ER – 97.1 Confirmation of the Proceedings of 96th ERC Meeting held at Bhubaneswar on 28-30 May, 2009. The Committee confirmed the proceedings of 96th ERC Meeting held at Bhubaneswar on 28-30 May, 2009.
ER – 97.2 Action Taken Report on the decisions of the 95th ERC Meeting. Noted
ER – 97.3(I) 4th supplementary Agenda of 96th ERC Meeting which was deferred for want of time are being placed in this meeting. The Committee noted that the deferred agenda items are placed in the meeting and the same were considered during the meeting.
ER – 97.3(II) Policy matter / Guidelines / Information received from NCTE Hqrs.
ER – 97.3(II).1 National Council for Teacher Education (Recognition Norms and Procedure) (Second Amendment) Regulations, 2009 – Circulated by NCTE Hqrs. vide letter No.95876 dated 05.06.2009. The Committee noted the National Council for Teacher Education (Recognition Norms and Procedure) (Second Amendment) Regulations, 2009 and decided that the NCTE Hqrs. may be requested to extend the date by another I month i.e. upto 31.08.2009.
ER – 97.3(II).2 Minutes of the meeting of Regional Directors and officers of the NCTE Headquarters held 4th May, 2009 at New Delhi – Circulated vide Letter No.95565 dated 27.05.3009. The Committee while considering the matter decided that the cases which are reversed/remanded back & confirmed by the Appeal Committee, NCTE Hqrs. should henceforth be placed before the committee for necessary decision by the ERC office before taking any action.
ER – 97.4(I) Appeal Cases: (Cases under process on being remanded back / Reversed by the Appeal Committee)
ER – 97.4(I).1 Panagarh Primary Teachers Training Institute, Vill – Panagarh, Po – Panagarh Bazar, Dist – Burdwan, West Bengal – 713148 (PTT) (Private) (West Bengal Board of Primary Education) Code No.APE00617 The Committee considered the reply of the institution received in ERC office on 16.06.2009 in response to ERC Letter 09.05.2009 along with relevant documents, NCTE Act, Regulations and guidelines of NCTE published from time to time and decided that Notice u/s 14(3) (b) may be issued giving 20 days time for the following deficiencies:
  1. The Principal of the institution i.e. Sri Premananda Paul appointed another two college i.e. Bhagabati Devi Primary Teachers Training Institute & Jianganj Institution of Education & Training. Experience certificate submitted at is Regional Secondary Training School which is not clear.
  2. Requisite numbers of teaching staff possessing qualification as per NCTE norms have not been appointed.
  3. The institution has submitted photocopies of the documents instead of downloaded copies displaying an affidavit in the prescribed form duly attested by Oath Commissioner/Notary Public as per clause 8(8) and 8(9) of the NCTE Rules & Regulations along with the copy of an affidavits on Rs. 100/- Non-Judicial stamp paper from the institution to the effect that it has appointed staff on the recommendations of the selection Committee duly constituted as per the policy of the State Govt./Central Govt./University/UGC or the concerned affiliating body and separate staff statement on an affidavit on Rs. 10/- Non-Judicial stamp paper as per the prescribed format with the details etc. as per NCTE rules & regulations.
ER-97.4(I).2 Sister Nivedita Primary Teacher’s Training institute, Vill- Bareriya, Po-Pathardih, Bagmundi, Dist- Purulia, West Bengal-723152 (PPT) (Private) (West Bengal Board Of Primary Education) Code No. APE00601 The Committee considered the reply of the institution received in ERC office on 16.06.2009 in response to ERC Letter of Intent dt.11.05.2009 along with relevant documents, NCTE Act, Regulations and guidelines of NCTE published from time to time and decided that Notice u/s 14(3) (b) may be issued giving 20 days time for the following deficiencies:
  1. List of teaching staff not submitted. As per information in the affidavit requisite numbers of teaching staff possessing qualification as per NCTE norms have not been appointed.
  2. Rs.10/- affidavit in respect of newly appointed Principal and Experience Certificate not given. As per the affidavit on Rs 100/- stamp paper information the Principal does not possess experience as per NCTE norms.
  3. The downloaded copies of the website covering, inter alia, the details of the institution, its location, name of the course applied for with intake, availability of physical infrastructure (land, building, office, classrooms, and other facilities/amenities), instructional facilities (laboratory, library etc.) and the particulars of their proposed teaching and non-teaching staff etc. with photographs not submitted.
ER-97.4(I).3 Netaji Subhas Chandra Bose Primary Teacher’s Training Institute, Vill – Ransagar, PO & Dist – Murshidabad, West Bengal – 742 149 (PTT) (West Bengal Board of Primary Education) Code No. APE00667 The Committee considered the reply of the institution dated 13.06.2009 received in ERC office on 22.06.2009 in response to consent letter issued on 09.05.2009.The committee while considering the case with other relevant documents, NCTE Act, Regulations and guidelines of NCTE published from time to time noted that as per the decision of the appeal committee vide order No.85581 dated 14.10.2008 ERC was directed to grant extension of 60 days time for fulfilling the conditions as per the letter of Intent dated 4.07.2007 however, the ERC in its earlier meeting decided to issue consent letter for inspection. The Committee further decided that Notice u/s 14(3) (b) may be issued giving 20 days time for the following deficiencies:
  1. As per the information given, the Principal does not possess experience as per the NCTE norms. The Principal for ETT course should have 5 years of experience of teaching in Elementary Teacher Training Institution.
  2. The downloaded copies of the website covering, inter alia, the details of the institution, its location, name of the course applied for with intake, availability of physical infrastructure (land, building, office, classrooms, and other facilities/amenities), instructional facilities (laboratory, library etc.) and the particulars of their proposed teaching and non-teaching staff etc. with photographs not submitted.
ER-97.4(I).4 Jalpaiguri Dooars Primary Teacher Training Institute, Vill.- Ghagra, Po.- Alipurduar, Dist.- Jalpaiguri, West Bengal- 736 121 (PTT) (Private) (West Bengal Board of Primary Education) Code No.APE00763 The Committee considered the reply of the institution dt. 28.05.2009 received in ERC office on 17.06.2009 in response to ERC Consent Letter dt.06.05.2009 along with relevant documents, NCTE Act, Regulations and guidelines of NCTE published from time to time and decided that VT may be sent immediately with a direction to the institution to submit the following documents to the visiting team:-
  1. The institution has submitted a Building completion certificate signed by the president of the Institution. But the institution has not submitted the building completion certificate mentioning therein Khasra No., Plot no., details of total land area, built up area which should be as per the approved building plan & land documents duly approved by Govt. Engineer and countersigned by the authority concerned.
  2. FDR of Rs. 5.00 lakh towards Endowment Fund from a nationalized bank not submitted. The FDR submitted was returned to the institution after refusal of the case
 
ER-97.4(I).5 Ratulia Secondary Teachers Training Institute, Panskura Vidyasagar Social Welfare Society Building, Vill.- Kanakpur, Po.- Naranda, Dist.- Purba Medinipur, West Bengal- 721 139 (B.Ed.) (Vidyasagar University) Code No.APE00573 The Committee considered the matter, other relevant documents, NCTE Act, Regulations and guidelines of NCTE published from time to time and noted that reply from the institution in ERC consent letter dt. 18.05.2009 & 27.01.2009 is awaited and decided that Notice u/s 14(3)(b) giving 20 days time may be issued for the following:

i. No reply received in response to ERC letter dt. 27.01.2009.

ii. Consent for inspection of the institution not received even in response to subsequent reminder dt. 18.05.2009.

Al-Momin College of Education, At/Po – Bishnupura, Via – Chirki Bazar, Dist – Gaya, Bihar – 824237 (M.Ed.) (Private) (Additional Course) (Magadh University) Code No. APE00855 The Committee noted that no reply has been received in response to ERC consent letter dated14.05.2009 .The committee further noted that with reference to the earlier consent letter issued on 09.01.2009 as per the decision of the appeal committee the inspection was fixed but was postponed on the request of the institution for three times. The committee considered the matter, other relevant documents, NCTE Act, Regulations and guidelines of NCTE published from time to time and decided that permission to M.Ed. course of the institution be refused u/s 15(3)(b) for the following reasons:
  1. No reply to the consent letter dtd. 14.05.2009 submitted.
  2. The institution submitted building plan and building completion certificate in which total area, Plot No., Khata No., Khesera No. not given from a private consultancy, not approved competent state Govt. Authority.
  3. The institution postponed the inspection fixed by ERC office three times i.e. on 25.03.2009 & 27.04.2008 & 25.05.09.
  4. The institutions letter dtd. 12.04.2009 wherein the institution has requested to extend another 6 months time further proves that institution is neither ready nor in a position to conduct the course from the coming session.
A complaint received from Dr. Amin Padhi was also noted by the committee.

Bhagawan Budh Primary Teacher’s Education College, Vill/Po-Bajrahian, Ps-Gautam Budh Nagar, Via-Maharaja Ganj, Dist-Siwan, Bihar-841238 (BTC) (Private) (Bihar School Examination Board, Patna) Code No. APE00821 The Committee considered the reply of the institution dt. 12.05.2009, 05.06.2009 another letter dt. 05.06.2009 received in ERC office on 20.05.2009, 17.06.2009 & 17.06.2009 in response to ERC Notice dt. 09.05.2009 along with relevant documents, NCTE Act, Regulations and guidelines of NCTE published from time to time and decided that Notice u/s 14 3(b) may be issued giving 20 days time for the following deficiencies:
  1. Requisite numbers of teaching staff possessing qualifications as per as per NCTE norms have not been appointed.
  2. Testimonials of two persons as Principal i.e. Jai Prakash Shrivastav & Shree Avanindra Kumar have been submitted. Who exactly has been appointed as principal is not clear.
  3. Fixed Deposit Receipt of Rs. 3.00 lakhs submitted as Reserve Fund appears to be tampered. Earlier the institution had submitted a laminated copy of the FDR.
  4. The institution has not submitted the building completion certificate duly approved by the competent authority and signed by the Govt. Engineer. The building completion certificate submitted by the Jr. Engineer does not contain details.
  5. The institution has not submitted downloaded copies of the website showing that all the documents has been uploaded in the website of the institution as letter as per para 7(9) of the NCTE Rules & Regulations.
The committee further decided that the local branch of the bank may also be requested to verify the FDR.

(Private) (Vidyasagar University) Code No. APE00897 The Committee considered the case of the institution along with the Visiting Team Report, relevant documents, NCTE Act, Regulations and guidelines of NCTE published from time to time and decided that letter of intent for appointment of teaching / non teaching staff supporting with required affidavits as per the format enclosed alongwith the downloaded copies of the website as per clause 7(9) of Regulation , 2007 may be issued giving 20 days time also with a direction to the institution to comply the following deficiencies :
  1. Facilities for language learning lab and number of books in the library are not available as per the NCTE norms.

ER-97.5(I).3 Dr. S. P. Singh College of Teacher Education, Vill. – Laxmipur, PO – Shankar Saraiya, City – Motihari,Dist – East Champaran, Bihar (B.Ed.) (Private) (B.R.A., Bihar University.) Code No. APE00996 The Committee considered the case of the institution along with the Visiting Team Report, relevant documents, NCTE Act, Regulations and guidelines of NCTE published from time to time and decided that Notice u/s 14(3) (b) may be issued giving 20 days time for the following deficiencies:
  1. Language learning lab not available as per the NCTE norms.
  2. As per VT report Institution building under construction and that the Building completion certificate submitted is not clear.
  3. Journals are not available in the library as per the NCTE norms.
  4. Plot No., not given in affidavit, land document, building plan and building completion certificate.
  5. The Principal is above 65 years age. His Experience certificate is not clear as it is in Nepali Language. In case a retired person has been appointed on contractual basis, information regarding his status at the time of retirement not given.
ER-97.5(I).4 Holy Child B.Ed College , Vill- Kazigram Gram Panchayat, Dist- Malda , west Bengal – 732101 (D.Ed.) (Private) (West Bengal Board of Primary Education) Code No.APE01015 The Committee considered the case of the institution along with the Visiting Team Report, relevant documents, NCTE Act, Regulations and guidelines of NCTE published from time to time and decided that Notice u/s 14(3) (b) may be issued giving 20 days time for the following deficiencies:
  1. Requisite number of teaching staff does not possess qualification as per NCTE norms.
  2. As per the information given, the Principal does not possess experience as per NCTE norms
  3. Information regarding Mode of possession of land not clearly provided to the VT exports. As per the remarks of the VT “the institution has been established on the lease land of the management and functioning in its own four storied bulging”.
ER-97.5(I).5 Kendrapara Autonomous College, Twon – Kendrapara, Po- Kendrapara, Dist- Kendrapara, Orissa – 754211 (B.P.Ed.) (Private) (Utkal University) Code No. APE01065 The Committee considered the case of the institution along with the Visiting Team Report, relevant documents, NCTE Act, Regulations and guidelines of NCTE published from time to time and decided that Notice u/s 14(3) (b) may be issued giving 20 days time for the following deficiencies:
  1. As per VT, teachers for the course have not been identified.
  2. The Institution has not submitted the Approved Building Plan.
  3. In the Building Completion certificate the total area, Built up area not mentioned.
  4. The institution has not submitted any land documents. As per the affidavit the registering authority and date of registration of land documents not given. As per the information available in the file the B.P.Ed. Course is proposed to be run / function in the College building. No separate infrastructure/instructional facilities provided teacher training course.
ER-97.5(I).6 Loudoha Govt. Primary Teachers’ Training Institute, Vill- Loudoha, PO- Loudoha, Dist-Burdwan, West Bengal (D.Ed.)(Govt.) (WBBPE) Code No.APE01049 The Committee considered the case of the institution along with the Visiting Team Report, relevant documents, NCTE Act, Regulations and guidelines of NCTE published from time to time and decided that Notice u/s 14(3) (b) may be issued giving 20 days time for the following deficiencies:
  1. As per the list required number of teachers does not posses as per NCTE norms.
  2. In response to ERC acceptance letter dt. 26.03.2009 and 12.05.2009, the institution has not submitted certificate from Govt. regarding infrastructure facilities as per NCTE norms.
  3. The building plan and building completion certificate submitted are for hostel building, teacher’s quarter and staff quarter.
  4. Total area, built up area for the institution is not clearly given.
  5. As per VT remarks construction work of the building of the institution is going on.
  6. Certificate regarding course not being self-finance not submitted.
ER-97.5(I).7 L.N.Mishra College of Business Management, Bhagwanpur Chowk, Muzaffarpur, Bihar – 842001. (B.Ed.) (Private) (B.R. Ambedkar Bihar University, Muzaffarpur) Code No. APE00741 The Committee considered the case of the institution along with the Visiting Team Report, relevant documents, NCTE Act, Regulations and guidelines of NCTE published from time to time and decided that Notice u/s 14(3) (b) may be issued giving 20 days time for the following deficiencies:
  1. Requisite number of teaching staff possessing qualification as per NCTE norms have not been appointed. Appointment of teachers is under process as per VT.
  2. Legally valid land document in favour of the institution not submitted. As per the information the institution is running business Management College. Separate area and built up area exclusively earmarked for the proposed teacher training institution course not given.
  3. Building plan with plot No., khata no., khesera no., total area, built up area for the earmarked for the proposed course not submitted.
  4. Permission from the competent authority to use the land for th teacher training institution not given.
ER-97.5(I).8 Baliapal College of Physical Education, Vill- Baliapal, Po- Baliapal, Dist-Balasore, Orissa- 756026, (C.P.Ed.) (Private) (Board of Secondary Education) Code No. APE00905 The Committee considered the case of the institution along with the Visiting Team Report, relevant documents, NCTE Act, Regulations and guidelines of NCTE published from time to time and decided that letter of intent for appointment of teaching / non teaching staff supporting with required affidavits as per the format enclosed alongwith the downloaded copies of the website as per clause 7(9) of Regulation , 2007 may be issued giving 20 days time also with a direction to the institution to comply the following deficiencies :
  1. Separate list of teaching staff for the existing recognized courses and the proposed course is required to be submitted.
  2. Certified copy of land document not submitted. The Committee noted that the institution has submitted photocopy of the patta which is also not certified
  3. As per VT number of books to be increased as per the NCTE norms.
  4. Equipments for games to be increased as per the NCTE norms.
  5. Equipment facilities in labs should be increased as per the NCTE norms.
ER-97.5(I).9 Purba Medinipur B.Ed. College, Vill. Chaitanyapur, Po.- Chaitanyapur (Balurghat Road), PS.- Sutahata,Dist.- Purba Medinipur, West Bengal- 721 645 (B.Ed.) (Private) (Vidyasagar University) Code No. APE01013 The Committee considered the case of the institution along with the Visiting Team Report, relevant documents, NCTE Act, Regulations and guidelines of NCTE published from time to time and decided that Recognition Order under Clause 7(11) of Regulations, 2007 for annual intake of 100 for B.Ed. Course from the session 2009-2010 may be issued after verification of website and receipt of the downloaded copies of the website.
ER-97.5(I).10 Jakir Hussain B.Ed. College, Vill- Srikantha Bati, PO- Raghnathganj, Dist- Murshidabad, West Bengal - 742225 (B.Ed.) (Private) (University of Kalyani) Code No.APE00919 The Committee considered the case of the institution along with the Visiting Team Report, relevant documents, NCTE Act, Regulations and guidelines of NCTE published from time to time and decided that Notice u/s 14(3) (b) may be issued giving 20 days time for the following deficiencies:
  1. Principal experience in secondary teacher training institution is not clearly given as per norms. In case a retired person has been appointed it can not be on permanent basis. Further information regarding the status of the person at the time of retirement not given.
  2. Affidavit on Rs. 100/- stamp paper and on Rs. 10/- stamp paper regarding teaching staff not submitted.
  3. The institution has submitted fresh land documents in favour of the institution dated 11.05.2009. All the plot No. given in the affidavit do not tally with those given in Building Completion Certificate and the land documents. No clarification in this regard has been submitted.
ER-97.5(I).11 Primary Teachers Education College, Vill/Po– Musaurhi, Near Musaurhi Police Station, Dist. – Patna, Bihar – 804452. (D.Ed) (Govt.) (Bihar School Examination Board Code No. APE00864 The Committee considered the case of the institution along with the Visiting Team Report, relevant documents, NCTE Act, Regulations and guidelines of NCTE published from time to time and decided that the State Govt. should ensure that requisite No. of teachers as per NCTE norms are made available by suitably transferring qualified teachers from other institutions. The Committee decided that Recognition Order under Clause 7(11) of Regulations, 2007 for annual intake of 50 for D.Ed. Course from the session 2009-2010 may be issued after verification of website and subject to the receipt of the downloaded copies of the website, list of teaching staff in prescribed format, Language learning lab, Facilities provided, Details of website including in its URL.
ER – 97.5(II) Visiting Team Reports – Under Section-17
ER – 97.5(II).1 Sunil Dhar Memorial B.P.Ed. College, Vill + PO: Panchthupi, P.S.: Borwan, Block-Borwan, Dist:Murshidabad, West Bengal – 742161 (B.P.Ed.) (Private) (University of Kalyani) Code No. APE00669 The Committee considered the case of the institution along with the Visiting Team Report, relevant documents, NCTE Act, Regulations and guidelines of NCTE published from time to time and decided that Notice u/s 17(1) may be issued giving 30 days time for the following deficiencies:
  1. Required number of teaching staff does not possess qualification as per NCTE norms.
  2. Details of total area and land area not given as per norms. Built up area is less than the requirement. Certified/Notarized coy of the registered land documents along with an affidavit on Rs. 100/- stamp paper duly attested by the Notary regarding land and building not given.
  3. Language learning lab is not available as per the NCTE norms.
  4. Library books are less than as per NCTE norms.
  5. Facilities in the Psychology lab inadequate.
Further, the Committee decided that copy of the Notice may be endorsed to State Govt. Representative of West Bengal.

ER – 97.6(I).1 Vidyapati Bachelor of Education College, Rahmatnagar, Asansol, PO- Burnpur , Dist – Burdwan, West Bengal – 713325 (B.Ed) (Private) (Burdwan University) Code No.APE00517 The Committee considered the reply of the institution dt. 08.06.2009 received in ERC office dt. 10.06.2009 & letter dt. 09.06.2009 received in this office on 11.06.2009 in response to ERC Letter of Intent dt. 09.05.2009 along with relevant documents, NCTE Act, Regulations and guidelines of NCTE published from time to time and decided that Recognition Order under Clause 7(11) of Regulations, 2007 for annual intake of 100 for B.Ed. Course from the session 2009-2010 may be issued after verification of website and receipt of the downloaded copies of the website. The institution instead of the downloaded copy from the website has submitted scanned/printed copies.
