ER – 98.4.1 Sister Nivedita Primary Teacher’s Training institute, Vill- Bareriya, Po-Pathardih, Bagmundi, Dist- Purulia, West Bengal-723152 (PTT) (Private(Unaided) (West Bengal Board Of Primary Education) Code No. APE00601 The Committee noted that no reply has been received in response to ERC Notice dt.30.06.2009 however the reply of the institution dt.03.07.2009 received in ERC office dt.09.07.209 in response to ERC letter of intent dt.04.05.2009 and considered along with relevant documents, NCTE Act, Regulations and guidelines of NCTE published from time to time and decided that Notice u/s 14(3) (b) may be issued giving 7 days time for the following deficiencies:

Course from the session 2009-2010 may be verification of the website of the institution.
ER – 98.4.3 Sonargaon Vivekananda Institute for Primary Teachers’ Training Institute, Teghoria, NARENDRAPUR, Stn. Road, PO – R.K. Pally, PS – Sonarpur, Dist- Kolkata, West Bengal- 700 150 (PTT (D.Ed.)) (Private) (West Bengal Board of Primary Education) Code No.APE00655 The Committee considered the reply of the institution dated 30.06.2009 received in ERC office dt. 07.07.2009 in response to ERC Notice dt. 05.06.2009 along with relevant documents, NCTE Act, Regulations and guidelines of NCTE published from time to time and decided that Notice u/s 14(3) (b) may be issued giving 7 days time for the following deficiencies:
  1. The Plot No. mentioned in the land document submitted by the institution is different from the plot number mentioned in the building plan and building completion certificate.
  2. Playground is on sharing basis.
  3. The institution has not appointed teaching staff as per NCTE Norms. The institution is required to appoint requisite no. of teaching staff as per the NCTE norms and submit the required affidavits as per the prescribed format

ER – 98.5(I) Visiting Team Reports – Under Section 14/15
ER – 98.5(I).1 Deomornoi B.Ed. College, Po – Deomoroi, Dist – Darrang, Vill – Mangaladai, Assam – 784147 (B.Ed.) (Private) (Guwahati University) Code No. APE0530 The Committee considered the case of the institution along with the Visiting Team Report, relevant documents, NCTE Act, Regulations and guidelines of NCTE published from time to time and decided that recognition to B.Ed. course of the institution be refused u/s 14 (3) (b) for the following reasons:
  1. As per the CD the building is having asbestos roof (temporary roof) which is not as per NCTE norms.
  2. The institution has not appointed requisite number of teaching staff qualified as per NCTE norms.
ER – 98.5(I).2 Ramganj Government Primary Teacher’s Training Institute Vill- Ramganj, Po- Ramganj, Dist- Uttar Dinajpur, West Bengal – 733207 (D.Ed.) (Govt.) (West Bengal Board of Primary Education) Code No. APE01069 The Committee considered the case of the institution along with the Visiting Team Report, relevant documents, NCTE Act, Regulations and guidelines of NCTE published from time to time. The Committee also noted the letter No.62-6/2009/NCTE (N&S) dated. 15th July, 2009 received from the NCTE Hqrs.. whereby it is observed that the institution in the State are not able to provide infrastructural & instructional facilities as per the NCTE norms. The relaxations accorded for various points are as follows:-
  1. Relaxation is granted to the State Govt. of West Bengal for recruitment of the staff for regular appointments through the Public Service Commission within a period of one year from the date of recognition. However, till the regular appointments are made the institutions should have faculty/staff on adhoc/contract basis. These appointments may not be extended for more than one year, by that time regular appointments are to be made.
  2. The relaxation is granted with respect to qualification of the Principal for the institutions under reference to the extend that if the Principal of the institution does not possess the prescribed experience or is over age, the may be considered at par. The essential qualification will however, continue to be insisted upon both for the Principal and the faculty members.
  3. The requirement of website is relaxed to the extend that the institutions may develop their websites within a period of one month, after issue of the recognition order.
  4. It is observed that the institutions in the State are not able to provide built up area as per the NCTE norms. The relaxation in this regard is extended for a maximum period of one year from the date of recognition to complete the construction work as per the NCTE norms. However, each institution has to submit an Undertaking to the effect that for holding classes and activities of the teacher education course commence during this period, the institution has ample covered area with it.
The Committee also noted that the above relaxation are for one time only and any non-compliance within the period of relaxation of any condition/norms will invite action for withdrawal of recognition by the NCTE. The Committee, therefore, decided that Recognition Order under Clause 7(11) of Regulations, 2007 for annual intake of 50 for D.Ed. Course from the session 2009-2010 may be issued subject to above terms & conditions.
ER – 98.5(I).3 Mahula Sri Ramkrishnan Teacher’s Training Institute, Vill.- Kanachi, Po.- Kanachi, Tehsil- Rampurhat, Dist.- Birbhum, West Bengal (B.Ed.) (Private) (Burdwan University) Code No.APE01132 The Committee considered the case of the institution along with the Visiting Team Report, relevant documents, NCTE Act, Regulations and guidelines of NCTE published from time to time and decided that Recognition Order under Clause 7(11) of Regulations, 2007 for annual intake of 100 for B.Ed. Course from the session 2009-2010 may be issued after verification of website and receipt of the downloaded copies of the website and experience certificate of the Principal.
ER – 98.5(I).4 Vidya Sagar Teacher’s Training College, Vill- Barasagardighi, PO- Kamalbari, City- Malda, Dist- Malda, West Bengal – 732103 (B.Ed.) (Private) (Gourbanga University) Code No.APE00977 The Committee considered the case of the institution along with the Visiting Team Report, relevant documents, NCTE Act, Regulations and guidelines of NCTE published from time to time and decided that Notice u/s 14(3) (b) may be issued giving 7 days time for the following deficiencies:
  1. The Principal & one teacher are common. The institution is required to appoint requisite no. of teaching staff as per the NCTE norms and submit the required affidavits as per the prescribed format.
  2. The downloaded copies of the website covering, inter alia, the details of the institution, its location, name of the course applied for with intake, availability of physical infrastructure (land, building, office, classrooms, and other facilities/amenities), instructional facilities (laboratory, library etc.) and the particulars of their proposed teaching and non-teaching staff etc. with photographs not submitted.
The Committee also decided that inspection under Section 17 be also conducted for institution under Code 533.

Mankundu B.Ed. College, PO.- Mankundu, Dist.- Hooghly, West Bengal- 712 139 (B.Ed.) (Private) (WestBengal State University) Code No.APE01188 The Committee considered the case of the institution along with the Visiting Team Report, relevant documents, NCTE Act, Regulations and guidelines of NCTE published from time to time and decided that Notice u/s 14(3) (b) may be issued giving 7 days time for the following deficiencies:
  1. The Institution not submitted affidavit of Rs. 10/- regarding selection committee. The institution is required to appoint requisite no. of teaching staff as per the NCTE norms and submit the required affidavits as per the prescribed format.
  2. The list of teaching staff was signed by the Chairman of the institution.
  3. Experience certificate of Principal not submitted.

Dr.B.R. Ambedkar College of Education People Education Society (Mumbai), Khata-98, Plot No.29, Nagsenwan”, Ratnaraganaga Bigha, Ps-Bodha Gaya, Dist-Gaya, Bihar-824231 (B.Ed.) (Private)(Magadh University) The Committee considered the case of the institution along with the Visiting Team Report, relevant documents, NCTE Act, Regulations and guidelines of NCTE published from time to time and decided that Notice u/s 17(1) may be issued giving 30 days time for the following deficiencies:
  1. As per the building plan total area less than the required as per the NCTE norms.
  2. The institution has submitted building plan for Dr. B.R. Ambedkar Institute of Pharmacy and Dr. B.R. Ambedkar Institute of Education. The institution is required to clarify the same.
  3. The building plan shows building of the institution on Plot No. 29 but as per the affidavit, building completion certificate, land documents plot No. has been shows as 49,50,51.
  4. Teaching staff appointed by the institution does not possess qualification as per the NCTE norms.
  5. Payment being paid to the teaching staff are not as per the NCTE norms
  6. The institution is still running on lease premises. As per the NCTE Rules & Regulations the land should be on ownership basis in the name of the Society/Trust of the institution.

(Additional Course) (Deptt. of University) (Visva – Bharati) Code No. APE00842 The Committee considered the case of the institution along with the Visiting Team Report, relevant documents, NCTE Act, Regulations and guidelines of NCTE published from time to time and confirmed the earlier decision and decided that Recognition Order under Clause 7(11) of Regulations, 2007 for annual intake of 30 seats for M.P.Ed. Course (Additional Course) from the session 2009-2010 be issued.
ER – 98.6(I).3 Midnapore Institute of Education, Rangamati,PO.- Vidyasagar University, PS.- Kotwali, Dist.-Paschim Medinipur, West Bengal- 721 102 (B.Ed.) (Private)(Vidyasagar University) Code No.APE00699 The Committee noted that no reply has been received in response to ERC Letter of Intent dt.30.06.2009 and considered along with relevant documents, NCTE Act, Regulations and guidelines of NCTE published from time to time and decided that Notice u/s 14(3) (b) may be issued giving 7 days time for the following deficiencies:
  1. The institution shall make appointment of faculty/staff by a duly constituted selection committee and ensure selection of candidates possessing qualifications as prescribed under rules. The institution is to submit list of teaching staff in prescribed format.
  2. An Affidavit on Rs. 100/- Non-Judicial stamp paper by the Applicant is required to be submitted along with individual affidavits on Rs.10/- Non-Judicial stamp paper as per the prescribed format to be submitted by the academic staff duly selected and appointed.
  3. The institution shall launch its website covering, inter alia, the details of the institution, its location, name of the course applied for with intake, availability of physical infrastructure (land, building, office, classrooms, and other facilities/amenities), instructional facilities (laboratory, library etc.) and the particulars of their proposed teaching and non-teaching staff etc. with photographs. (Private) (Assam University) The Committee considered the reply of the institution received in ERC office on dt.19.06.2009 received in ERC dt.27.06.2009 in response to ERC Letter of Intent dt.05.06.2009 along with relevant documents, NCTE Act, Regulations and guidelines of NCTE published from time to time and decided that recognition to B.Ed. course of the institution be refused u/s 14 (3) (b) for the following reasons:
  1. The institution has not appointed requisite number of teaching staff qualified as per NCTE norms. Principal is not qualified as per norms
  2. Land & building not as per norms. The institution submitted letter of the joint Secretary to the Govt. of Assam regarding allotment of land for three years. Legally valid land documents (English version of Sale Deed / Gift Deed/Patta/Registered Lease Deed in favour of the institution not submitted as per the NCTE norms.
  3. Provision made for B.Ed. and specific Built up area for M.Ed.

ER – 98.6(II).1 Sagardighi Teachers Training College, Vill/Po.- Morigram, Dist.- Murshidabad, West Bengal- 742 237 (B.Ed.) (Private) (University of Kalyani) Code No.APE01146 The Committee considered the reply of the institution dt.27.06.2009 received in ERC office on dt.08.07.2009 in response to ERC Notice dt. 05.06.2009 along with relevant documents, NCTE Act, Regulations and guidelines of NCTE published from time to time and decided that Notice u/s 14(3) (b) may be issued giving 7 days time for the following deficiencies:
  1. The institution has not appointed teaching staff as per NCTE Norms. The institution is required to appoint requisite no. of teaching staff as per the NCTE norms and submit the required affidavits as per the prescribed format.
  2. The institution is required to appoint teaching staff on regular basis as per the NCTE norms.

ER – 98.6(II).2 Gangadharpur Sikshan Mandir, Vill & PO – Gangadharpur, District – Howrah – 711 302, West Bengal. (M.Ed.) (Private) (University of Calcutta) Code No.APE01032 The Committee considered the reply of the institution dt.11.06.2009 received in ERC office on dt.17.06.2009 & letter dt.01.07.2009 received in ERC office dt.09.07.2009 in response to ERC Notice dt. 05.06.2009 along with relevant documents, NCTE Act, Regulations and guidelines of NCTE published from time to time and decided that recognition to M.Ed. course of the institution be refused u/s 15 (3) (b) for the following reasons:
  1. The land is taken on lease from the Trust and is registered on 19.06.2009. As per NCTE regulation “land on lease from govt./ govt. institution is only permissible, lease from private party is not permissible.
  2. Dr.Bhagabat Panigrahi in its letter has mentioned that he has resigned from the post of Reader from the institution due to his health problem.
ER – 98.6(II).3 Bajali Teacher’s Training College, Pattacharkuchi, Barpeta, Assam – 781326 (B.Ed.) (Guwahati University) Code No. APE0572 The Committee considered the reply of the institution dt.17.06.2009 received in ERC office on dt.07.07.2009 in response to ERC Notice dt. 05.06.2009 along with relevant documents, NCTE Act, Regulations and guidelines of NCTE published from time to time and decided that Notice u/s 14(3) (b) may be issued giving 7 days time for the following deficiencies:
  1. Requisite numbers of teaching staff possessing qualification as per NCTE norms have not been appointed. . The institution is required to appoint requisite no. of teaching staff as per the NCTE norms and submit the required affidavits as per the prescribed format.
  2. The downloaded copies of the website covering, inter alia, the details of the institution, its location, name of the course applied for with intake, availability of physical infrastructure (land, building, office, classrooms, and other facilities/amenities), instructional facilities (laboratory, library etc.) and the particulars of their proposed teaching and non-teaching staff etc. with photographs not submitted.
Further, the Committee decided that copy of the Notice may be endorsed to State Govt. Representative of West Bengal.
ER – 98.8 Reply in response to Letter/ Notice giving to fulfill the deficiencies within 90 days.
ER – 98.8.1 Siliguri B.Ed. College, St. No. – B.Ed. College Road, Vill- Sibmandir (Siliguri), Po- Kadamtala, Dist- Darjeeling, West Bengal – 734011 (B.Ed.) (Govt. Aided)(University of North Bengal) Code No. APE00982 The Committee noted that no reply received in response to Notice dated 05.06.2009 and considered along with relevant documents, NCTE Act, Regulations and guidelines of NCTE published from time to time and decided that recognition to B.Ed. course of the institution be refused u/s 15 (3) (b) for the following reasons:
  1. The institution has not submitted any specific certificate reg. infrastructure and instructional facilities as per the NCTE norms. As per Building Completion Certificate, the Details of Building given is 3064.64 Sq.ft. = 284.70 Sq.mt. (2nd Floor) which was submitted earlier and was considered by ERC. The institution not submitted the building completion certificate mentioning therein Khasra No., Plot no., details of total land area, built up area which should be as per the approved building plan & land documents of the institution and the same should be suitable to run teacher training course as per the NCTE norms duly approved by Govt. Engineer and countersigned by the authority concerned.
  2. No reply received in response to Notice till date. However the institution vide its letter dated 1.6.2009 has informed that they are waiting for the final papers from the Siliguri Jalpaiguri Development Authority regarding land and construction of building.
ER – 98.8.2 Adarshabani Teacher Training College, Vill.- Bagsarai, PO.- Gazoie, Dist.- Malda, West Bengal- 732 124 (B.Ed.)(Private) (Gour Banga Viswavidyalaya) Code No.APE00992 The Committee considered the reply of the institution dt.23.06.2009 by Fax & 18.06.2009 by e-mail and received in this office 23.06.2009 in response to Notice dtd. 05.06.09 along with other relevant documents, NCTE Act, Regulations and guidelines of NCTE published from time to time and decided that recognition to B.Ed. course of the institution be refused u/s 14 (3) (b) for the following reasons:
  1. The institution not submitted the building completion certificate mentioning therein Khasra No., Plot no., details of total land area, built up area which should be as per the approved building plan & land documents of the institution and the same should be suitable to run teacher training course as per the NCTE norms duly approved by Govt. Engineer and countersigned by the authority concerned.
  2. The institution has submitted a copy of the Gift deed which is registered on 16.6.2009 i.e. beyond the prescribed last date. Certified copy of land ownership documents has not been submitted as per Regulation 8(8).
