The Committee considered the reply letter dt.01.02.2010 received on ERC dt.08.02.2010 in response to ERC Notice dt. 08.01.2010 along with relevant documents, NCTE Act, Regulations 2007 and guidelines of NCTE published from time to time and decided that recognition may be withdrawn from the next academic session i.e. 2010-2011 for the following deficiencies :-

 

·         The institution was granted recognition for an intake of 200 students.  The institution has admitted 272 students in 2009-2010 and 236 in 2008-09 which is more than permitted intake.

·         Required number of teaching staff for 200 intake are not appointed.  It has appointed Guest lecturers in place of regular staff which is not as per NCTE norms.

·         Affidavit on Rs. 10/- stamp paper by Head and the teaching staff alongwith the marksheet and certificate not submitted.

(i)           The institution had submitted the Building Completion Certificate issued on 31.01.2008, LTC issued on 10.12.08, Affidavit submitted on 5.12.09, which states the built up area as 1612.52 sqm, whereas the land documents registered on 04.11.2009 shows the covered area as (71.72 sqmt.).  The institution is required to clarify this discrepancy.

The Committee noted that a complaint dt.22.01.2010 received from Old Students Association, Radhanath Institute of Advanced Studies in Education, Cuttack-753002, Orissa forwarded by Chairperson, NCTE Hqrs to Chairperson NCTE, ERC regarding position of teacher education in the State of Orissa –An Appeal for maintenance of quality in conformity to NCTE norms and decided that letter to be written to the concerned institutions to explain the irregularities, alleged.

The Committee noted that a letter dated 13th February 2010 received from All Orissa College Physical Education Teacher Association, Cuttack and decided that the applicant may be informed that power of relaxation is available with the Chairperson-NCTE with the recommendation of State Govt.

ER–105.9.5

ERC/06-2/WB/2010

The NCTE-HQrs vide Fax No.F. No. 62-5/2008/NCTE/N&S/11529 dated 5th March 2010 had informed that the competent authority ad decided to accord approval for a ‘Bridge Course’ in the State of West Bengal in the order to resolve the problem of consequent upon the judgment of the Hon’ble Division Bench of Calcutta High Court in the matter of Tulsi Bakshi and others wherein the qualifications given for one year PTT course offered by various teacher training institutions in the State of West Bengal were not considered equivalent to the D.Ed course in the absence of NCTE’s recognition to the course and directed to consider the application for the said Bridge Course on receipt of the same formally from the Government of West Bengal and process further for according approval of the ERC for recognition of the said course in the light of the observations conveyed to the Govt. of West  Bengal vide letter dtd 03.03.2010.  It had further stated that it would not be necessary for the Govt. of West Bengal to submit the application online and the provisions as are required for processing of regular applications, seeking recognition of teacher education courses by the individual institutions, would also not apply in this case.

 

The Secretary, West Bengal Board of Primary Education had sent a letter to ERC dated 8th March 2010 requesting to accord approval in the matter of conducting the said Bridge Course.

 

The Committee while considering the case noted the following letters/representation received from the NCTE Hqrs./State Govt.:-

(i)      A Fax letter No. F.No.62-5/ 2008/NCTE/N&S/11529 dated 5th March 2010 received from the NCTE Hqrs. addressed to the RD, ERC whereby it has been informed that the Chairperson, NCTE- Hqrs in exerercise of the powers vested under clause 11 of the NCTE Regulations, 2009 has approved the proposed Bridge course for the PTT candidate through the West Bengal Board of Primary Education (WBBPE) by ODL mode.

(ii)    A fax letter No. F.No.62-5/ 2008/NCTE/N&S/11529 dated 5th March 2010  addressed to Shri Vikram Sen, Secretary to the Govt. of West Bengal, School Education Department whereby the approval of the competent authority in NCTE is conveyed to the Govt. of West Bengal to conduct a ‘Bridge-Course’ of one year duration  for PTTI trainees in the State of West Bengal through ODL Mode subject to certain conditions.

(iii)   Letter No. 218/BPE/2010 dt.8.3.2010 received from Shri D.Mandal, Secretary, West Bengal Board of Primary Education requesting therein to accord approval in the matter of conducting the said Bridge course  as directed by the NCTE, Hqrs New Delhi.

The Committee considered  all these letters/communications received from the NCTE Hqrs. and the West Bengal Board of Primary Education.   The Committee decided to give in principal approval to the proposal keeping in view the approval of the Chairperson, NCTE-Hqrs for conducting the Bridge Course for the PTT candidates through the West Bengal  Board of Primary Education (WBBPE) through ODL mode.

However formal orders would be issued after  receipt of the formal application and details of the said Bridge Course from the Government of West Bengal  as per the letter No.62-5/ 2008/NCTE/N&S/11529 dated 5th March 2010  addressed to Shri Vikram Sen, Secretary to the Govt. of West Bengal, School Education Department by the NCTE Hqrs.

Inspection of institutions u/s 14/15/17 of the NCTE Act.

 

The ERC in its 104th meeting held on 28th-29th January 2010 had decided the name of experts to be deputed to particular institutions for inspection u/s 14/15/17 of the NCTE Act.

As advised by the NCTE Hqrs., the list of 22 experts under ‘A’ are dropped from VT list / panel.

Six experts under ‘B’ will not be deputed in VT till their credentials are verified in consultation with NCTE-Hqrs.

Out of nine experts suggested under list ‘C’ for inclusion, four are already in the panel.  Remaining five may also be included.
