ER – 98.8(1S) Reply in response to Letter/ Notice giving to fulfill the deficiencies within 90 days.
ER – 98.8(1S).1 Fakhuruddin Ali Ahmad Teacher’s Training College,Vill – Juwachghat West, Po – Kharua, Via – Muria, Dist – Darbhanga, Bihar – 847115 (B.Ed.) (Private) (L.N.Mithila University) Code No. APE01197 The Committee noted that no reply received from the institution in response to ERC Notice dated 18.05.2009 and considered relevant documents, NCTE Act, Regulations and guidelines of NCTE published from time to time and decided that recognition to B.Ed. course of the institution be refused u/s 14 (3) (b) for the following reasons:
  1. Information reg. Col. 5 of the affidavit the institution stated letter dtd. 27.10.2008. It can not be ascertained it is a enclosure or not.
  2. As per the NCTE Hqrs. letter land is required only in the name of Institution. But the institution submitted some land document in Urdu Language. Plot No. 88 & 89 in the name of the Society which can not be permissible. As per provisions under Regulation 8(7) of NCTE (Recognition Norms and Procedure) Regulations, 2007 regarding possession of land by the institutions, the land should be in the name of institution concerned either on ownership basis or on lease basis from the Govt. / Govt. Institution for a period not less than 30 years and it is fee from all encumbrances. Therefore, the institution not comply the above Norms strictly under Regulation 8(7).
  3. Certified copies of ownership/Lease documents of land in favour of the institution where the proposed B.Ed. Course will be opened as per para 8 (7) & 8 (8) alongwith English version of Land document duly notorized not submitted.
  4. The institution has submitted building completion certificate Mukhiya Countersigned by panchayat Sewak. Therefore, Building Completion Certificate where the proposed B.Ed. Course will be opened with Plot No., Khata No, built –up area, total area, Khesera No. from the Competent State Govt. Authority not submitted.
  5. The institution has submitted building Plan by Mukhiya Countersigned by panchayat Sewak. One Plot No. different from affidavit & completion certificate. Approved Building Plan where the proposed B.Ed. Course will be opened with Plot No., Khata No, built –up area, total area, Khesera No. from the Competent State Govt. Authority not submitted.
  6. Fixed Deposit Receipt of Rs. 3.00 lakhs (in original) not submitted as Reserve Fund.
  7. Fixed Deposit Receipt of Rs. 5.00 lakhs (in original) not submitted as Endowment Fund.
ER – 98.8(1S).2 English And Foreign Languages University, Norh east, Campus NEHU Permanent complex,Umsing- Mawkynroh, Dist- Shillong, Meghalay-793022 (B.Ed.) (Financed by UGC) (EFL University, Hyderabad) Code No.APE01202 The Committee considered the reply of the institution dated 22.06.2009 received in ERC office dt.07.07.2009 in response to ERC notice dated 18.05.2009 along with relevant documents, NCTE Act, Regulations and guidelines of NCTE published from time to time and decided that Notice u/s 14(3) (b) may be issued giving 7 days time for the following deficiencies:
  1. An Affidavit submitted on Rs.100/- stamp paper does not contain complete information. A duly filled up affidavit in prescribed format has to be submitted again.
  2. The Registering Authority and date was not mentioned in the affidavit.
  3. Enclosure of Col. 5 was not mentioned in the affidavit.
  4. Certified copy of registered land lease /ownership documents has not been submitted as per Regulation 8(8) & 8(7). (Duly notarized English version of land documents also to be submitted)
  5. Approved Building Plan from competent authority with plot no. Khata No. Built up area, Total area, Khesra no. etc to be submitted for the proposed D.Ed. course. As stipulated in the instructions enclosed with the application proforma prescribed under clause 5(1) of the NCTE (Recognition Norms & Procedure) Regulations, 2007 approved building plan along with completion certificate (if the building has already been constructed) from the concerned competent authority is required to be submitted.
  6. Building completion certificate from the competent authority mentioning the plot no. Khata No. Built up area, Total area, Khesra no. etc to be submitted for the proposed D.Ed. course (if the building has already been constructed) from the concerned competent authority is required to be submitted.
  7. Certificate from the govt. that the course is not self-financed and that is fully financed by govt.
  8. As per letter dt.22.06.2009 the buildings are nearby completion, the completion certificate will be produced soon.
ER – 98.8(1S).3 Rastriya Sanskrit Sansthan Deemed University Sree Sadashiva Campus, PO- Puri, Dist- Puri, Orissa – 752001 [SHIKSHA SHASTRI (B.Ed.)(Additional Intake] (Govt. Self Finace) (Deemed University (RSS)) The Committee considered the reply of the institution dated 18.06.2009 received in ERC office dt.19.06.2009 in response to ERC notice dated 20.05.2009 along with relevant documents, NCTE Act, Regulations and guidelines of NCTE published from time to time and decided that Notice u/s 15(3) (b) may be issued giving 7 days time for the following deficiencies:
  1. The institution shall make appointment of faculty/staff by a duly constituted selection committee and ensure selection of candidates possessing qualifications as prescribed under rules. An Affidavit on Rs. 100/- Non-Judicial stamp paper by the Applicant is required to be submitted alongwith individual affidavits on Rs.10/- Non-Judicial stamp paper as per the prescribed format to be submitted by the academic staff duly selected and appointed.
  2. The institution may submit countersigned statement of staff appointed as per the NCTE norms as per approval of the concerned affiliating body. The same be submitted in the prescribed format duly countersigned by the concerned affiliating body. In such case the institution shall submit the same alongwith an affidavit on Rs.100/- Non-judicial stamp paper duly signed by the authorized representative of the management of the institution as per the prescribed format.
  3. The institution shall launch its website covering, inter alia, the details of the institution, its location, name of the course applied for with intake, availability of physical infrastructure (land, building, office, classrooms, and other facilities/amenities), instructional facilities (laboratory, library etc.) and the particulars of their proposed teaching and non-teaching staff etc. with photographs. The downloaded copies of the website is required to be submitted.

ER – 98.4.(2S).2 Netaji Subhas Chandra Bose Primary Teacher’s Training Institute, Vill – Ransagar, PO & Dist – Murshidabad, West Bengal – 742 149 (PTT) (Private) (West Bengal Board of Primary Education) Code No. APE00667 The Committee considered the reply of the institution dated 13.07.2009 received in ERC office dt.15.07.2009 in response to ERC notice dated 30.06.2009 along with relevant documents, NCTE Act, Regulations and guidelines of NCTE published from time to time and decided that Notice u/s 14(3) (b) may be issued giving 7 days time for the following deficiencies:
  1. The institution has not appointed teaching staff as per NCTE Norms. The institution has submitted 2 different Affidavits, the name of the teachers are different from the name of teacher given in the fresh affidavit. The institution is required to appoint requisite no. of teaching staff as per the NCTE norms and submit the required affidavits as per the prescribed format.

The Committee noted that the University authorities assured for adequate infrastructure as per the NCTE norms as it is a University unit. (Private) (Kalyani University ) Code No.APE001027 The Committee considered the reply of the institution dated 10.07.2009 received in ERC office dt.14.07.2009 in response to ERC notice dated 01.07.2009 along with relevant documents, NCTE Act, Regulations and guidelines of NCTE published from time to time and decided that the Visiting Team be sent immediately to verify the condition of the building particularly the roof which was appeared to have absetos sheet at the cost of the institution.
ER – 98.8(2S) Reply in response to Letter / Notice giving to fulfill the deficiencies within 90 days.
ER – 98.8.(2S).1 Dept. of Education,Rajiv Gandhi University, Vill- Rono Hills, Po- Doimukh, City- Itanagar, Dist- Papumpare, Arunachal Pradesh – 791112 (B.Ed.) (Rajiv Gandhi University) Code No.APE01201 The Committee noted the NCTE Hqrs., New Delhi letter No.91-1/2009/NCTE (N&S) dt.28.06.2009 received in ERC office on 07.07.2009 whereby it was directed that the case may be taken up by the ERC, NCTE in it ensuing meeting and considered as a special case for the session 2009-2010 itself by giving 6 months time to complete the development of necessary infrastructure if it is deficient. The Committee, therefore, decided that permission may be given for 40 additional intakes so as to make the total intake of the institution to 100 intakes with the direction to the institution to comply with the following deficiencies within six month:-
  1. One Set of application in prescribed format not submitted.
  2. D.D. of Rs. 40,000/- towards Processing Fee not submitted.
  3. An Affidavit not submitted (in original) duly attested by the Notary Public/Oath Commissioner in prescribed format. As per clause 8(8) of the NCTE Regulations, an affidavit on Rs. 100 stamp paper attested by Notary Public/Oath Commissioner in the prescribed format is to be submitted indicating location of the land, total area in possession, permission of competent authority to use for educational purpose, mode of possession etc
  4. Fixed Deposit Receipt of Rs. 5.00 lakhs (in original) not submitted as Endowment Fund. As per clause 10(1) of the NCTE Regulations, in case of self-financed institutions/courses, Fixed Deposit Receipt of Rs. five lakhs towards Endowment Fund (in original), from a Nationalized Bank of a duration of & above 5 years is required. OR Certificate/ Supporting documents from the Government that the course is not self financed and that it is fully funded by the Government.
  5. Fixed Deposit Receipt of Rs. 3.00 lakhs (in original) not submitted as Reserve Fund. As per clause 10(1) of the NCTE Regulations, in case of self-financed institutions/courses, Fixed Deposit Receipt of Rs. three lakhs towards Reserve Fund (in original), from a Nationalized Bank of a duration of & above 5 years is required. ER– 98.9.1(2S).1 Consideration of the request of the Govt. of West Bengal for PTT Course under clause 11 of NCTE Regulation, 2007. A copy of the letter written to Shri S.K. Mahapatra, O.S.D. & Ex-office Joint Secretary, School Education Department, Govt. of West Bengal by the NCTE Hqrs. regarding consideration of the request of the Govt. of West Bengal for PTT course under clause 11 of NCTE Regulation 2007 has been received by the ERC. The Committee noted the letter No.62-6/2009/NCTE (N&S) dated. 15th July, 2009 received from the NCTE Hqrs.. whereby it is observed that the institution in the State are not able to provide infrastructural & instructional facilities as per the NCTE norms. The relaxations accorded for various points are as follows:-
  1. Relaxation is granted to the State Govt. of West Bengal for recruitment of the staff for regular appointments through the Public Service Commission within a period of one year from the date of recognition. However, till the regular appointments are made the institutions should have faculty/staff on adhoc/contract basis. These appointments may not be extended for more than one year, by that time regular appointments are to be made.
  2. The relaxation is granted with respect to qualification of the Principal for the institutions under reference to the extend that if the Principal of the institution does not possess the prescribed experience or is over age, the may be considered at par. The essential qualification will however, continue to be insisted upon both for the Principal and the faculty members.
  3. The requirement of website is relaxed to the extend that the institutions may develop their websites within a period of one month, after issue of the recognition order.
  4. It is observed that the institutions in the State are not able to provide built up area as per the NCTE norms. The relaxation in this regard is extended for a maximum period of one year from the date of recognition to complete the construction work as per the NCTE norms. However, each institution has to submit an Undertaking to the effect that for holding classes and activities of the teacher education course commence during this period, the institution has ample covered area with it.
The Committee also noted that the above relaxation are for one time only and any non-compliance within the period of relaxation of any condition/norms will invite action for withdrawal of recognition by the NCTE.
ER-98.11(2S) Next ERC Meeting The Committee decided to hold the next ERC meeting on 26th- 28th July, 2009 at Bhubaneswar.
ER-98.12.(2S-2).1 Pailan College of Management & Technology,Vill- Kulerdari Gram Panchayat, Po- Joka, Plot No. – 226, Dist- Kolkata, West Bengal – 700104 (B.Ed.) (Private) (University of Calcutta) Code No.APE00931 The Committee considered the reply of the institution dated 06.07.2009 received in ERC office dt.14.07.2009 in response to ERC letter dated 01.07.2009 along with relevant documents, NCTE Act, Regulations and guidelines of NCTE published from time to time and decided that Notice u/s 14(3) (b) may be issued giving 7 days time for the following deficiencies:
  1. Experience certificate of Principal not given. Supporting staff documents and marks sheet not submitted. The institution is required to appoint requisite no. of teaching staff as per the NCTE norms and submit the required affidavits as per the prescribed format.
 
98.12.(2S-2).2 Jharkhand Teachers’ Training College, Rajgaria Road, Near Mahadeo Modi Mandir, Jhumri Teliya, Dist-Koderma, Jharkhand-825409 (B.Ed.) (Private) (Vinoba Bhave University, Hazaribag) Code No. APE00746 The Committee considered the reply of the institution dated 07.07.2009 received in ERC office dt. 10.07.2009 & 13.07.2009 in response to ERC Notice dt. 30.06.2009 along with relevant documents, NCTE Act, Regulations and guidelines of NCTE published from time to time. The Committee also noted the complaint received from the NCTE Hqrs. vide letter dt.22.6.2009 with the Chairpersons observations regarding actions under section 17. Since recognition under section 7(11) as decided earlier has not been issued yet, Section 17 is not applicable. However ERC office should examine the matter thoroughly with reference to the complaints raised and place before the next meeting of ERC for reconfirmation or otherwise of the decision to grant recognition under section 7(11).
98.12.(2S-2).3 UTTAR Banga Primary Teacher’s Training Institute, Vill-Kamalpur, PO-Meherapur, PS-Kaliachak, Dist-Malda, West Bengal-732207 (PTT- D.Ed.) (Private) (West Bengal Board of Primary Education) The Committee considered the reply of the institution dated 13.07.2009 received in ERC office dt. 15.07.2009 in response to ERC Notice dt. 30.06.2009 along with relevant documents, NCTE Act, Regulations and guidelines of NCTE published from time to time and decided that Recognition Order under Clause 7(11) of Regulations, 2007 for annual intake of 50 for P.T.T. (D.Ed.) Course from the session 2009-2010 be issued after verification of the Website of the institution.
98.12.(2S-3).1 Union Christian Training College, Po- Berhampore,Dist- Murshidabad, West Bengal – 742101 (B.Ed.) (Private- Aided) (Kalyani University) (Code No.APE00840 The Committee considered the reply of the institution dated 08.07.2009 received in ERC office dt. 14.07.2009 in response to ERC letter dated 30.06.2009 along with relevant documents, NCTE Act, Regulations and guidelines of NCTE published from time to time and decided that Notice u/s 14(3) (b) may be issued giving 7 days time for the following deficiencies:
(i) As per the information provided ne lecturer Dr. Bedasruit Bhattacharya is not qualified as per the NCTE norms.
98.12.(2S-3).2 Prabhu Jagatbandu College, Vill.- Jhorehat, Po.- Andul-Mouri, Tehsil- Sankrail, Dist.- Howrah, West Bengal- 711 302 (B.Ed.) (Govt. Aided) (University of Calcutta) Code No.APE01145 The Committee considered the reply of the institution dated 14.07.2009 received by Fax along with relevant documents; NCTE Act, Regulations and guidelines of NCTE published from time to time and decided that no further time be allowed to the institution and the institution be requested to adhere on the earlier date fixed.
98.12.(2S-3).3 Viharilal College of Education, Department of Home Science, University of Calcutta, 20 E, Judges Court Road, Alipore, Dist – Kolkata, West Bengal – 700 027 (University Department) (B.Ed.) (Code NO. APE00713) The Committee considered the letter received from the Vice Chancellor, University of Calcutta regarding making a partial modification o the order by substituting the expression “Viharilal College of Education, Department of Home Science with Viharilal College of Education under the Faculty of Education located on Home Science Campus of the University. The Committee approved the proposal for change in the name of the institution as per the request of the University.
98.12.(2S-3).4 Vidyasagar Teacher Training College, Bara, Sagardighi, Kamlabari, Malda, West Bengal As observed by the NCTE Hqrs, an enquiry under Section 17 of the NCTE Act be conducted urgently with specific reference to allegations raised in the Complaint.
98.12.(2S-3).5 Magat Teacher Training College, West Churat Road, Gaya As observed by the NCTE Hqrs, an enquiry under Section 17 of the NCTE Act be conducted urgently with specific reference to allegations raised in the Complaint.
98.12.(2S-3).6 The Committee also noted & decided the following:-
  1. (i) The Committee also noted that a copy of the complaint received for recognized teacher training institutions for which enquiry under Section 17 is to be conducted should be furnished to Inspection Team for specific enquiry regarding allegations raised in addition to other aspects indicated in the prescribed format. V.T. members should be requested to make their report on over all aspects of functioning of the institution including observance of NCTE norms
  2. (ii) In view of the last date of 31.7.2009 for grant of recognition/refusal for the session 2009-2010 of pending applications and in view of the fact that informations/clarifications have been asked from a large nos. of applicant institutions, the ERC office may, if necessary, receive and dispatch letters through personal interaction, FAX and telephone. The Regional Director, ERC may also expedite the constitution of the V.T. and dispatch of V.T./receipt of V.T. reports through personal interaction as and when necessary. This shall be permitted till 31st July, 2009. However all recognition/refusal orders should be dispatched by the post as usual. The NCTE Hqrs. may be kept informed about such urgent necessity.
  3. (iii) As regards implementation of the decision of the Appellate Authority, the ERC office may process the cases as per direction of the Appellate Authority before placing it in ERC meeting for final decision.
