE published from time to time and decided that recognition to D.Ed. course of the institution be refused u/s 14 (3) (b) for the following reason:
  1.  Jharkhand Teachers’ Training College, Rajgaria Road, Near Mahadeo Modi Mandir, Jhumri Teliya, Dist-Koderma, Jharkhand-825409 (B.Ed.) (Private) (Vinoba Bhave University, Hazaribag)Code No. APE00746 The ERC noted the recommendation of the Sub-group of the ERC at its 99th meeting dated 27.07.2009 whereby the Sub-group reconsidered the issue of recognition of Jharkhand Teachers Training College, Code No. APE00746 on viewing the different aspects such as:
  1. i. The letter of the State Govt. dated 06.03.2009.
  2. ii. The complaints received at different levels time to time.
  3. iii. The report of the visiting team dated 15.01.2009.
  4. iv. The replies and compliances made by the institution.
The Sub-group observed that the State Govt. letter dt. 06.03.2009 which was projected as NOC should be viewed in the light of VTR report dated 15.01.2009 which speaks positive aspects w.r.t. infrastructure, teaching staff and other areas. The sub-group also felt that sincere efforts were made by the ERC as per NCTE norms at its different meetings and possibilities were also explored by the ERC office to asses the actual status of the institutions after going at length on leveled allegations and also on the State Govt. view on such institution. It has also been observed that the Govt. of Jharkhand has negative approach on such institutions even to self-finance constituent/ affiliated colleges. As such the sub-group decided that the earlier decision of ERC to grant 7(11) should be confirmed. The ERC endorsed the recommendation made by the sub-group of the Eastern Regional Committee and decided to grant recognition to the institution and Order under Clause 7(11) of Regulations, 2007 for annual intake of 100 for B.Ed. Course from the session 2009-2010 be issued immediately.

(Deptt. of University) (Vinoba Bhave University) Code-APE01043 The Committee considered the reply dt.23.07.2009 of the institution along with relevant documents, NCTE Act, Regulations and guidelines of NCTE published from time to time and decided to reconfirm that Order under Clause 7(11) of Regulations, 2007 for annual intake of 25 for M.Ed. Course from the session 2009-2010 be issued.

(Private) (Manipur University) Code No.APE00888 The Committee considered the reply dtd. 28.05.2009 received in ERC office on 02.06.2009 in response to ERC Notice dated 15.05.2009 along with relevant documents, NCTE Act, Regulations and guidelines of NCTE published from time to time and decided that Order under Clause 7(11) of Regulations, 2007 for annual intake of 100 for B.Ed. Course from the session 2009-2010 subject to verification of the Website.

(Private) (Board of Secondary Education) Code No. APE00905 The Committee considered the reply dtd. 18.07.2009 received in ERC office on 20.07.2009 in response to ERC Notice dated 01.07.2009 along with relevant documents, NCTE Act, Regulations and guidelines of NCTE published from time to time and decided that Order under Clause 7(11) of Regulations, 2007 for annual intake of 50 for C.P.Ed. Course from the session 2009-2010.
ER – 99.6(I)(1S).11 Ganauri Ramkali Teachers’ Training College, Nawada, Vill – Industrial Area, Police Line, Po – Mahanandpur, City/Dist– Nawada, Bihar (B.Ed.) (Private) (Magadh University) Code No. APE001034 The Committee considered the replies dtd. 08.07.2009 received in ERC office on dt.14.07.2009 & reply dt.13.07.2009 received dt.15.07.2009 and other related replies received in ERC in response to ERC letter dt.01.07.2009. The Committee also noted the complaint dt. 15.7.2009 made by the Shri Jwala Singh and sent to ERC by the NCTE Hqr. On 16.7.2009. The Committee upon consideration of the relevant documents, NCTE Act, Regulations and guidelines of NCTE published from time to time decided to reconfirm its decision to grant recognition to the institution as per the decision taken at 97th ERC meeting held on 22nd – 23rd June, 2009. Therefore, the Committee decided that Order under Clause 7(11) of Regulations, 2007 for annual intake of 100 for B.Ed. Course from the session 2009-2010 be issued immediately.

  1. Teaching staff appointed by the institution are not qualified as per the NCTE norms. but there are not clearly visible.

The Committee considered the other relevant documents, NCTE Act, Regulations and guidelines of NCTE published from time to time and decided that recognition to B.P.Ed. course of the institution be refused u/s 14 (3) (b) for the following reason: The institution not submitted the following documents:
  1. Information regarding area earmarked by the University for the existing and the proposed Physical Teacher Training Courses as per NCTE norms.
  2. Separate list of teaching/non teaching staff for the existing & proposed courses.
  3. Downloaded copy of the website of the institution.
ER – 99.6(I)(1S).17 Millat Teacher’s Training College, Vill – Bhowara (Madhubani), Rahika, Po – Bhowara, Bihar – 847212 (B.P.Ed.) (Additional Course) (Private) (L.N.Mithila University) Code No. APE001007 The Committee noted that no reply has been received in response to ERC letter dated 25.07.2009 and considered the original file along with relevant documents, NCTE Act, Regulations and guidelines of NCTE published from time to time and decided that recognition to B.P.Ed course of the institution be refused u/s 15 (3) (b) for the following reason:
  1. On the basis of testimonials submitted in respect of the HOD appointed the person does not possess experience as per NCTE norms.
  2. The institution is required to update the website displaying an affidavit in the prescribed form duly attested by Oath Commissioner/Notary Public as per clause 8 (8) and 8(9) of the NCTE Rules & Regulations alongwith the copy of an affidavits on Rs.100/- Non-Judicial stamp paper from the institution to the effect that it has appointed staff on the recommendations of the Selection Committee duly constituted as per the policy of the State Govt/Central Govt./University/UGC or the concerned affiliating body and separate staff statement on an affidavit on Rs.10/- Non-Judicial stamp paper as per the prescribed format with the details etc. as per 7(9) of the NCTE rules & regulations.

  4. As per details submitted by the institution the Built up area of the institution (all course) is 26897 Sq.ft.. The institution has submitted affidavit exclusively for B.P.Ed. Course the Built up area is 10,100 Sq. ft. Another affidavit exclusively for B.P.Ed. Course the Built up area is 12,100 Sq. ft.. The institution is running 2 ˝ unit of B.Ed. Course and 4 unit of D.Ed. Course. The institution is required the land & building area as per the NCTE norms.

(Private) (Kalyani University) (Code No.APE001027) The Committee considered the reply dtd. 22.07.2009 along with relevant documents, NCTE Act, Regulations and guidelines of NCTE published from time to time and decided that recognition to B.Ed course of the institution be refused u/s 14 (3) (b) for the following reason
  1. The Committee noted that the institution is not willing to comply the ERC decision for verification the condition of the building particularly the roof which was appeared to have asbestos sheet at the cost of the institution.
 
ER – 99.6(II)(1S).2 Education College, Vill/Po- Basantpur , Dist- Murshidabad, West Bengal – 742406 (M.Ed.) (Private) (University of Kalyani) Code No. APE01093 The Committee noted that no reply has been received in response to ERC Notice dated 18.07.2009 and considered along with relevant documents, NCTE Act, Regulations and guidelines of NCTE published from time to time and decided that recognition to M.Ed course of the institution be refused u/s 14 (3) (b) for the following reason:
  1. List of teaching staff not submitted by the institution in prescribed format. The institution is required to submit details of appointment requisite no. of teaching staff as per the NCTE norms and submit the required affidavits as per the prescribed format.
  2. The downloaded copies of the website covering, inter alia, the details of the institution, its location, name of the course applied for with intake, availability of physical infrastructure (land, building, office, classrooms, and other facilities/amenities), instructional facilities (laboratory, library etc.) and the particulars of their proposed teaching and non-teaching staff etc. with photographs not submitted.
 
ER – 99.6(II)(1S).3 Bhonpur Binita College of Education, PO – Bhonpur, Via-Boinehee, PS- Pandua, Dist- Hooghly, West Bengal -712134 (B.Ed.) (Private) (University of Burdwan) Code No. APE00843 The Committee considered the reply dtd. 18.07.2009 received in ERC office on 23.07.2009 in response to ERC Notice dated 30.06.2009 along with relevant documents, NCTE Act, Regulations and guidelines of NCTE published from time to time and decided that recognition to B.Ed course of the institution be refused u/s 14 (3) (b) for the following reason:
  1. The institution has submitted the approved building plan, building completion certificate and certified copy of land documents in Regional Language alongwith land title certificate and non-encumbrance certificate for plot No. 1895. However the affidavit, land document and building plan submitted by the institution earlier with the application were for plot No. 2662 & 136.It appears that the institution has change its premises after the date of application and after the inspection conducted on 07.05.2008 & 19.08.08.
  2. The building completion certificate shows that the building is completed in all respect on 26.03.2009 i.e. after the 2nd inspection.
  3. Certified copy of the registered land documents submitted are in regional language and notarized English version of land document not submitted.
  4. The CD submitted after the inspection does not have any authenticity.

  1. Requisite no. of teachers are not qualified as per the NCTE norms. No supporting documents with regard to teaching qualifications such as mark sheet etc. not submitted.
