Further, the Committee decided that the Regional Director may be authorized to send visiting team to the teachers training institutions after ensuring that all the essential documents submitted by the institutions as required under NCTE Norms and Regulations are in order.

The Committee took note of the Council’s Notification F. No. 48-3/(1)/2008/NCTE/ N&S dt. 01.07.2008 i.e. NCTE (Recognition Norms and Procedure) (First Amendment) Regulations, 2008 as mentioned below:

All complete applications pending with the Regional Committees shall be processed for the current academic session i.e. 2008-2009 in accordance with the provisions of relevant Regulations and maintaining the chronological sequence and final decision, either recognition granted or refused, shall be communicated by 31st August, 2008.

        In view of the above, the Committee decided to expedite all the cases at the earliest. In case of Govt. institutions, State Govt. representatives will pursue the matter with their respective State Governments.

Constitution of Sub Committee to examine the institution cases before consideration by ERC

The Committee decided to form a Sub Committee with the following members to examine the case before consideration by ERC.

      The Sub Committee went through all cases except ER-87.5.1 to ER-87.5.4, ER-87.6(I).46 to ER-87.6(I).52, ER-87.6(II).33 to ER-87.6(II).34, ER-87.8.54 to ER-87.8.69 & ER-87.9.1 to ER-87.9.7 which were considered by full Committee.

Visiting Team Reports

 

ER–87.5.1

Harinarain Singh Institute of Teacher’s Education, Gaurakshini, Sasaram, Dist-Rohtas, Bihar (B.Ed.) (Private) (V.K.S. University) Code No. APE00800,

The Committee considered VT report dated 14.4.2008 along with relevant documents, NCTE Act, Regulations and guidelines of NCTE published from time to time, and found that the VT report appears to be tampered at a no. of places. The state representative of Bihar who was present at the time of inspection of VT, indicated in the meeting that a member of the VT seemed to have an unfair bias against the institution. The Committee after due deliberation  decided to send another VT to the institution to verify the infrastructure  facilities and other requirements as per NCTE Norms and Regulations.

     Further, the State Govt. representative of Bihar present in the meeting may also be intimated in advance to be present on the date of inspection. 

The institution may also be informed to submit the following documents within 21 days

  1. The educational qualification certificate & experience certificate of Principal are to be submitted.
  2. The list is to be countersigned by Competent Authority of affiliating Body.

Lady Primary Teacher’s Education College, At/Po-Musapur, PS-Korha, Dist-Katihar, Bihar-854108, (Government) (PTE) (Bihar School Examination Board)  Code No. APE00396

The Committee considered VT report dated 16.4.2008 along with relevant documents, NCTE Act, Regulations and guidelines of NCTE published from time to time, and decided that Notice may be issued giving 21 days time with a direction to the institution to comply the following deficiencies:

  1. The details of Principal not submitted; hence qualification could not be    ascertained.
  2. Teachers as per NCTE norms have not been appointed.
  3. The institution has not submitted the building completion certificate.
  4. The institution has no playground of its own.
  5. Psychology Laboratory is not available as required under NCTE norms.
  6. Educational Technology Laboratory is not available as required under NCTE norms.
  7. Facilities for language learning is not available as required under NCTE norms.
  8. Arrangements for practice teaching is not available
  9. The institution has not launched its Website as per NCTE Regulations.

ER–87.5.3

Vidyasagar College of Education, Rupandighi, Po-Phansidewa, Dist-Darjeeling, West Bengal-734434, (B.Ed.) (Private) (University of North Bengal) Code No. APE00736

The Committee considered VT report dated 21.4.2008 along with relevant documents, NCTE Act, Regulations and guidelines of NCTE published from time to time, and decided that letter of intent prior to recognition under Clause 7(9) of Regulations, 2007 may be issued with a direction to the institution to comply the following deficiencies :

  1. Principal is retired Reader/ Professor is not ascertained as Experience Certificate not attached.
  2. List is not countersigned by Competent Authority of Affiliating body.
  3. The educational qualification certificates of academic staff are to be submitted.

Union Christian Training College, PO- Berhampore, Dist-Murshidabad, West Bengal-742101, (B.Ed.-Addl. Intake), (Private-Aided) (Kalyani University) Code No. APE00840 

The Committee considered VT report dated 12.6.2008 along with relevant documents, NCTE Act, Regulations and guidelines of NCTE published from time to time, and decided that letter of intent prior to permission under Clause 7(9) of Regulations, 2007 may be issued with a direction to the institution to comply the following deficiencies :

  1. The certificate & Experience of Teachers & Principal are not attached, hence their qualification could not be ascertained.
  2. The institution is having Principal and 8 teachers. For additional intake, 7 more teachers may be appointed. The teachers at Sl. No. 8 is not qualified as per the qualification given in the list.
  3. The list is not countersigned by competent authority of affiliating body.
