PROCEEDINGS OF 86th MEETING OF EASTERN REGIONAL COMMITTEE HELD ON 21st-22nd APRIL, 2008
The 86th Meeting of the Eastern Regional Committee (ERC), National Council for Teacher Education (NCTE) was held on 21st -22nd April, 2008 at Conference Hall, Hotel Holiday Resort, Puri, Orissa.

Institute of Education (PG) for Women, Chandernagore, Hooghly, Po-Khalisani, Dist-Hooghly, West Bengal-712138, B.Ed.-Addl. Intake), (Govt.), (University of Burdwan), Code No-APE00554 |
The Committee considered VT report dated 25.3.2008 along with relevant documents, NCTE Act, Regulations and guidelines of NCTE published from time to time, summary report of Sub-Committee and decided that permission order under Clause 7(11) of NCTE Regulations, 2007 for B.Ed. course with an additional annual intake of 20 (twenty) thus total intake of 100 from the session 2008-2009 may be issued.
Further, the Committee decided that the institution may be informed separately to submit the following within 90 days of issue of the letter:
- Facilities for language learning are to be made available as per NCTE norms.
- Website is to be launched as per NCTE Regulations.
- Staff list with their photographs & affidavit duly downloaded from their website is to be submitted as required under NCTE Regulations.

The Committee considered VT report dated 27.3.2008 along with relevant documents, NCTE Act, Regulations and guidelines of NCTE published from time to time, summary report of Sub-Committee and decided that notice may be issued giving 30 days time with a direction to the institution to comply the following deficiencies :
- Professor & Readers are not qualified as not having 10 years Experience in P.G. level.
- The name of Dr. Chaitanya Sahoo who is going to be appointed as Professor is also found in other teacher training institution viz. Vishweshawaraiya B.Ed. College, Jharkhand.
- Two teachers are qualified as per NCTE norms. One teacher is not qualified as per NCTE norms. Qualified Teachers after selection may be appointed.
- Certificates onqualification & experience of teachers are not attached.
- Facilities for Language Learning are not available as per NCTE norms.
- Existing E.T. Lab. needs to be upgraded.
- Existing Library resources need to be upgraded.

The Committee noted that reply in response to ERC letter of intent u/s 7(11) dated 3.7.2007, notice dated 19.9.2007 & notice dated 16.2.2008 is awaited and considered the relevant documents, NCTE Act, Regulations and guidelines of NCTE published from time to time, summary report of Sub-Committee and decided that Final notice may be issued giving 30 days time with a direction to the institution to comply the deficiencies pointed out in the earlier letter/ notices stated above. |

The Committee noted that this application is pertaining to the year 2004. The Committee noted that reply in response to ERC letter of intent u/s 7(9) dated 19.2.2008 is awaited and considered the relevant documents, NCTE Act, Regulations and guidelines of NCTE published from time to time, summary report of Sub-Committee. The Committee decided that permission to M.Ed. course of the institution be refused for the following reasons:
- No reply to ERC letter of intent u/s 7(9) dtd. 19.02.2008 has been received.
- List of teaching staff not submitted after issue of letter of intent u/s 7(9) of NCTE Regulations.
- Two out of 3 lecturers are qualified as per NCTE norms. One more lecturer as per NCTE norms not appointed.
- Appointments are not made on regular basis.
- Separate staff list, as per NCTE proforma, for B.Ed. and M.Ed. Course not submitted.
- Approved building plan not submitted.
- As per certificate/ affidavit submitted earlier, land is on sub-lease.
- Land document has not been submitted.

The Committee considered reply dated 18.03.2008 in response to ERC notice dated 15.2.2008 along with relevant documents available in institution file, NCTE Act, Regulations and guidelines of NCTE published from time to time, summary report of Sub-Committee and decided that permission order under Clause 7(11) of NCTE Regulations, 2007 for B.Ed. course with an additional annual intake of 72 (seventy-two) thus total intake of 200 from the session 2008-2009 may be issued.
Further, the Committee decided that the institution may be informed separately to submit the following within 30 days of issue of the letter:
- Website is to be launched. as per Regulations.
- Staff list with their photographs & affidavit duly downloaded from their website is to be submitted as required under NCTE Regulations.
- Affidavit on prescribed format is to be submitted.
- As per affidavit submitted earlier, built up area is less than requirement of NCTE norms. As per remarks of Govt. representative of Orissa Prof. Sebak Tripathy, the built up area is more than 3000 sq. mtr. An affidavit in this regard will be submitted.
