Confirmation of the Proceedings of 87th ERC meeting held at Bhubaneswar on 23-25 July, 2008.

The Committee confirmed the proceedings of 87th ERC meeting held at Bhubaneswar on 23-25 August, 2008. The Committee decided that visiting team to eligible institutions would be sent after the proposal is approved by ERC.

Noted and the committee ratified the items of the proceedings where decisions have been changed.

1. Council Letter No. F. No. 48- 3/2008/NCTE/N&S/
dated 04.07.2008: Follow up action at the Regional Committee level in pursuance of orders issued on appeal by the Council.

2. Council Letter No. F. No. 49-24/2007/NCTE/N&S/ 81940 dated 30.07.2008: Show cause notice to institutions – regarding.

3. Council Letter No. F. No. 48-3(1)/2008/NCTE/N&S/ 81971 dated 31.07.2008: Prioritising the processing of applications seeking recognition/permission regarding.

The Committee noted the letters of the NCTE Hqrs. and Chairperson, ERC advised RD to take action accordingly to the letters of the Hqrs.

The Committee considered VT report dated 09.08.2008 along with relevant documents, NCTE Act, Regulations and guidelines of NCTE published from time to time, summary report of Sub-Committee and decided that permission order under Clause 7(11) of Regulations, 2007 for additional annual intake of 100 for B.Ed. course from the session 2008-2009 may be issued.

The Committee considered VT report dated 09.08.2008 along with relevant documents, NCTE Act, Regulations and guidelines of NCTE published from time to time, summary report of Sub-Committee and decided that notice u/s 14(3)(b)  may be issued giving 30 days time with a direction to the institution to comply the following deficiencies:

1. CD not submitted by the institution.
2. The institution is having an old dilapidated building with a newly constructed aluminum roof.
3. The laboratory for purpose of psychology, computer, physiology are not adequately provided with required equipments furniture as per NCTE norms.
4. No Teaching Staff is not appointed.
5. Institution building/land is on lease basis, not clearly mentioned.
6. Building Completion Status is not clearly mentioned.
7. Institution has no playground of its own.
8. Educational Technology Laboratory is not available
9. Facilities for language learning are not available
10. Library resources available is not clearly mentioned
11. Arrangements for practice teaching is not mentioned.

The Committee considered VT report dated 19.07.2008 along with relevant documents, NCTE Act, Regulations and guidelines of NCTE published from time to time, summary report of Sub-Committee and decided that notice u/s 14(3)(b)  may be issued giving 30 days time with a direction to the institution to comply the following deficiencies:

1. Principal’s qualification can not be ascertained as certificate are not enclosed.
2. Only two teachers viz.  Sheryshi Bhattacharya & Nilanjana Roy are qualified as per NCTE norms. Nilanjana Roy’s certificate may be enclosed.
3. Three more teachers qualified as per NCTE norms may be appointed.
4. List is not countersigned by competent authority of affiliating body.
5. The institution has submitted building completion certificate before increasing of built-up area. After increasing of Built-up area the institution has not submitted the building completion certificate.
6. Facilities for language learning are not available
7. FDR of Rs. 5.00 lac will mature in March, 2009

The Committee considered VT report dated 11.08.2008 along with relevant documents, NCTE Act, Regulations and guidelines of NCTE published from time to time, summary report of Sub-Committee and decided that notice u/s 15(3)(b) may be issued giving 30 days time with a direction to the institution to comply the following deficiencies:

1. Professor is not qualified as over the age of 65 not permissible as per rule.
2. Two readers are not qualified as not having 5 years experience in PG level or 10 years Experience in graduation level.
3. One Lecturer is qualified as per NCTE norms as having Ph.D. but not appointed. The other lecturer is not having qualified as not NET in Education.
4. List is not countersigned by competent authority of affiliating body.
5. The institution has no playground of its own.
6. In building completion certificate dt. 14.03.2008 issued by Executive Engineer, Patna West Building Division, Danapur, Patna, the Plot no, Khata No. of the land/ building has not been mentioned.
7. Original FDR of Rs. 5.00 Lacs towards endowment fund is not submitted, only Photo Copy of FDR submitted.
8. The institution may send clarification regarding  infrastructural & instructional facilities for opening M.Ed.
