ER – 94.1 Confirmation of the Proceedings of 93rd ERC Meeting held at Bhubaneswar on 25-27 February, 2009. The Committee confirmed the proceedings of 93rd ERC Meeting held at Bhubaneswar on 25-27 January, 2009.

ER-94.5.1 Institute of Education, Haldia, ICARE Complex, PO – Hatiberia, Dist – Purba Medinipur – 721 657, West Bengal (B.Ed.) (Private) (Vidyasagar University) Code No.APE00290 The Committee considered the case of the institution along with the Visiting Team Report, relevant documents, NCTE Act, Regulations and guidelines of NCTE published from time to time and decided that institution be permitted to shift its building as per the new address of the institution visited by the Visiting Team
94.5.2 Jote Kanurangarh Mahatma Primary Teachers Training Institute, Vill/PO- Jot Kanurangarh, PS- Daspur, Dist- Paschim Medinipur, West Bengal-721212 (ETT) (Private)(West Bengal Board of Primary Education) Code No.APE00706 The Committee considered the case of the institution along with the Visiting Team Report, relevant documents, NCTE Act, Regulations and guidelines of NCTE published from time to time and decided that letter of intent prior to recognition under Clause 7(9) of Regulations, 2007 may be issued giving 30 days time with a direction to the institution to comply the following deficiencies:
  1. The institution shall make appointment of faculty/staff by a duly constituted selection committee and ensure selection of candidates possessing qualifications as prescribed under rules.
  2. An Affidavit on Rs. 100/- Non-Judicial stamp paper by the Applicant is required to be submitted alongwith individual affidavits on Rs.10/- Non-Judicial stamp paper as per the prescribed format to be submitted by the academic staff duly selected and appointed.
  3. The institution may submit countersigned statement of staff appointed as per the NCTE norms as per approval of the concerned affiliating body. The same be submitted in the prescribed format duly countersigned by the concerned affiliating body. In such case the institution shall submit the same alongwith an affidavit on Rs.100/- Non-judicial stamp paper duly signed by the authorized representative of the management of the institution as per the prescribed format. Individual affidavit is not required to be submitted in such cases.
  4. The institution shall launch its website covering, inter alia, the details of the institution, its location, name of the course applied for with intake, availability of physical infrastructure (land, building, office, classrooms, and other facilities/amenities), instructional facilities (laboratory, library etc.) and the particulars of their proposed teaching and non-teaching staff etc. with photographs. The downloaded copies of the website is required to be submitted
NOTE As per NCTE Hqrs. letter dt. 13.03.2009 regarding enforcement of provisions under Regulation 8(7) of NCTE (Recognition Norms and Procedure) Regulations, 2007 regarding possession of land by the institutions, the land should be in the name of institution concerned either on ownership basis or on lease basis from the Govt. / Govt. Institution for a period not less than 30 years and it is fee from all encumbrances. Therefore, the institution is required to comply the above Norms strictly under Regulation 8(7) of NCTE (Recognition Norms and Procedure) Regulations, 2007 and submit the required documents within 3(three) months from the issue of the letter.
ER-94.5.3 Ramesh Prasad Yadav Teacher’s Training College, Vill- Charadih, Po- Karma, City- Koderma, Jharkhand (B.Ed.) (Private) (Vinoba Bhave University) Code No.APE00891 The Committee considered the case of the institution along with the Visiting Team Report, relevant documents, NCTE Act, Regulations and guidelines of NCTE published from time to time and decided that letter of intent prior to recognition under Clause 7(9) of Regulations, 2007 may be issued giving 30 days time with a direction to the institution to comply the following deficiencies:
  1. The institution is required to submit a certificate from the Education Department to the effect that no other institution is being run within the same campus alongwith a non-encumbrance certificate.
  2. iLibrary books are less than the prescribed norms of the NCTE
  3. The institution shall make appointment of faculty/staff by a duly constituted selection committee and ensure selection of candidates possessing qualifications as prescribed under rules.
  4. An Affidavit on Rs. 100/- Non-Judicial stamp paper by the Applicant is required to be submitted alongwith individual affidavits on Rs.10/- Non-Judicial stamp paper as per the prescribed format to be submitted by the academic staff duly selected and appointed.

ER-94.5.5 Subhas Teacher’s Training College, Vill – Koldiha, Po.– Giridih, Taluka – Giridih, City – Giridih, Dist – Giridih, Jharkhand – 815301 (B.Ed.) (Private) Code No.APE00914 The Committee considered the case of the institution along with the Visiting Team Report, relevant documents, NCTE Act, Regulations and guidelines of NCTE published from time to time and decided that Notice u/s 14(3) (b) may be issued giving 30 days time with a direction to the institution to comply the following deficiencies:
  1. The institution is required to completed building construction work After completion of the same it is required to submit a building construction certificate to the effect that construction of the Hall Is complete. Therefore The institution is required to submit the building completion certificate mentioning therein Khasra No., Plot no., details of total land area, built up area which should be as per the approved building plan & land documents of the institution and the same should be suitable to run teacher training course as per the NCTE norms duly approved by Govt. Engineer and countersigned by the authority concerned.
  2. The institution shall make appointment of faculty/staff by a duly constituted selection committee and ensure selection of candidates possessing qualifications as prescribed under rules.
  3. An Affidavit on Rs. 100/- Non-Judicial stamp paper by the Applicant is required to be submitted alongwith individual affidavits on Rs.10/- Non-Judicial stamp paper as per the prescribed format to be submitted by the academic staff duly selected and appointed.

ER-94.6(I) Representation of the institutions after the letter of intent issued under Article 7(11) of old Regulations, 2005/ 7(9) of new Regulations, 2007
ER-94.6(I).1 Gobindapur Academic Primary Teacher’s Training Institute At- Gobindapur, Post-Juginda, P.S.-Domkal, Dist- Murshidabad, West Bengal – 742303 (PTT.)(Private)( West Bengal Board of Primary Education) Code No. APE00584 The Committee considered the reply received dated 25.02.2009 in response to ERC Notice dated 10.02.2009 along with relevant documents, NCTE Act, Regulations and guidelines of NCTE published from time to time and decided that Recognition order under Clause 7(11) of Regulations, 2007 for annual intake of 50 for PTT (D.Ed.) course from the session 2009-2010 may be issued after verification of website and receipt of the downloaded copies of the website and submission of the Building Completion Certificate and also an Affidavit on Rs. 100/- Non-Judicial stamp paper by the Applicant regarding appointment of staff.
