ER–103.6(III).5 Vivekananda Teachers Training College, Vill- Chandipur, PO – Kazigram, Dist – Malda, West Bengal – 732101 (B.Ed) (Private) (North Bengal University) Code No. APE00533 The Committee considered the reply dt. 14.12.2009 received on dt.17.12.2009 in response to ERC notice under section 17(1) dt. 19.11.2009 along with relevant documents, NCTE Act, Regulations 2007, guidelines of NCTE published from time to time alongwith the copy of complaint against the institution forwarded by NCTE-HQrs and decided that recognition to B.Ed course of the institution be withdrawn u/s 17 of the NCTE Act from 2010-1011 session for the following reasons:
  1. The Committee noted that at the time of inspection u/s 17 conducted on 31.10.009, it was found that the institution was not adhering to the NCTE Rules and Regulations published from time to time and conditions stipulated in the orders issued to the institution.
  2. Original FDR submitted by the institution towards reserve fund is made on 09.12.2009 i.e. after issue of SCN u/s 17 which proves that the institution was not maintaining the reserve fund.
  3. The building completion certificate submitted is not from the competent civil authority.
  4. As per the VT, salary of the staff was being paid in cash, which is not as per norms. After SCN, the institution has only submitted a statement regarding salary made through cheque. However, the institution has not any supporting document regarding salary made through cheque.
ER–103.6(III).6 Magadh Teacher’s Training College, West Church Road, Near D.M. Residence, Dist – Gaya, Bihar – 823001 (B.Ed) (Private) (Magadh University) Code No. APE00422 The Committee considered the reply dt. 14.10.2009 received on dt.17.11.2009 in response to ERC notice under section 17(1) dt.14.11.2009 along with relevant documents, NCTE Act, Regulations 2007 and guidelines of NCTE published from time to time and decided that recognition to B.Ed course of the institution be withdrawn u/s 17 of the NCTE Act from 2010-1011 session for the following reasons:
  1. 1. The Committee noted that at the time of inspection u/s 17 conducted on 25.08.2009, it was found that the institution was not adhering to the NCTE Rules and Regulations published from time to time and conditions stipulated in the orders issued to the institution.
  2. 2. As per the list given to the VT, 1 vice Principal & 6 lecturers are available. Principal is likely to join end of the August, 2009 as per the VT Remarks. Two part time lecturers are appointed which is not as per Norms. Hence, requisite no. of teaching staff not appointed as per NCTE Norms. In this regard the institution appointed a Principal but not submitted in the form of affidavit Rs. 10/- & 100/- stamp paper in prescribed format. Experience certificate of the Principal not given
  3. 3. List of teaching staff not countersigned by the Competent Authority of the concerned affiliating body.
  4. 4. Affidavit on Rs.10/- and Rs.100/- stamp paper regarding appointment of staff not submitted

  14. 14. The present infrastructure appears to be inadequate for running the B.Ed. course with 100 intake.
  15. 15. All labs as reported dismantled for construction. No labs are in position
  16. 16. The institution have only two computers which is inadequate.

ER–103.9.1 Nalanda Teacher’s Training College, Mohalla-Kalyanpur, Station Road, Biharsharif, Nalanda, Bihar – 803101.(B.Ed)(Private) (Magadh University) Code No. APE00806 The Committee considered the reply dt. 02.11.2009 received on 16.11.2009 and 10.12.2009 received on 18.12.2009 in response to ERC clarification letter dt. 14.10.2009 along with relevant documents, NCTE Act, Regulations 2007 and guidelines of NCTE published from time to time and decided that acceptance letter may be issued and the Visiting Team may be constituted for permission to shift the building of the institution and verify the infrastructure & instructional facilities provided for running the teacher education programme as per the NCTE norms.
ER–103.9.2 Baihata Chariali B.Ed. College, PO– Baihata Chariali, Dist. – Kamrup, Assam – 781381. (B.Ed) (Private) (Assam University) (Code No. APE00034) The Committee considered the reply dt. 09.12.2009 received on 16.12.2009 and in response to ERC Notice dt. 19.11.2009 along with relevant documents, NCTE Act, Regulations 2007 and guidelines of NCTE published from time to time and decided that acceptance letter may be issued and the Visiting Team may be constituted for permission to shift the building of the institution and verify the infrastructure & instructional facilities provided for running the teacher education programme as per the NCTE norms.
ER–103.9.3 Chandrakanta Hazarika College, Amolapatty, PO/ Dist. – Dibrugarh, Assam – 786001. F.No.AS-S/E-22/97 Sub : (Change of Premises) The Committee noted that no reply has been received from the institution in response to ERC consent letter vide dated 27.03.2009 and notice dated 14.10.2009 and considered along with relevant documents, NCTE Act, Regulations 2007 and guidelines of NCTE published from time to time and decided that acceptance letter may be issued and the Visiting Team may be constituted for permission to shift the building of the institution and verify the infrastructure & instructional facilities provided for running the teacher education programme as per the NCTE norms.

 ERC/06-2/BR/2004 The complaints have been received from Shree Anil Kumar Sharma & N. Azam through NCTE Hqrs. and also CP, ERC, NCTE was received on 01.12.09 for the following institutions regarding Illegal recognition given by NCTE Officials. (1) Magadh Teachers Training College, Gaya, (2) B.R. Ambedkar College of Education. (3) Jharkhand Techers Training College. (4) Siddharth Teachers Training College. (5) Maa Kamala Chandrika Teachers Training College. (6) Teacher Training College of India. (7) Al-Momin College of Education. (8) Oriental College of Education. The Committee considered the complaint case forwarded by the NCTE Hqrs. with original files, along with relevant documents; NCTE Act, Regulations 2007 and guidelines of NCTE published from time to time and noted that as regards Item No. 1 to 6, it was informed that already action u/s 17 is being taken by ERC. The Committee further decided that as regards Item No. 7-8, similar action u/s 17 may be initiated.
